Shortly before the summit is due to begin, scouts of the Citadel Guard in the Salt Flats of Sanath spot a small group of Druj approaching their position under a white flag of truce. After a tense exchange of words, they are taken into "protective" custody. They're carefully checked for weapons, but it seems they really have come to talk, not to fight. Eventually they are brought before someone senior enough to listen to what they have to say. It's an interesting message, to put it mildly.

If the Empire agrees to withdraw all its forces from the Salt Flats of Sanath and the Forest of Ulnak for the space of a season and a year, then no Druj warrior will attack any Imperial citizen or holdings in that time. The Council have placed a single complete Gift of the Creator, the plant that the Empire knows as Black Lotus, into the possession of the Sovereign Lords of the City of Bar and Bond. They can confirm this.

The Green Iron Gaolers have instruction to release the plant into the care of the Throne, ''provided that truce holds for five seasons'', or at the point where the Druj attack the Empire if that happens before that time. They can confirm this.

Doubtless you imagine that you can take the Creator's Gift from us by defeating us in battle. Rest assured that we will ''never'' allow that to happen. We will destroy every Gift we possess before we allow them to fall into your hands. You can tell your new lackeys that.

It's an interesting development, to put it mildly. The Empire have agreed to dozens of ceasefires with the Druj over the centuries - none have ever lasted, of course. The Druj always break their word the moment they believe it will advantage them. No one ever knows how much information was lost when Nicovar burned the libraries, but most historians think this is possibly the first time since the Empire was formed that the Druj have ever formally offered terms of surrender.

Of course they're the Druj, so they're bound to be planning something. But it's hard to see why they would involve the Lictors for any reason other than to ensure that both parties were forced to keep to any deal. The Druj might break their word, but the Lictors never would.

Whether they would destroy the Black Lotus plants they do have rather than allow them to fall into the Empire's hands is impossible to know for certain. The Druj prize the Creator's Gift more than land, more than wealth or power, more than anything else in this world. Would they destroy the priceless herb, just to prevent it from falling into the hands of the Empire?

The statement made crucial statements on the one of the issues fundamental to [[the Way]], the nature, role and purpose of paragons, exemplars and the exalted. It was passed with an overwhelming majority, 1371 votes to 288. Support was far from unanimous, and so it fell short of a greater majority, but it was clear that it had the backing of many, many priests across the Empire.

It was broadly well received then, at the summit at least. Would the same hold true beyond the borders of that Anvil?

If anyone was holding their breath to see how people might react to this bold vision, they would soon be pleasantly surprised. It takes a little time, more in some places than others, but the Wisdom of Nekoda's statement seems to strike a chord with people. It gives them a way to make sense of the Way, to better understand legendary figures like the ''[[The Marked]]'' and ''[[The Sentinel]]''. It lets them be inspired by the great heroes of the past like ''[[Inga Tarn]]'' and [[The Little Mother]]''. And it lets them aspire to become exalted, to have their Virtuous deeds recognised and applauded in this life, rather than the next.

That's a little simplistic perhaps, but the common people of the Empire are not interested in esoteric philosophical meanderings; they want clear guidance. They're not simple - by the standards of its neighbours, the Empire is a utopia of education and learning, but they still want practical ideas that make sense to them and which apply to their lives. They're not interested in the thousand hours of discussion that takes place on every issue between the great minds of the Empire - they just want the cliffs notes.

There is widespread popular support for the statement that the Assembly have passed. It resonates with the faithful and calls them to Virtue, reminding them of the stories of the paragons that they studied when they were young. They ''like'' it...

But of course that leads to the obvious question. What are the Synod going to do about it?

The General Assembly have made not one, but two changes to the [[Doctrines of the Faith]] in recent years. People often criticise the Synod, claiming it is unable to get a greater majority, yet the proof is in the pudding. When the Synod needs to act - it can. And it seems to be on a tear at the moment, working to revitalise the Way and making it relevant to modern lives. Ideally, the Doctrines of the Faith would reflect the timeless Wisdom of all mortal experience, but it's hard to argue that that Doctrine of Human Destiny didn't reflect older times, from a period in the Empire's past that many would rather forget.

It was changed - and so that begs the question. The Synod has set out its stall; it has staked out a position. The priests of Anvil agree wholeheartedly with it - the people of the Empire have taken it to their heart. So... will the Synod now change the [[The_Doctrines_of_the_Faith#The_Doctrine_of_The_Paragons|Doctrine of the Paragons]] to reflect this Wisdom?

Nobody is expecting this to happen quickly. They understand that consensus takes time. Arguably one of the Synod's great strengths is the way it takes time to consider matters in detail before it acts. "Best to line up the plough, before you hitch up the oxen" as the Marchers proverb has it. But surely someone could find a way to formulate this statement into a clear, concise statement of belief that could be enshrined in the Doctrines?

Doing so would have a profound effect, reinvigorating people's faith. The faithful have been forced to endure a number of hammer blows to their faith in recent times, with the revelations of [[Vardas]]. If the General Assembly can incorporate the Wisdom of this judgement into a clear statement and then pass a change of Doctrine to adopt it, then it will draw a line under the confusion and doubt sown by the discovery of the truth about Vardas. People will be able to move past the hurt created by the discovery that something they thought was foundational was a lie. The General Assembly will have acted definitively to resolve the concerns and doubts that were created, and the incident will no longer hinder the Empire.

Wise though Nekoda's statement is, it leaves one important question unanswered. Shrewd observers of the Synod suspect that may not be an accident. Citizens with some experience of Anvil and Synod politics are not blind to the fact that the best way to avoid a statement being derailed by a contentious issue is to avoid saying anything about it. Maybe that is what happened, maybe not - it doesn't really matter why the matter was not addressed. What matters is whether the Synod can address it.

The question pertains to the thorny question of living exemplars.

Nobody imagines that you can be a living paragon. It doesn't seem to make sense given most people believe that one of the ''essential'' signs of the Paragon is that you have escaped the cycle of reincarnation and transcended the Labyrinth. It doesn't help that the last person who tried to make claims of something even remotely like that [[Schisms_and_Heresies#The_Yaelian_Schism|founded a heresy]] that nearly tore the Empire in two.

Equally, it's very clear that you can be a living exalted. Almost by definition, you must be alive to be exalted. It's hard to be on the path to anything when you're dead. Of course, it's a fundamental doctrine of the faith that humans reincarnate, but still. The most obvious way to interpret being on the path to becoming an exemplar is the idea of a life in progress towards that goal. Being exalted is something that has to happen when you are alive.

But what of exemplars? Those individuals who ''"are the best examples for teaching the Way of Virtue... virtuous inspirations who demonstrate Doctrine"''. Can someone be an exemplar when they are alive?

In a technical sense, the answer is very clearly yes. In a legal sense, an exemplar is someone who has been declared an exemplar by the Synod, and there's no requirement to be dead to qualify. '''Rafael Barossa d'Apulian''' raised a [[388YE_Summer_Solstice_Synod_judgements#Judgement_57|proscription]] last season to consider it an [[Religious_crime#Abuse_of_Powers|abuse of powers]] to raise a judgement of recognition for a living being, which was not upheld 524 votes to 1526. Still, '''Skywise Rykana''' was the last living person [[382YE_Autumn_Equinox_Synod_judgements#Judgement_17|declared an exemplar]] in 382YE by the Greater Majority of the Synod, and he is very much still alive. That situation is by no means unique - there have been a tiny handful of cases in the past where people have been declared an exemplar before they have died.

But there have been precious few - the Synod has usually shied away from this and perhaps with good reason. Someone who is alive has not yet finished their story. It can take enormous Wisdom to judge the worth of a life that is not yet over, for who knows what pages will be added to its story? It also changes the way people view their exemplars. It is one thing to be inspired by an exemplar; it is perhaps another thing to meet one down the pub.

Of course you can take the opposite view. There are people who believe that nothing is more inspirational than to actually ''meet'' an exemplar in the flesh, to see them, to talk with them, to be inspired by them. It's all well and good to read about them in books, but as Vardas illustrates, books can lie... Anyone who doubts the existence of Skywise Rykana can buy him a drink next time they're at Anvil.

There are a dozen more arguments in this vein, all of which could be placed on one side of the debate or the other. Everyone has their own view, but there is only one body in the Empire who can settle the matter - the Synod. There are arguably three stances that it could take:

* '''There are Living Exemplars:''' Skywise Rykana is one of the precious few living exemplars, but he need not be. The Synod could acknowledge that the living can be every bit as inspirational as the dead, and embrace those whose Virtue shines brightest. It could give a clear sign that Living exemplars are part of the Doctrine of the Paragons and that the Synod should not feel inhibited about making more.

“That's a good though. We should focus on that." Professor Gelberg didn’t look away. The kestrel remained in its position. “We’ll have to do something eventually. It does no good to deny the inevitable.”

He noted his companion coming across to sit beside him. “It’s not inevitable. Don’t talk like that.” They were no longer discussing beer.

“I suppose not. But the mouse can’t hide from the kestrel forever.” It was still hovering. Did it take effort to hold themselves like that? He had never been much of a one for natural philosophy.

“Someone will come. The Imperials will find us. We’ll go home and you can tell everyone about the best beer in Imperial lands.”

Professor Gelberg shrugged. “Perhaps. Or perhaps this is all part of some terrible scheme...”

At the Winter Solstice '''Nekoda of the Shattered Tower''', now [[Cardinal of Courage]], won the [[Patron_of_the_Beurteilung|patronage of the Beurteilung]] at [[388YE_Spring_Equinox_Imperial_elections#Bourse_Auction|auction]] for forty-seven thrones. This gave them the right to request that the scholars of the Commonwealth appraise a pressing matter, much as if it were an [[appraisal]] being carried out by the prognosticator's office. As always, the work was led by Professor Immanuel Gelberg, a studious [[Commonwealth]] scholar whose research emphasises the [[Commonwealth#Religion|Common Good]]. Last season, Die Beurteilung was set the task of assessing "''...ways to build upon the River Couros, to strengthen our bonds and uplift our Prosperity from Therunin to the Bay of Catazar.''"

Professor Gelberg's team were pleased to carry out this task. On top of this, a productive work trip along a beautiful river through land controlled by prosperous and generous hosts seemed like a fine way to conclude their business before [[Towards_a_common_good#Going_Home|returning home]] to their friends, family and colleagues.

Shortly before the Summer Solstice, tragedy struck. Professor Gelberg was [[388YE_Summer_Solstice_winds_of_fortune#A_Sudden_Threat_(Reikos)|abducted by a party of Grendel wave riders]]. Somehow this group were able to penetrate the Empire's defences, evade their patrols, and precisely target the Professor. There is absolutely no possibility of any kind that that was a coincidence. Someone, somehow knew exactly where he was going to be and betrayed the Professor to the Empire's enemies.

There majority of the work had been completed already, but the team held their report back a season, hopeful that Imperial heroes would be able to recover their boss and he could present it in person. This was his last appraisal, his last piece of work in the Empire. Nobody wanted to accept that this might just have been his last piece of work period.

Sadly, the professor could not be rescued. The Gate did open, but somehow it ''didn't'' provide the heroes of Anvil with an opportunity to rescue the Professor, a thing which is ''literally impossible''. Instead, they ran directly into a trap. According to skilled prognosticators, the only way that can happen is if the prognosticators misunderstood what the purpose of that conjunction was. The Gate doesn't exactly provide an explanation after all. It's very strange, but people who spend their entire lives studying the Gate claim it makes more sense if you think the point of the expedition was to try to rescue the Professor but fail. They point to the fact that he is still alive... clearly fate is not finished with the Professor Gelberg just yet.

Still, the Grendel show no sign of letting the Professor go. So - somewhat reluctantly - they have published their report. The work is thorough and practical, but nobody can quite shake the feeling that if Gelberg were still here he might have had one more idea to put the cherry on the cake. There's a reason he was considered one of the finest minds in the Commonwealth. Maybe it's the same reason the Grendel have abducted him...

Much of Gelberg's work focused on Necropolis and Bastion. He quickly identifies that of the two nations, Highguard and Urizen, the former was the one that would more easily benefit from investment. The Urizen territories on the other side of the river already benefit from a number of significant investments, great works that help enrich their citizens, their nation and the Empire. By comparison, Necropolis and Bastion languish without any significant investment of that kind at all.

Nobody along the river Couros can avoid the constant news about the ongoing construction of the [[Construct_Grand_Inspiration_of_the_Way|Grand Inspiration of the Way]]. Hundreds of wains are still required to complete the construction, along with massive amounts of labour, but work continues apace. Once it is completed, the Grand Inspiration will undisputedly cement the White City as the heart of the Way of Virtue the whole world over, and will attract massive numbers of pilgrims to bask in its aura.

Gelberg's team don't commit anything to paper about the reason for this failing, but in person they're less circumspect. It's clear Gelberg blamed the lack of investment in Necropolis and Bastion on the new monument. As far as he was concerned, this enormous white elephant was consuming much of the wealth of Highguard, which should otherwise have been directed to the Common Good. The Professor was full of praise for the architecture of the Grand Inspiration, but he found its purpose utterly baffling.

He was concerned that nothing would be built in Necropolis or Bastion until the Grand Inspiration was finished. As he put it "Until the Highborn get this out of their system, every thought will turn to their temple." For some reason, he did ''not'' share the optimism of the Assembly of the Ambition - he seemed to think that there might well be years of work yet to do. He forced the team to focus on the territory, arguing that Necropolis was without doubt the territory where they could do the most good, but he had the team future-proof the plans, spending extra time to ensure that they would be good for at least two years to come. "Hopefully they can come back to them when they've built their towers to the moon..."

And so the team got to work. The port-town of Hedra serves the traders from the League and the Brass Coast, as well as those from further afield in the Marches or Wintermark. Outside merchants benefit from access to Highborn stone and bring sacks of grain and other foodstuffs ultimately destined for the high peaks of Urizen. The presence of the [[Ambassador_to_the_Commonwealth#The_Diplomatenschloss|diplomatenschloss]] boosted demand for all sorts of goods, leading to a small influx of ships coming to serve the market. If only the embassy were 100 times the size, that boost in trade could be the source of new wealth for the territories on the Couros.

Gelberg's team were impressed by the potential of the docks and draw up plans for an expansive improvement. They spent hours labouring over the proposals, until they eventually made a breakthrough - the Grand Inspiration. As far as Gelberg was concerned, nothing would get done until the Highborn folly was complete - so why not redo their prognostications on the assumption that it was already built? Why not look at what could be done once that happened? Frustrating to wait a year or more, but if they're going to have to do that anyway...

The final proposals are not cheap, coming in at 100 wains of white granite and 20 wains of mithril, but they would transform the fortunes of Necropolis and Bastion, and even Redoubt and Morrow would see some gains. The Visitor's Docks would be designed for passenger vessels, bringing visitors from all over the Empire - and the world, according to Gelberg's calculations, although he is very sceptical of that last part. From Hedra it would be a short journey to the city of Bastion and the Grand Inspiration. Gelberg's plan creates the facilities to handle this influx of visitors, thereby raising the level of investment in congregations across the four territories, providing each one with 36 rings each season from donations of grateful pilgrims eager for hostelry and support as they make their pilgrimage to the White City.

The scope of any Die Beurteilung is not guaranteed to match that of the Imperial Prognosticators' office - the small group of Commonwealth professors lack the resources and the facilities to produce something on that grand scale. Some of their work in the past has been expansive, but others have been shorter in length, as befits their scope. In this case, the team were delighted by the breakthrough they made - drawing on the enormous flood of visitors that are bound to come to see the Grand Inspiration creates a flaw in the design - the plans are no use until the Grand Inspiration is complete, but it enabled the team to produce a single commission that was highly efficient, by many measures, given that it boosted wealth across the congregations of ''four separate territories''.

Pleased with themselves, the team submit the work to their Imperial counterparts, and those who are not staying behind to try and do what they can to facilitate the Professor's release from the Grendel make ready to depart. Die Beurteilung is over, and his towering vision for the Visitors Dock at Hedra will stand as his Last Theorem. At least in the Empire - for even if Gelberg can still be saved, he was due to depart these shores anyway at the end of last season.

And that would be the end of the matter, if it were not for ''one last thing''. Sarotsin, one of Gelberg's students, was chatting with Naomi in her offices in the Castle of Thorns, and he happened to mention that Gelberg was working on something when he died, something he thought might be useful on this project. He'd been working on designs for ways to create access to the coast in areas where the geography wouldn't normally permit it - to allow fleets and merchant vessels to dock where normally it would be impossible.

It's too late now, of course, but maybe if the Empire can recover Gelberg, then his Gelberg's Last Theorem might yet prove useful?

They put down their shield to inspire everyone around them. You think it's a coincidence that Britta was a banner-bearer? That she carried Guntherms' banner? Come on... history is shouting at us! On paper it had seemed like an inspired idea to send the benefactors ''and'' the archivists north together. And on paper it still was. Once they stopped arguing which was more important, recording history or building up civic society, then they would do incredible work together. Of course that argument would not be settled until every mortal soul had ascended from the Labyrinthe, but still...

"I ''still'' think that we're ignoring the Agramant in the room," interrupted Rebekah, deliberately dropping the name to make her point. "He's north of here, or his followers are. They've got this Wemba fellow - but the other one is still out there. And who knows what else... I for one would jump at the chance at an opportunity to strike back at the Shadow Courtiers.

Thibault had been drinking to the early hours, but he still rose with the dawn just like he always had. There was a price to be paid for being a thane. Expectations had to be met. People didn't make you their leader so you could lie in bed like a drunken maggot. So he was the first in the hall that morning. He was pleased to find he'd been wrong and his guests had finally taken delivery of their senses and gone to bed.

"Perhaps they settled their argument after-all" he mused, thought somehow he doubted it. He'd suggested they just got a mystic to read the runes, but that hadn't settled it either. Perhaps nothing would.

Yrkja's statement covers a lot of ground and though her goals seem clear, those Highborn pilgrims who make the long trek north soon find themselves caught in doubt. Unwilling to risk focussing their efforts on the wrong thing, and thus wasting their Virtue, they instead look back to the Highborn Assembly for further guidance. There are three things here, which could benefit - but which one does Wintermark want aid with? Which one does the Highborn Assembly want them to focus their efforts on?

Scores of Highborn pilgrims make the long trek north to Wintermark, the words of their Assembly ringing in their ears. The visitors are made welcome in halls across Wintermark, where they enjoy the famed hospitality of Wintermak. Feasted and entertained by scops, they speak with the grimnirs and the mystics and the mediators to find out what problems they might help with.

It soon becomes clear that things are not clear. Not clear enough at any road. Jared's judgement calls on archivists and benefactors to journey to Wintermark to support Wintermark, to help them reflect on their role in the Empire and look how the past might inspire them. It is clear that they are here to help Wintermark to find ways to draw inspiration from the past - but it is painfully clear that there are two very different routes that could take them down.

The past could be interpreted as the search for Foe-slayer, Guntherm's ancient banner and the [[Hidden_inventory|goal to build a hall to house the banners of Wintermark's past]]. It is painfully clear that this is a great source of inspiration for Wintermark, the banner-bearers are iconic figures who literally carry inspiration into battle. And there is work to be done to recover the past and build the future, so that Wintermark might achieve all that it can on the battlefield. Benefactors could set to, to help Wintermark build the hall - and thereby make it exceed all expectations.

But it could just as easily refer to the [[A_fork_in_the_path#Omens|current efforts to restore the importance of the Witan]]. The Witan is one of the foundational achievements of Wintermark - one of their great gifts to the Empire. Without the Witan there might be no Senate. Arguably without the Witan there might be no Empire. Archivists could set to, to help Wintermark compile the history of the Witan, to remember the history of this great and storied institution and see how it might be restored to prominence.

And finally there is of course, the [[Roses in the snow|ongoing exploration of Tsirku]]. Both the archivists and the benefactors are certain that that is ''not'' what Jared sent them north to support, but it was mentioned by Yrkja in her judgement and it is very clearly important. What could be more Ambitious than climbing to the top of the world, exploring the edges of civilisation? What could be more Courageous? It's hard to find a problem more inspirational - and so both the benefactors and the archivists agree that that is something they would both support if that was what was needed.

It's strange, and the scop wants to get someone else to find out what is going on so that a story might be told of it some day.

			They have asked the [[Raven Seer]], '''Elena''', to investigate it. Seaxwulf figured that if ''anyone'' is going to understand how to interpret this sign, it would be the Raven Seer. They have even offered to send six crowns to the Raven Seer after the Autumn Equinox, assuming they find out what's happening and stop it if it is bad.

So rumours of their being a gaggle of coral husks lurking nearby has set the marshsnake amongst the watervoles.

			The thane of Freja's Rest has asked the [[Remembrancer of Blood and Salt]], '''Hodwyn Aevardson''', to hunt down and destroy the lurking coral husks. If they manage it, the village will send a small basket of smoked char worth four crowns to the Remembrancer before the Winter Solstice.
