As such, the next election of the Tusks general in Summer 383YE will be for a shortened term; the general will then reappointed in Spring 384YE, and from that point onward the appointment will take place at the Spring Equinox.

Harry Beater crept quietly through the night, bow in hand. It was dark, there was only a sliver of moon to see by, but he preferred it that way. Dark nights for dark business as his Ma used to say. Once you got used to it, it was easy enough to cope with the dark. And if there was less light to see by, well then there was less light to be seen by, and that was all to the good. So long as it wasn't black as a piece of coal then it was alright with Harry.

He sensed his mark had stopped, and he froze in an instant. As a child, him and Jenny Friar used to play at sneaking up on things. Cats and dogs first, then rabbits when they got good at it, and then eventually deer. They were the hardest they were. They could hear the breath leaving your lungs when you got close. Skittish too. Shoulder to Shoulder

All the Marcher armies have been affected by the mandate, which has caused people to focus on what really matters to folk in the Marches. War is not about the glory earned or the blood spilled, it's about defending your land from anyone who would take it from you. In the end that is all that really matters. As a result of this renewed focus any Marcher army can now issue the defensive order to fight shoulder to shoulder.

Shoulder to Shoulder
  • The ability of this army to defend territory is increased by a fifth.
  • For each additional Marcher army beyond the first that stands shoulder to shoulder to defend the territory, casualties suffered by all those armies and casualties inflicted by all those armies decreases by one tenth.

A general who gives the order to fight shoulder to shoulder relies on the legendary Marcher bill blocks to hold the enemy at bay, while units of archers loose arrows on any that come to close. The goal is not to spill blood, but simply to keep the enemy at bay for as long as possible. By fighting in disciplined ranks, the Marcher army can form an impregnable line that is difficult for any enemy to breach.

The Drakes

The Drakes are arguably the most famous Marcher army, if not one of the most famous Imperial armies. Named for the legendary Tom Drake, who is widely claimed to have been the First Empress' preferred Field Marshal, it has always benefited from some of the best logistics in the Empire. Not to mention the unstinting support not only of its many veterans, but the wealthiest aldermen and stewards alike. Although many members are from Mitwold, in recent years it has swelled with recruits from the Mournwold. Now it is possible for the Empire to take advantage of this opportunity by choosing to arm these soldiers with bills or bows.

As an opportunity available for the next year, should the Imperial Senate approve a commission to enlarge the Drakes, then the thousands of yeofolk who are looking to enlist can be recruited and trained. As a consequence, the cost to enlarge the army would be 125 wains of mithril or weirwood. Any amount of weirwood or mithril can be used for this purpose, provided the total amount is 125 wains. No money is needed for the enlargement, since these funds would come from the wealthy Marcher yeomen prepared to put their hands in their pockets if it means making their beloved Drakes even stronger.

Bounders

A solid core of Upwold beaters complemented by a small cadre of landskeepers has always been the heart of the Bounders. These skilled skirmishers are some of the Empire's best archers as well as skilled scouts and trackers. For a long time they have specialised in relentless tactics designed to slaughter the enemy, but the mandate has forced the army to reassess. With 25 wains of mithril or weirwood and an appropriately worded order their general can request that the beaters and landskeepers of the Bounders change direction. That army's quality would be changed to watchful.

Watchful

  • May issue the offensive order to harry the flanks

A watchful army contains many skilled scouts and trackers who are adept at guarding the perimeter of a territory no matter how difficult as well as searching for threats and enemies in a territory. As a result it may issue the defensive order to watch the passes, if they are in a territory that is completely controlled by the Empire but the general is concerned that enemy forces may attack, or to harry the flanks, if they are engaged in a campaign where the enemy is already present.

  • Casualties suffered by this army are decreased by three tenths
  • The ability of this army to capture territory is decreased by a fifth
A general who orders their archers and other soldiers to harry the flanks of an enemy force will attempt to drive them back while avoiding a full on confrontation. The purpose to force the enemy to pull back to a more secure position rather than risk lives attempting to kill as many as possible. The army will try to avoid a direct engagement and focus on looking for any opportunity where the enemy is caught out of position or leaves a flank exposed.
Watch the Passes
  • The ability of this army to defend territory is increased by two fifths if they are defending against an enemy attempting to take a beachhead
A general who sends their scouts to watch the passes will receive early warning of any incoming invasion, allowing them to manoeuvre their soldiers into the best possible position to stymie the assault. In addition the army general will receive information about any foreign spy network operating in the territory as well as any substantial criminal activity on a similar scale.

A secretive army contains many people skilled at survival in some of the most inhospitable parts of the Empire. The barren mountains of the Mournwold, the dangerous fens of Bregasland or the deep Feni woods are examples. These places are virtually impassable to a regular army, but a secretive army may lay low, splitting up into smaller bands that can spread out and hide in some of the most inaccessible parts of the region.

Lay Low
  • This defensive order can only be issued in a Marcher territory or if the Empire controls a forested, mountainous, or marsh region in the territory
  • The army does not inflict any casualties, suffer any casualties or contribute any victory points towards the defense of the territory
  • The presence of an army that is laying low in a territory removes the advantage for attacking an undefended territory

A general who orders their army to lay low causes them to split up and hide in some of the most inaccessible parts of a territory. This order can only be used by the general of the Strong Reed in a Marcher territory or in a territory where the Empire controls a forested, mountainous, or marsh region. If the order cannot be used then it defaults to solid defence. The army does not inflict or receive any casualties, nor contribute any victory points to the defense of the territory, but their presence there is sufficient to ensure that any enemy generals cannot act with impunity. This removes the advantage for attacking an undefended territory.

Taking the order will not prevent the army from resupplying, but the presence of an offensive army in the territory will do, even though the army laying low does not take any casualties.
