The Ritual Caster UI should check rules compliance and apply effects automatically. This is a page for tracking where it doesn't, so we can fix it.

Blessing of New Spring: Target characters must control farms. All target resources must be in the same territory.

Midwife's Recourse: This is an enchantment on an unborn baby: it shouldn't knock off enchantments on the mother. Also its duration is "until the baby is born". For now I've declared it not to be an enchantment, and left its duration empty.

Call Down Lightning's Wrath: All targets must have Battlemage. All targets must be in the same coven.

Merciless Wrath of the Reaver: All target players must be in the same banner.

Fountain of life: All targets must have Magician.

Rampant Growth: All target resources must be in the same territory.

Blood and Salt: All target players must be in the same banner.

Chirurgeon's Healing Touch: All targets must be in the same banner. Can eat X (up to 10) True Vervain to reduce magnitude by X.

Vitality of Rushing Water: All targets must be in the same banner.

The Forest Remains: All targets must be in the same banner.

Anathemic Call of Bug and Briar: Curses a person, but affects the benefit they gain from resources.

Hands of the Healer: All targets must be in the same coven. All targets must have Magician.

Fire in the Blood: All targets must be in the same coven. All targets must have Magician. +1 spring lore.

Touch of Vile Humours: All targets must be in the same banner.

Irrepressible Monkey Spirit: All targets must be in the same banner.

Foam and Spittle of the Furious Sea: Need a map of the target territory. Only targets coastal territories. Campaign-level effect. Regio required.

Skin of Bark, Blood of Amber: All targets must be in the same banner.

Unending Cascade of Blood's Fire: All targets must be in the same coven. All targets must have Magician. Can eat 2X (up to 20) beggar's lye to reduce magnitude by X.

Thunderous Deluge: Regio required. Can only hit Imperial territories from Anvil, or the territory in which the ritual is performed. With mastery, can swap 2 tempest jade for 1 crystal mana.

Fetid Breath of Teeming Plague: Can eat 2X (up to 20) beggar's lye to reduce magnitude by X.

Rivers of Life: Regio required. Map of target territory required. Campaign-level effect. Removes Rivers Run Red.

Rivers Run Red: Regio required. Map of target territory required. Campaign-level effect. Despite not being an enchantment, specifically removes Rivers of Life.

Forge the Wooden Fastness: Is a fortification ritual.

Thunderous Tread of the Trees: Regio required. Map of target required. Campaign-level effect.

Hallow of the Green World: Regio required. Map of target required. The resource buff from this ritual may change each time it's cast.

Tenacity of Jotra: All targets must be in the same banner.

Strong Ox, Golden Sun: Target characters must control farms. All target resources must be in the same territory. All target resources must be under the enchantment from Blessing of New Spring. If cast before Spring event, provides no benefit at all (but knocks off Blessing of New Spring) until downtime after Spring. If that's too complicated, go for "may not be cast before Spring event" instead.

Strength of the Bull: All targets must be in the same banner.

The Swan's Cruel Wing: All targets must be in the same banner.

The Leaping Hare: All targets must be in the same banner.

The Hammer of Thunder: All targets must be in the same banner.

Unbreakable Spirit, Unbreakable Blades: All targets must be in the same banner.

Stout Resolve of the Unyielding: All targets must be in the same banner.

The Sound of Drums: All targets must be in the same banner.

Crimson Ward of Summer Stars: All targets must be in the same coven. All targets must have Battlemage.

The Vigour of Youth: All targets must be in the same banner.

Champions [sic] Shining Resolve: All targets must be in the same banner.

Knights of Glory: Regio required. Campaign-level effect. With mastery, can swap 2 orichalcum for 1 crystal mana.

Chasuble of Majesty: All targets must be in the same sect. All targets must have Dedicate.

Splendid Panoply of Knighthood: All targets must be in the same banner. Base cost pays for up to five characters: additional magnitude only kicks in for the sixth onwards. With mastery, can swap 2 orichalcum for 1 crystal mana.

Delve Deep, Beneath the Mountain: All target resources must be in the same territory.

Raise the Standard of War: All target characters must be in the same banner.

Noble Mien of the Hawk Lords: All targets must be in the same coven. All targets must have Magician. +1 summer lore.

Challenge the Iron Duke: Regio required. All targets must be in the same band. I think implementation is through the Plot Actuation desk; if I'm wrong fix the ref notes or tell me to.

Devastating Maul of Inga Tarn: All targets must be in the same banner.

Unbreakable Behemoth's Strength: All targets must be in the same banner.

Thundering Roar of the Lion-bound Horn: With mastery, can swap 2 tempest jade for 1 crystal mana.

Talon of the Gryphon: All targets must be in the same banner. All targets must have Weapon Master.

Glory to the Sovereign: All targets must be in the same banner. All targets must have Weapon Master. With mastery, may swap 2 orichalcum for 1 crystal mana.

Might of the Myrmidon: All targets must be in the same banner.

Frozen Citadel of Cathan Canea: Regio required. Map required. Is a fortification effect.

Mark of Ownership: Needs to mark current bonded character in some way on the item's bonding history tab. Target item must be bonded to a character, who must be present. I've marked the duration as "immediate", because it promptly stamps the ownership on the item; the alternative is a new "as long as the item lasts" duration.

Streams of Silver: Target resources must be in the same territory.

The Blade Bites Back: Target items must all be Biting Blades.

Shared Mastery of the Magician's Guild: All targets must be in the same coven as the casters. All targets must have Magician.

Chamber of Pallas: Creates AoE lammy. Currently handled manually. Can continue to be handled manually.

The Conspirator's Cloak: All targets must be from the same band.

Ties that Bind: Can be overcast to pierce obfuscation. An awkward divination, since it gets the current bonding status of an item we don't necessarily know the ribbon ID for.

Before the Throne of Estavus: Ideally this would automagically create and print ribbons for the ashes the ritual creates.

The Ambassadorial Gatekeeper: All targets must share a band with a contributor.

Mantle of the Golden Orator: All targets must be in the same sect. Grants additional Synod votes, in addition to the resource buff.

Twist of Moebius: Is horrible, but we can ignore it until we're handling ritual-slot enforcement.

Scrivener's Bloodmark: Targets precisely two characters. Extra magnitudes increase the duration during which the effect can be triggered, rather than adding extra targets. Can be triggered by a contributor; this generates a permanent curse, which is a different effect to the ritual itself.

Art of the Deal: All targets must be in the same band.

Barked Command of the Iron Serjant: All targets must be in the same banner. Base cost pays for three targets.

Circle of Gold: All targets must be in the same band. Base cost pays for five targets. Casters who have mastered the ritual can spend two weltsilver for one crystal mana.

The Lure of Distant Shores: All targets must be in the same band.

Smooth Hands Shape The World: All targets must be in the same coven.

Stance of the Constricting Scourge: All targets must be in the same banner.

Rivers of Gold: All target resources must be in the same territory.

Timeless Hammer Rhythm: Target must have Artisan. Per earlier discussion about "to sunrise" durations, the database now thinks this is an immediate effect and doesn't leave an enchantment. In a perfect world the ribbon would be created automagically.

Gift of the Wily Broker: All target resources must be in the same territory.

Gathering the Harvest: All target resources must be in the same territory. All targets must be under the enchantment from Strong Ox, Golden Sun. If cast before Summer event, provides no benefit (but knocks off Strong Ox, Golden Sun) until downtime between Summer and Autumn. If that's too complicated, "may not be cast before Summer event".

Braying Horns of War: Enchants a banner as a group, rather than its members. Requires at least two members of the banner to be present as "targets", though the actual target is the banner. Currently handled as having no target and immediate effect.

Brazen Claws of the Lictor: All targets must be in the same coven. Casters who have mastered the ritual can spend two green iron for one crystal mana.

Shadow of the Bronze Colossus: All targets must be in the same banner. Casters who have mastered the ritual can spend two orichalcum for one crystal mana.

Balanced Scales of Lann: All targets must be in the same coven. All targets must have at least one Autumn lore. Modifies ritual lore: -1 Autumn, +1 (target's choice).

Bound by Common Cause: Campaign effect.

Like Water Through Your Fingers: Lose three quarters of all resource income (including materials and mana, not just coin), before enchantment buffs. Also affects character-pack money and Imperial/campaign resources.

Inescapable Chains of Bitter Glass: Casters who have mastered the ritual can spend two ambergelt for one crystal mana.

Black Iron Blade: This can target characters or items. Or a mix of both. Casters can increase magnitude to break bigger effects.

Fallow Fields and Dried Meat: All target resources must be in the same territory. Only provides its benefit in the downtime following Autumn (E4). If that's too complicated, "may only be cast at Autumn".

Hunger of the Draughir: All targets must be in the same band.

Words of Ending: Destroy target item. Easiest way I can see to achieve that is to set its expiry event to last event, but that's a bit hideous. And doesn't work on the wide array of non-expiring items available.

Mark the Flesh Incorruptible: Regio required.

Tribute to the Thrice-Cursed Court: In an ideal world, this would automagically create the ribbons.

Bond annotation

Mark of Ownership and Riddle Hides the Reward both modify bonds.

Mark of Ownership pretty much just needs to go over the current bond in highlighter when it's cast (without de-highlighting any other bonds).

Riddle Hides the Reward needs to record the magnitude it's cast at next to the bond, and needs to yell about it when a ref tries to break the bond. It's probably not helpful to outright block breaking the bond, since Black Iron Blade specifically counters this and doesn't need its own mechanism, but it's probably important to make it clear that Create Bond doesn't do the job.

The data side of this doesn't seem too hard; just a flag for Mark of Ownership and a magnitude for Riddle Hides the Reward will do the job, and some custom code on those two rituals to populate them. Actually displaying this usefully sounds like UI work, though.
