To create the crime of massacre; where a member of the Military Council is responsible for the mass killing of civilians who are under the protection of Imperial Law.

The procedure: should a general knowingly be responsible for enacting a massacre, they and any other participants to be held to account for those actions, including a general who proposes those action in Military Council if the Military Council does not vote in favour of those actions.

Should the Military Council vote in favour of the strategy, only the general proposing the course of action to be held accountable.
