			In 385YE following Dawnish victories in [[the Barrens]], a respected historian and [[troubadour]] ''Hugh de Veran'' put forward a [[Dog_days_are_over#The_Throne_of_Glory\|proposal]] to renovate the old Dawnish Throne Room at the [[Astolat#The Castle of Thorns\|Castle of Thorns]]. Over the years the room had become somewhat dilapidated and the keen antiquarian was hoping to see it restored to something like its former glory. He had ''hoped'' to see the Throne Room receive a [[Liao#True Liao\|true liao]] [[consecration]], something that he believed could connect Dawn to its glorious past in a way that would "reify the transcendent nature of the historic location" (Hugh is a capable historian but his literary style errs on the pompous when he is waxing lyrical). In return he promised to ''finally'' complete and publish the historical research that he has been working on for many years, concerning the pre-Imperial monarchs of Dawn.

			The work on the throne room[[Restore_the_Throne_Room\|took some time]] to complete, but was finished shortly before the Autumn Equinox 387YE. Hugh himself is still working on his grand history, but the completion of the refurbishments created a small window of opportunity for the Dawnish National Assembly to persuade him to focus his research on one particularly important figure. They chose to [[387YE_Autumn_Equinox_Synod_judgements#Judgement_105\|encourage him]] to review the life of the infamous Penni the White. His findings were presented shortly before the Winter Solstice 387YE in a document entitled "[[The life of Penni the White]]''.
