Create title of Voice of Liberty

To create the title of ‘Voice of Liberty’. This title will have the ability to call meetings of the “International Liberty Pact”, the ability to negotiate on behalf of the Empire at Liberty Pact meetings in regards to potential amendments to that treaty. This position shall be appointed by the Senate and will be upheld for the lifetime of the appointed, revocation by the General Assembly and the Assembly of Nine.
