	Profound Decisions are planning to carry out a complete review of the operation of the Imperial Conclave over winter, with the intention to make changes so that Conclave sessions are quicker and the decisions they make have more impact. With the ever-increasing number of participants attending Empire, we want to create an approach that scales, so that we can provide a better game for 2500+ players. We haven't decided what changes we will make yet, but it is possible that this motion might end up being overturned, or being reinterpreted in a way that attempts to remain true to the spirit but changes the mechanisms whereby it works.		Profound Decisions are planning to carry out a complete review of the operation of the Imperial Conclave over winter, with the intention to make changes so that Conclave sessions are quicker and the decisions they make have more impact. With the ever-increasing number of participants attending Empire, we want to create an approach that scales, so that we can provide a better game for 2500+ players. We haven't decided what changes we will make yet, but it is possible that this motion might end up being overturned, or being reinterpreted in a way that attempts to remain true to the spirit but changes the mechanisms whereby it works.
