Overview

During the Spring Equinox 384YE Summit, the Imperial Synod raised 165 judgements.

Considerations

The following considerations should be borne in mind when bringing judgements before the Imperial Synod during the Spring Equinox.

  • All Assemblies: Statements that prioritise the greater good over personal loyalties are less effective. Lasts until the end of the Summer Solstice 384YE. Link.
  • All Assemblies: Statements that try to compel Loyalty will fail. Lasts until the end of the Summer Solstice 384YE. Link.
  • All Assemblies: Revocations and Excommunications for disloyalty to the nation or Empire would risk causing dissent Lasts until the end of the Summer Solstice 384YE. Link.
  • All Assemblies: Any mandate that does not pass with a greater majority will have limited or no effect on Urizen or Varushka. It is not impossible that a mandate might lead to a response in one of the two nations, but it won't lead to any immediate consequences for the people of the nation.   • All Assemblies: No statement of principle that is about Sulemaine i Taziel will lead to a mandate. Lasts until at least the end of the Winter Solstice 384YE and potentially longer. Link.
  • Virtue Assemblies: Any statement of principle in any virtue assembly will not create a mandate for that virtue assembly. If any mandate does arise, then it will need to be passed by the General Assembly. Lasts until the end of the Winter Solstice 384YE. Link.
  • Highguard Assembly: for the coming year statements of principle in the Highborn Assembly that do not directly address matters of orthodoxy and false beliefs in the Empire will be significantly less likely to result in a mandate. Lasts until the end of the Summer Solstice 384YE. Link.
  • Highguard and Dawn Assemblies: Statements of principle in either assembly that receive a greater majority may create opportunities in the other assembly. Lasts until the end of the Autumn Equinox 384YE Link.

Statement of principle

The following statements of principle were presented to the assemblies of the Imperial Synod. Those statements which achieved a Greater Majority will be distributed to appropriate assemblies.

  • Assembly: General
  • Raised By: Storyteller Goran
  • Judgement: As our knowledge of the Way expands and changes, so must the Imperial Synod. A reformation is required to determine how priests attend virtue assemblies. The ability to perform liao ceremonies does not make a priest. The ability to be dedicated to a virtue does not confer knowledge of that virtue. Belief in the Way, and the will to guide others makes the priest. Dedication to a specific Virtue is not, and should not, be required to preach a Virtue to a congregation. We call upon the Synod to support this reformation - that all priests should be allowed to follow the call of their souls and spirits, and attend the virtue assembly that calls to them.

  • Judgement: The virtuous apply what they have learned; Wisdom knows all knowledge is incomplete. Let every word you speak carry meaning; do not use forty when four can do. Wisdom is not always knowing the answer; Wisdom is finding the right question. Test what you learn; only fools accept hearsay as truth. Despise folly and chastise the fool that spreads it.

  • Judgement: The Way teaches us to use what we have, and take action when needed. Many members of the Synod do not use their votes during Anvil summits, instead wasting them and putting the burden of acquiring larger majorities on the rest of us. Thus I propose that those who do not wish to vote during an Anvil summit declare themselves to the Civil Service beforehand, that their votes are eliminated from the total number.

  • Judgement: We, the guides of the Navarr national assembly, encourage increased sharing of knowledge, tools, and resources with our Highborn siblings to further improve Highguard's effectiveness in fighting the vallorn. Only together can we look to vanquish the vallorn. The Highborn elected in loyalty and vigilance to change a part of their national identity over the course of 382YE. Since then, the Grey Pilgrims have taken up the mantle of walking the trods to aid in the weakening of the vallorn, helping combat the greatest spiritual threat to the Empire. But as a nation, Navarr can offer so much more to both the Grey Pilgrims and the people of Highguard. We encourage all Navarr to seek out and offer their collective wisdom, knowledge, and experience to all Highborn with how to most effectively equip and train themselves to fight the vallorn. This statement is considered to be complementary to the statement raised in the Highguard National Assembly by Shiloh of the Dauntless Light.

  • Judgement: Siblings of Highguard, we need to listen to and communicate with our colleagues in Navarr and be prepared to fight the Vallorn in the most effective manner possible. When we joined the virtuous fight with the Navarr against the vallorn, we uprooted our citizens in a dramatic change to our nation. Now, the Grey Pilgrims are settled into their new way of life, we need to be vigilant and prepare for the fight going forwards.Navarr are expects in combating the vallorn and we, as Highborn, need to recognise their knowledge and experience and learn from them. We encourage all Highborn to seek out a member of the Navarr and take the time to learn from them the tools and tactics for fighting the vallorn effectively. This statement is considered to be complementary to the statement raised in the Navarr National Assembly by Quinn Eternal.

  • Judgement: The Black Knights embody the ideal that the glory of the deed or occasion takes precedence over the concerns of the individual, and by donning their guise Dawnish can work to exalt others free from considerations of their own renown. This is not limited to just the tourney field, Dawnish should be encouraged to adopt the guise of the Black Knight whenever opportunity exists for them to elevate the splendour of their countryfolk if appropriate. Reciprocally, the Black Knights should be acknowledged for putting aside personal fame for the benefit of all.

  • Judgement: I issue a spiritual call that echoes the political call of the Liberty Pact: that the total abolition of slavery across the known world is a commitment to all those who walk in Virtue share. Enslavement is a spiritual threat and all virtuous peoples must despise and act against the wicked enslaver and any who enable them to walk with them and do not prevent their foul deeds. To aid or abet this practice, to stand by and allow it, is akin to locking the manacles yourself. Slavery is an affront to virtue. Each of the paths of virtue are travelled through virtuous action. To remove the ability of a person to freely act is to bind them from Virtue. To commit or to allow to be committed enslavement is to commit a spiritual crime; an unholy act that strikes against the heart of the Way of Virtue itself.

  • Judgement: This Empire has a legacy of slavery, but your spirits do not. Take pride in this Empire that we have forged together free from chains. The Imperial Orcs undertake a great endeavour, to build an Ossuary, worthy of pilgrimage. To lay to rest the bones of those orcs who died in chains and fall in battle and welcome those of the Illarawm. We call upon the nations of the Empire to summon their pride and aid the Imperial Orcs in this endeavour. Let us forge an ossuary built with the immense Pride we all share in what this Empire has become, free from chains.

  • Judgement: I would like to congratulate and celebrate the virtue of the citizens that have brought the former orcs of Axou home to us to start new lives as Imperial citizens. By making the Empire the safest most desirable most prosperous place to live in the world. This is how we win. This is how we strive towards a virtuous future.

In order for that to happen, established non-reincarnating people (orcs) will need to be there to support human destiny. These non-reincarnating people will inherit the Empire.

  • Judgement: The Knight of Flowers in an important role in Dawnish culture that has up until now unofficial and unrewarded. The title is one that is informally held in Dawnish culture as a part of the Spring flower festival, the Night of Flowers. Making the role an official national title would preserve it in perpetuity and ensure the official presence of the Knight of Flowers in the ferrying and decoding of flowers, as per their traditional role. The creation of this title would impress on our fellow Imperial citizens the full glory of our Dawnish culture. Therefore I propose the adoption of "the Knight of Flowers" as a national title awarded to a Dawnish citizen.

  • Judgement: Lofyn Bloodcloak should have her name added to the chronicle of heroes. She worked tirelessly to restore the Bloodcloaks Army, leading it since it reformed in 382YE.She entered the bloodcloak schema into Imperial lore, making the knowledge available to all citizens. She sword an oath to return to Sermersuaq with her army which she has fulfilled. She is a hero, by word and deed. Raised on behalf of Veikko Bondforger, Cardinal of Loyalty.

  • Judgement: The Dawnish National Assembly wishes to recognise Claude Cutter, yeofolk and knight-errant for acts of Pride. At the festival of Richilde, Paragon of Proud, Claude won twenty thrones for her Silverlark's story. From here, she marshalled funding to build the Arbour of Twin Roses, a library of stories of love and glory. Dawn's Pride. She even swayed the Senate when they would have voted against the commission. Her words are her pride; with her words she has won prizes, revealed Hate cultists, inspired senators, and called down texts from the Great Library, and for her quick questions Dawn made her Champion of Wisdom. We now recognise her for her Acts of Pride.

  • Judgement: As a stormcrow, I have an affinity with our seafaring cousins the Freeborn and, as Imperial Orcs, we are uniquely positioned to understand why the people trapped in Feroz - Freeborn and otherwise - must be freed. We urge all Imperial Orcs to assist the Freeborn in any evacuation efforts. We should not be afraid to show any who would be tyrants the virtue behind Courage and Loyalty nor to acknowledge the ambition of the Freeborn. As the examples of Thrace and Emperor Ahraz show us, the virtuous choice is to do what is needed to ensure our cousins live free.

To not attempt to eradicate this threat or re-educate those of the Iron Confederacy who we clear(?) or lost of the Way, It is itself unambiguous thus an unvirtuous cult.

Through their combined virtuous efforts, a seventh army, the Eastern Sky, was able to join the fight to retake Zenith and begin its restoration, thanks to the casting of the most potent Autumn Ritual currently in Imperial Lore

  • Judgement: The Empire was founded with the singular aim to bring the Way of Virtue to all of humanity. To achieve this we must be willing to preach the virtues to those outside the Empire's borders. We therefore encourage Priests of the Way to be inspired by the construction of the Cathedral of the Navigators and to travel to the Sarcophan Delves and preach the way to its people and support the faithful there.

  • Judgement: Urizen should be proud that its people engage and ask questions about Virtue. We now ask you to turn your minds to considering "what is the right question?" Earnest criticism is a way to build someone up. Asking the right difficult question could lead a mandate bearer to improve how they deliver the mandate or how they preach to their own congregation. Keep questioning, hold us to account and make mandates in the national assembly challenging, but seek questions that will spiritually strengthen our nation.

  • Judgement: Dawn has wronged the Great Forest Orcs. We have hunted them like beasts through the trees. The Imperial Senate rejected the first hand they reached out to us, and we turned our armies upon them, massacring them in the Barrens. They could have been allies against our mutual enemies - the great spiritual threat of the vallorn and the great temporal threat of the Druj. They could have been swift scouts and clever guides to bring us through the enigmatic Forest of Peytaht. Together, might we have taken a glorious fight all the way to the Buruk Tepel and the Bitter Sea? Who can say? Instead, the Great Forest Orcs have learned to distrust us, and without them upon our flank, the Druj have taken the Barrens entire. Ignorant of what they could offer, of what we could have been to each other, we have trampled their Pride and besmirched their Worth. Now they dwell beneath the eaves of Therunin, under the protection of the Navarr, the last remnants of a proud tribe. People of Dawn, there is little we can do to make amends for this. But let us now at least show the respect that we should have before, had we known better, had our antecedents seen orcs as more than monsters or slaves. Let us show respect for the Great Forest Orcs, for their lives, their traditions, their way of being, in such ways as our skills and Virtue permit. We cannot redress the wrongs of centuries. We cannot undo what we have done. It is too late for that. But we can say "No more!" and start to rebuild the trust that we lost.

  • Judgement: We call upon the citizens of the League to invite the Sand Fishers into their salons, cafés and meeting places for the purpose of discourse and debate. We applaud the Sand Fishers' prosperous approach to the improvement of Misericorde and their dedication to learning at our great university in Holberg. Civilised discourse will further enhance their learning, allow us to better understand their culture, and build firmer foundations for their future contributions to League ambitions.

  • Judgement: Falsehoods have been spread - the land that is liberated by an army does not become the property of that army's nation. The Barrens will be liberated and the Druj purged from the face of creation, but the nations who race across this territory in an attempt to lay claim to its identity forget the lessons of the past. Remember Skarsind. Remember Holberg. Rather than use them to keep score, let us rally the slaves and survivors of the Druj's campaign in the Barrens to our cause. Preach of the virtues and guide them on their path, and they will be inspired by the Empire.

Fear for ones life spurs action in fight or flight. In extremis, we see virtuous feats we never knew we were capable of. I charge you - do not shun the motivational power of fear.

  • Judgement: As we all know: the Suaq of Wintermark are descended from the mighty human Sermersuaq who created two great people: the suaq and the hylje. Few can claim to have formed one nation, let along two. her inspiring actions are worth examining. Suaq historian Laurie Jokiranta wrote that there is "no merit in dredging through fragments of deerhide" for such facts, Wintermark's history is not held in musty books. As such: We encourage all Suaq scops and our hylje siblings to share the inspiring sagas of their foremother far and wide, such that we may all learn more legends of her exemplary Ambition, virtuous acts, and superhuman feats, for the pride and wisdom of our nation.

  • Judgement: The Druj know only Fear, Hatred, and Vengeance, applied with the tool of Cruelty. Such actions are a constant test of Virtue and the temptation to respond in kind is ever-present. But we know the true Virtues. We cannot follow in our enemy's footsteps, we cannot preach Virtue and mirror our enemy's actions - such Hypocrisy weakens us all. Our Crusades will show the Druj the folly of their beliefs. We will burn their Fear from the souls under their subjugation and cleanse the earth of their miasma with the Virtuous fires of Ambition, Courage, and Loyalty. The highborn assembly calls upon our armies fighting in Zenith to be a beacon to their siblings in arms, to show them how to fight Virtuously and avoid the temptation of enacting the Druj's Cruel Actions.

  • Judgement: My research has discovered the path taken by Navarr, Thorn, and their companions when first creating the trods as we know them today. The route is: Miaren to Brocéliande (through Astolat) to Therunin (through Reikos), back to Miaren (through Reikos and Casinea), onwards to Liathaven (through Upwold, Mitwold, Mournwold, and Bregasland), and finally to Hercynia (through Bregaland, Kallavesa, and Hahnmark). We have built on their legacy and there are now many more trods to walk. The route is now known for those who wish to follow in the footsteps of two exemplars on a pilgrimage to appreciate the scale of Wisdom and Ambition necessary to found a nation and define its purpose.

  • Judgement: The Empire comes to the people of Urizen and speaks of Loyalty and sacrifice. We have sacrificed enough. The Empire has shown us they only value our army - not our people, not our home. If the armies of the Empire abandon Zenith, I urge all loyal Urizeni to support the disbanding of the Citadel Guard. The Empire will not benefit from our army if they will not save our people.

  • Judgement: In Autumn 383YE, a group of citizens travelled beneath the Mellfort in Temeschwar to investigate the aura there. As part of the investigation, a goosewhisper vision resulted in hearing voices of a school teacher from "Serenea" drinking the last wine from the vineyards destroyed by the monstrous greenery before they swore the Binding of Thorns, and of another group talking of preparing to face a monstrous creature who they had to face laughing, dancing, and singing. The mists have robbed us of the details of these visions, and we wish them recorded for posterity. If any citizen has also had these visions and can provide a written account to the Civil Service, it would be must appreciated.

  • Judgement: As our cataphracts stand shoulder to shouder, as our benefactors invest their wealth, as the First Empress spread the Way across the Empire. The virtuous crusade of the Highborn armies reflects that the Virtue and Pride of the Highborn is found standing beside others in their virtuous action. As such we call all highborn to focus their time and wealth to support the prosperous action of the Marchers rebuilding the ruins of Overton and the Mournwold.

In two years, look to Misericorde for the fulfilment of the ambitious promise and ask - what next?

  • Judgement: We, the Navarr National Assembly, refute the claims that the followers of Yaw'nagrah are the "Heirs of Terunael". Terunael is DEAD, and all that is left is ashes and ruins. Navarr herself saw no purpose in bringing that failed empire back. We remind our nation that these cultists are simply that - cultists.

  • Judgement: Slavery is unvirtuous. It dampens Ambition and Pride. It weakens bonds of Loyalty through fear and treachery. Highguard prides itself for its virtue and actions to guide others to the Way. We must find a path to liberate those enslaved and lost to human destiny. To show the other nations what needs to be done by diplomacy and war.

  • Judgement: We should follow Varushka's example in acknowledging our history of slavery and considering what we can do now. We call upon all nations to do likewise. While we may have engaged less than other nations, it is revisionist to suggest that this did not have as much to do with our mastery of magic enabling us to find alternatives as it did with making a principled stand. The Virtuous should look for ways that our mastery could be applied to provide such alternatives to any nation or foreign power that struggles with this issue.

  • Judgement: We wish to thank Father Drakov for his actions on behalf of Varushka. 1) He saves the souls of the people of Broken Barrow who previously worship their sovereign. He brought them into the way. 2) He is a friend and mentor to many Varushkan priests who attend and attended Anvil. 3) He lead the Grey Pilgrims as they walked the Trods in Varushka and recovered the Varushkans who joined the congregation of Yael.

  • Judgement: On the recommendation of the High Exorcist it is proposed than an order similar in purpose to the justicars is established. The responsibility of this new order would be to ensure a glorious victory against any spiritual threats requiring virtuous preparation.
