The nation as a whole is led by the Lord (or Lady) of the Five Winds, who is chosen by agreement of the High Lords and High Ladies and serves for life. The Lord of the Five Winds in practice comes from one of a half-dozen extremely rich “noble” families to whom the other families owe debts of loyalty and allegiance. It is a somewhat feudal society.
