Judgement: The Doctrine of Enlightenment provides a deeper understanding of the Way of Virtue and its role in giving us the strength, knowledge, and enlightenment to achieve our highest potential. Judgement: Let every word you speak carry meaning. Sulemaine defended her home even as she sought Wisdom. We send Clytemnestra of the House of the Wanderer with 25 liao to urge those who repudiate Sulemaine's violence to carry her wisdom to every nation in the Empire.
Outcome: Upheld with a Greater Majority (192-16); a margin of 176
Enacted. Urges the sword scholars who embrace the Empire to leave Urizen and spread out through the Empire, looking to join other nations, carrying Sulemaine's words with them. They will encourage others to think for themselves, to reject authority that is not grounded in Wisdom, and to fight to defend their home against anything that would threaten it. Scattering the sword scholars to the four corners of the Empire will mean no new sword scholars in Urizen. Those who attend Anvil now will be the last of that tradition. Enacted. The Blood Red Quays Art Gallery, the Blood Red River Museum, and the Bloody Great Theatre will all see an increase in audiences and visitors. Each congregation in Sarvos, Tassato, and Temeschwar will see an increased production of 36 rings over the following season as the cities host pilgrims looking to engage in art and culture. The Azure Chorus at Braydon's Jasse, the Crimson Drummers of Madruga, and the Rose Towers in Dawn will see more people attending their feasts and performances over the season and the titles willeach gain an additional 108 rings at the Spring Equinox 386YE as the number of visitors increases. Judgement: Pride conveyed by words alone is vain boasting; we must proclaim it by how we conduct every part of our lives. Other nations are contributing white granite and coin to the efforts to build the Grand Inspiration of the Way and we are being left behind! "Now Fransesca di Matos's competition is over, we must rise to this challenge from the rest of the Empire and win. Judgement: Doctrine is a living document that must change and grow as our understanding does. The Doctrine of Human Destiny has been weighed and found wanting. The Doctrine of Enlightenment provides a deeper understanding of the Way of Virtue. We send Tabris, son of Aemisael with 25 liao to urge adherents of the Way in Sarcophan to follow the lead of Bastion in embracing this change.
Outcome: Upheld (1857-135)
Enacted. Increases engagement with and acceptance of the new Doctrine of Enlightenment among both established pilgrims and converts in the Sarophan Delves. It is likely to annoy the Sumaah, who will take the view that they are being more even-handed with the faithful in Sarcophan by urging people not to accept the change of doctrine. It won't trigger the Sarcophan limitation on the two cathedrals that they remain civil and avoid "brawling in the streets" but it would raise tensions. Judgement 53

Assembly: Imperial Orcs
Raised By: Bloodcrow Pip
Judgement: The matter of orc souls should be left to orcs. We send Bloodcrow Knott with 25 doses of liao to let Imperial Orcs know that the Mourn Orcs are Marchers. We demand the humans of the Empire give our new siblings time while we offer them guidance in the ways of the Abyss and Ancestors.

Enacted. The Imperial Orcs Assembly makes it clear that on matters of orc souls, their human peers should defer to them. It acknowledges that the Marcher Orcs have different beliefs to the Imperial Orcs, but commits to trying to find a middle ground. In the short term, Imperial Orcs preachers will visit the Mournwold orcs to debate and discuss their shared understanding of virtue, and their differing stance on what happens after one dies. Judgement: This winter will be harsh, and the whole of Wintermark faces terrible threats from the monsters of Blood-on-the-Snow, the beasts of Hayaak, and the scions of Cold Sun. We must remain vigilant, and we must fight these threats wherever we can. We are scions sired by a storm and shall weather whatever winter brings. Judgement: This winter will be harsh, and there are monsters in Sermesuaq, both beasts of the wilds and those who walk in human guise. We must remain vigilant, but more importantly we must remain kind. Share with your neighbours, keep each other warm, remind each other that this is not forever. We are scions sired by a storm and shall weather whatever winter brings. We send Isolde Hannasdottir with 25 doses of liao to urge the people of Wintermark to look after each other, no matter what the Winter brings.
Outcome: Upheld with a Greater Majority (256-0)
Enacted Urges the people of Wintermark, and Sermersuaq in particular, to keep each other safe during the harsh winter that is to come. No settlement in Sermersuaq will go hungry this winter. Until the start of the Spring Equinox 386YE every military unit controlled by a character from Sermersuaq will take a -1 rank penalty unless they take the hunt the Suaq Wastes adventure, in which case they will instead receive a +1 rank bonus. This added protection, and the spirit of cooperation and support, will sustain the people of Sermersuaq in their time of need, granting a +1 rank bonus to the production of farms. Furthermore, for the next year (the whole of 386YE) it will be nearly impossible for the followers of Blood-on-the-Snow to gain support from the people of Sermersuaq. Judgement: Cheap boons and easy solutions should always be treated with caution. The Wise know that we must test what you learn, and take nothing for granted. We send Ourania Neofoti of the House of the Wanderer with 100 doses of liao to urge the virtuous to remain cautious of gifts that come at too cheap a price, to remain Vigilant against the machinations of eternals and dark powers, and to watch those who seek out such offers.
Outcome: Upheld (1274-230); Margin of 1044
Enacted. For the next year there will be significantly fewer opportunities offered that relate to eternals, sovereigns and similar entities. Statements of principle rejecting or investigating such offers will be much more likely to lead to a response of some kind. There will be much more expectation that members of the Conclave will be brought to Inquisition to ensure they are acting virtuously, and it will lead to increased support for the Witness of Conclave, the Imperial Censor, Virtue Inquisitors, Imperial Inquisitor, and perhaps even the Sevenfold Path among the virtuous. As it did not achieve a greater majority, there will be no real impact in either people of Urizen or the citizens of Varushka - the folk most likely to participate in such bargains in many peoples' opinion, so the Assembly might wish to weigh cautiously how this mandate is dealt with. Judgement: Despise those who take without giving. The Imperial Senate taxes our Prosperity, but it may not tax our Virtue. Judgement: Know your heart and what commands its devotion above all else. We send Larkin Otterways with 25 doses of liao to let everyone in Bregasland know that this is the land of the Strong Reeds, and they will never abandon it.
Outcome: Upheld with a Greater Majority(176-0); Margin of 176
Enacted. Cements the affection that many Bregas feel for the Strong Reeds. The army will gain a bonus equivalent to a thousand additional strength whenever they are fighting in Bregasland reflecting the armed support they will receive from their fellow yeofolk. If Bregasland comes under attack, and the Strong Reeds are not present at the start of the very next season to lead the counter-attack or defence as a minimum, then the oath will have been broken. If the oath were broken, it would breach the trust between the Reeds and the kin in Bregasland. Judgement: Thousands of orcs lived and died in thrall to the Imperial nations. Only the Brass Coast decried the practice of enslaving orcs. It is time for the bones of these forgotten ancestors to rest beside the remains of their new welcomed siblings. We send Memory Keeper Ikahn with 75 doses of liao to urge every priest to offer aid to the Imperial Orcs as they seek out the resting places of their dead, unearth them with all due reverence, and bring them home to Skarsind.

Judgement: The Imperial Orcs intend to undertake a bone pilgrimage, to restore the bones of their ancestors to their ossuary in Skarsind. We send Yevanshka with 50 doses of liao to urge the people of Varushka to support the Imperial Orcs in their Bone Pilgrimage.

Assembly: General
Raised By: Astrid Fjellrevening Rezia di Tassato
Judgement: Ozren de Orzel used art to change the world, and this assembly recognises him as an Exemplar of Pride. Inspiration: Ozren directly inspired the creation of the High Bard, and now every year a new High Bard takes to the Senate floor, a long line of artists, performers, and storytellers following in his footsteps using art to inspire and speak truth to those at the heart of the Empire. Pilgrimage: Ozren went to the Pits of Ennerlund in Holberg to put the unquiet ghosts there to rest after the depredations of the Druj. He did not just take liao to exorcise them, but spoke to them and heard their stories. He brought these back out into the light and retold them to their loved ones, so they would not be forgotten. Benevolence: Ozren was instrumental in the creation of the High Bard, and reclaimed the Pits of Ennerlund by carrying the stories of the unquiet dead back out to the light, both of great lasting benefit to the whole Empire. Legacy: As well as his own beautiful body of work, and co-authoring the first High Bard performance on the Senate floor with his future wife Lady Kaywenn du Launcet. Ozren leaves the position of High Bard as a testament to his dedication to seeing Art and inspiration take its place at the heart of Imperial decision making. More than this, each High Bard is expected to leave a composition as a legacy, ensuring an ever growing body of work dedicated to his vision.
