Construct the Forge of Bonds in the Fingers, Hahnmark. This will create the position of Keeper of Oaths, to be elected by the Loyalty Assembly with tenure. This is a time sensitive opportunity to create an edifice which would allow the Keeper of Oaths to carve one oath per season into the Fingers via a statement of principle.
