==Overview==
The public auctions in Anvil are seasonal opportunities for citizens to sell their goods. Goods are sent in advance to the Bourse by Imperial citizens who want a good price but have neither the inclination nor the time to attend the meetings at Anvil, with a proportion of lots left open for the submission of items by those who do attend the summits. When trade relations with Foreign Nations are favourable, items may even be send to the public auction from outside the Empire.

Most goods sold are [[Materials|materials]], [[Herb|herbs]], [[Game_items#Mana_Crystals|mana crystals]], [[Game_items#Liao|liao]], building materials ([[Mithril]], [[Weirwood]] & [[White Granite]]) and occasionally even [[Ilium]], but any item of value which it is legal to sell may be submitted. Such offerings include art and crafts, artisan-crafted items, food and drink, and occasionally more remarkable lots such as invitations to exclusive parties, or commissions by notable artists, poets or musicians.

==Auction sessions==
Public auctions are held on each evening, with two at each summit. The timing and location can be found in the [[Event schedule|event schedule]] and on signs around Anvil.

Each auction will have a maximum of 60 lots, and usually lasts up to one hour. The Senate building is the preferred location, but occasionally another meeting or event will take precedence and the Auction will move to another suitable location.

Each has their own style and the role is a fine balance of keeping order, ensuring fair access to the auction for all present and hosting a time-honoured Imperial spectacle.

In times when Civil Service numbers in Anvil are low a citizen-auxiliary has been recruited. This has been caused in the past by the Senate requiring Civil Servants to [[Employ_Civil_Service_to_observe_Fleets_II|observe fleet behaviour]] to prevent piracy and by [[Bloody_murder|attacks on Civil Servants]]. However the impartial nature of the Auctioneer is a vital part of the auction, so a Civil Servant is always preferred.

Another Agent of the Bourse will usually be responsible for recording the the winning bids, taking the money and giving out the purchased items.

Civil Servants with an aptitude for this role usually come from trade backgrounds and their ability to handle transactions swiftly in all conditions is legendary.

All citizens are welcome to bid in the auction and it is usually a busy and fast-paced affair.

The usual format is as follows:
* The Auctioneer reads out a section of the list (usually 10 lots)
* Bidding begins on each item in turn, with the Auctioneer suggesting an opening bid if none is forthcoming
* A clear unique bid is taken from the first person seen and heard to give it, and bidding goes up until a winner is determined
* The winner goes immediately to the Auction clerk to pay and receive their item
At the end of each section there is a short pause to clear any queue of purchasers and then the process repeats

Bidding is usually in [[Currency|Crowns]] and quarter/half crowns with building materials and Ilium in Thrones and Crowns. Citizens are asked to have their money ready when bidding in order to keep things moving smoothly.

As the lots submitted in Anvil tend to be more unusual, these may be taken one at a time allowing for further information from the seller or short testimonials from the assembled on the characteristics of the item on offer.

==Selling in the Auction==
Citizens wishing to add an item to the Public Auction may do so at the Civil Service Hub. The deadline is 1 hour before the auction starts, or when the list reaches 60 lots whichever is sooner. To give fair opportunity to all citizens to enter items in the auction, each citizen may enter a maximum of 3 lots, and each of their lots must be of a different type.

Mixed lots may be entered if desired - a method sometimes used by the Magistracy to dispose of the seized assets of criminals, the profits of sale being equivalent to a fine.

Items of food and drink are often entered, but citizens are asked make information on the ingredients available where possible to enable prospective buyers to make an informed choice on whether or not to bid.

The seller does not need to be present at the auction, but more unusual items do sell better if there is someone there to give details.

===Cost of listing===
There is a fee of 10 rings to list each item which is non-refundable. If the item sells 1/10 (one tenth) of the sale value will be deducted for administrative costs, less the 10 rings listing fee. If one tenth is 10 rings or less, nothing further is deducted.

The seller can place a reserve on an item at no additional cost. The item will not be sold if the reserve is not met, and can be collected after the auction from the Hub. If the seller is present in the auction, they can choose to accept the highest bid offered if they wish.

Example 1:

* An item is sold for 12 crowns
* one tenth is 1 crown 4 rings
* deduction for administration is 14 rings
* payment to the seller is 11 crowns 6 rings 

Example 2:

* An item is sold for 4 crowns
* one tenth is 8 rings
* no further deduction
* payment to the seller is 4 crowns

===Submitting the item===
Items need to be with the Civil Service by an hour before the Auction. They are usually brought when the listing fee is paid, but can be brought later if required. Items such as herbs, mana and magical items will only be accepted with a suitable [[Game_items|phys-rep]], which can be a suitable-sized container if preferred (eg a pouch for mana or herbs, a sack or large box for armour).

Unless the seller specifies that the phys-rep should be sold as part of the lot, it must be returned by the purchaser to the Hub and the seller can collect from there later in the event. Any phys-reps not collected by the end of the event will be taken to lost property at GOD.

===Collecting payment===
Auction earnings will be available at the Hub the following morning after the Auction. In exceptional circumstances (eg if the seller will be leaving before the following morning) the money may be available earlier by arrangement with the Civil Service.

Every character chooses one type of personal resource and what territory it is located in when their character is created. Most personal resources automatically produce money or items for the character’s use every event that they attend.

Personal resources have broad generic names that imply a whole category of possible options. Like income, it is up to the player to interpret the precise nature of their personal resource in a way that is appropriate to the setting and their character.

All personal resources can be upgraded to make them more productive or effective. Upgrading a personal resource requires [[building materials]] which are held in Imperial Warehouses and can be acquired at the Bourse.

* [[Business]] - produces 9 crowns.
* [[Congregation]] - produces five doses of [[liao]] and provides 10 votes in the [[Imperial Synod]].
* [[Farm]] - produces 9 crowns.
* [[Fleet]] - can trade with foreigners, to produce items or money, or commit piracy, to steal items or money from [[Foreign Nations|foreigners]] or [[barbarians]].
* [[Forest]] - produces ten units of one rare [[Materials|material]] that are used by an [[Crafting skills#artisan|artisan]] to make magic items.
* [[Herb garden]] - produces fourteen herbs for use by a [[Surgical skills#physick|physick]] or [[Surgical skills#apothecary|apothecary]].
* [[Mana site]] - produces seven crystalized mana for use in [[spellcasting]] and [[rituals]].
* [[Military unit]] - can be used to enhance an Imperial army or to raid barbarian areas to produce money.

You can never operate more than one personal resource at once. Although a group might hold more than one personal resource, each character can only own and use one personal resource. This represents the time and effort required to manage the resource.

Although Orcs cannot purchase religious skills, they can purchase a congregation. They receive liao and votes in the Synod accordingly.
Personal resources can be improved to make them more effective, those resources that produce money or items will produce more when improved.

Campaign resources are similar to personal resources, but each one is unique and they can only be acquired in play. Characters do not own campaign resources, they are assigned them as a result of the actions of characters at the event. Some Imperial titles, such as General have a campaign resource associated with them. Although you may control any number of campaign resources at once, the Imperial constitution forbids an individual from holding more than one Imperial title at once.

''E.g. The Imperial title of General of the 1st Marcher Army. The character with the position has control of the accompanying army and can determine its actions between events. The Imperial constitution forbids any Imperial citizen from holding two offices simultaneously, so a Marcher Senator would have to resign their position to assume this position.''

==Changing Resources==

If your existing character wishes to change their resource for a new one, either a different resource or the same resource in a different territory, then you can do so [mailto:empire@profounddecisions.co.uk by email] between events. Your character will be charged 2 crowns to represent the charges they incur in changing their resource.

If you are playing a brand new character and realize you have made a genuine mistake, then we will not charge your character to change their resource. If you do not have the money in your character inventory, it is possible to change the resource by creating a debt for your character which will be automatically deducted from your character's income at following events.

The cost to change resource still applies if you own a military unit or a fleet and wish to change territory. Both these resources include the active service and involvement of a large number of Imperial citizens. These citizens have homes, families and roots in the territory they are based in - and they do not wish to change territory even though you do.

If a character in your group or territory dies leaving an upgraded resource and you wish to take it over in place of your own, this can be requested in the same way with the additional information of the deceased character's CID. You cannot, however, take on the resource of your own deceased character. Disputes arising from the this will be handled IC as a [[Civil_Claims|Civil Claim]] (See also [[IC Wills]]).

==Conquered Territories==
For the sake of simplicity, we assume the most advantageous situation reasonable applies to a resource that is in a territory being fought over. So a resource is unaffected if the territory it is based in is partially controlled by barbarians - even if the barbarians control the majority of the regions in that territory such that it is not eligible to return a senator to the [[Imperial Senate]]. However if a territory is completely conquered by barbarians with every region controlled by them, then all resources in that territory suffer a 50% production penalty.

For example, the majority of [[Holberg]] is controlled by the [[Druj]], but there is no effect on resources here, while the Empire controls one of the regions in the territory - in this case the portion of the fortified city of Holberg that remains under their control. We assume that player resources in Holberg are in the Imperial held region - or at least close enough to enjoy the benefits thereof.

If the last region in Holberg falls to the barbarians then every resource in the territory would suffer a 50% production penalty, we assume that inventive players who are determined to hang on find some way to operate their resources and collect some portion of the wealth. How this is achieve is left to the player to decide for themselves as part of their personal story.

As fleets and military units are mobile, they are not affected by the rules for conquered territories. Fleets and military units based in a conquered territory do not suffer a production penalty.

Resources are used by the Imperial civil service to calculate a citizen's votes in a number of cases, most notably in the Bourse and the Synod. In these cases, the number of votes received is similarly affected.

==Resources in other Nations==
It a character finds themselves owning a personal resource in another nation than their own, that resources suffers a 33% production penalty while it is under their control. This penalty reflects the natural predisposition of inhabitants of the nations of the Empire to favour trade and interaction with citizens of their nation. It affects all types of resource, including military units and fleets.
