The Autumn Equinox winds of fortune will come out shortly before the next event (which is 15th to 17th September incidentally). However, there are a number of significant things arising from the Spring Equinox that may affect some players' Downtime actions - primarily effects on personal resources.
Over the past three months, several events have occurred which are of significance to the Empire and may require a response from her champions. You can also read about the progress of the Empire's military campaigns [[381YE_Summer_Solstice_winds_of_war|here]].


As a temporary measure we'll be outlining, and offering some context for, these various effects on this page. In each case, there will be further information in the Summer Solstice Winds of Fortune - once they're ready, they'll replace this content.
In each case, we've tried to tag the Winds of Fortune entry with the nations, or political bodies, to which it is most relevant. We've done this to help people who are interested only in events that are especially relevant to them. In no way are these tags intended to be exhaustive; the Empire is a complex place and very little happens in isolation.


As always, these are quick OOC summaries to explain effects such as large-scale enchantments and curses. We'll cover all these and more when we start to present the Winds of Fortune for next event.

Part of the purpose of Winds of Fortune is to maintain the illusion of the Empire as a living, breathing place where things happen - and to make players aware of things their characters 'should' know based on what their roleplaying says they have been doing for the past three months.
==Warfare==
As always, any character with a [[military unit]] who wishes to [[Military_unit#Supporting_an_Army|support an army]] can see the orders the general of each army has given on the support dropdown. In addition to the specific orders, there is also the matter of the Imperial Guerdon. A bursary set up by the Imperial Senate, the Guerdon exists to reward military units that support Imperial armies, navies, spy networks, and fortifications. The value of the Imperial Guerdon is divided between each military unit and fleet that supports an army in proportion to their effective strength.
 
The [[Quartermaster General of the Imperial Armies]] has the power to exclude any or all armies, navies (and so on) from the Guerdon. If they do so, then a character who supports such a navy will receive nothing for doing so.  This season, they have [[381YE_Summer_Solstice_Announcement_by_the_Quartermaster_General|announced]] that shares of the Guerdon will be paid to captains supporting the following forces:<br>
* The Black Thorns of Navarr
* The Bounders of the Marches
* The Eastern Sky of Dawn
* The Freeborn Storm of the Brass Coast
* The Golden Sun of Dawn
* The Seventh Wave of Highguard
* The Wolves of War of the League
The Guerdon is still set at 150 Thrones. If you support an army that is not on this list, or you support a fortification or spy network, you will get no Guerdon shares.
===The Schism===
As it currently stands, all nations except [[Highguard]] have explicitly rejected the teachings of Yael. As a consequence, Highborn military captains who support non-Highborn armies will suffer 50% penalty to their effective strength, and vice versa. The exception is the [[Imperial Orcs]] - by opting out of the conflict, they can help any army and their armies can be helped by anyone. There are some other implications for victory points, but those are something for generals to worry about right now.

Overview

Over the past three months, several events have occurred which are of significance to the Empire and may require a response from her champions. You can also read about the progress of the Empire's military campaigns here.

In each case, we've tried to tag the Winds of Fortune entry with the nations, or political bodies, to which it is most relevant. We've done this to help people who are interested only in events that are especially relevant to them. Bittersweet Legacy

Every Highborn character who owns a resource in Highguard will see a small boost to their production this event, a side effect of the recent focus on religions matters. The bonus will continue as long as they do not formally reject the belief in the Land Without Tears.

Options at sea

As a result of Winds of Fortune, there are two additional opportunities this downtime for anyone with a fleet. There are also the usual twiddles on the production of foreign ports.

Firstly, under the privateering dropdown there will now be the option to "Protect the Fisherfolk." If you pick this, it means you are assigning your fleet to defend the Bay of Catazar fisherfolk as they try to exploit bumper fish harvests. You can learn about it here. There is a bug at the moment that is making privateering enchantments not show up for this action - the Boss is working to fix it - but if you can see the enchantment when you select standard paid work, rest assured it should apply to the "Protect the Fisherfolk" action.

Secondly, if you select the support a navy dropdown, there is now an option to assign your fleet to "Zemress Island Evacuation". This works the same as any other support a navy action, although you won't be eligible for a share of the Guerrdon. You can learn more about it here.

Finally, there are a few trade opportunities. The extra income for fleets visiting Nemoria. Vezak, and Kavor still applies. The Sarcophan Delves are providing cerulean mazzarine instead of some of their other herbs. These are all described in the Winds of Fortune here.

Risky Business on the Bay

Worth calling out. Characters with business resources in Madruga, Feroz, Sarvos, Necropolis, Redoubt, and Tassato could end up losing a fifth of their production this Downtime, depending on the outcome of the "Protect the Fisherfolk" action. Bear that in mind when you look at your Downtime - we didn't apply an effect because we don't know what it's actually going to be.

There's a few other situations that might develop as a result of actions taken this downtime, but as I think all the rest are positive, I'm not calling them out specifically.

The Blessing of the Hylje

Any Wintermark character who owns a fleet or a farm resource in Sermersuaq receives a small bonus to their production this downtime. The bonus represents the aid of the magical seal people, the hylje, who are supporting farmers, hunters, and fisherfolk, as well as ships traveling through the cold northern waters.

Weltsilver Bounty

The Senate has claimed the sinkhole in the north-west. As such, they have made it illegal for citizens to send their soldiers to explore it. As such, there is no downtime option to do so. If you wish, you can take the paid work action and roleplay you explored some of the caves, but be aware that doing so would make you a criminal, and would provide no game benefit (you'd get the standard returns for paid work).

Conquered Territories

Rsources in Liathaven are receiving the "conquered territory" penalty to their production. Thanks to the victories of the Imperial forces in the Mournwold, however, personal resources there are no longer suffering this penalty.

Ministries

We're pretty sure we have the ministries all coded, but if you have a title that gives you a ministry on the wiki and you can't see it in your downtime, please e-mail profound decisions.

Imperial Lore

The Imperial Conclave has declared that two new rituals "Unknown Unknown" and "Golden Voyage" be entered into Imperial lore, but at this time we have no confirmation that the ten thrones has been provided, nor that the ritual texts have been handed over.

Proud to Serve (Imperial Address)

The Imepratrix has used her power to address the Empire to allow Heilyn Bronwen's Rest, the Warmage, to dispatch a message to all Imperial citizens. You can read it here.

Mandates

During the Summer Solstice, the Synod successfully enacted six mandates. In each case, the mandate was raised and passed by the appropriate assembly, and the named priest succesfully used the appropriate amount of liao to enact the desired effect.

Assembly Mandate Priest Outcome
Dawn The National Assembly sends Odelina de Rondell with 25 doses of liao to repudiate the false teachings of Yael of Highguard. Those who have been deceived by her claim to be the First Empress Reborn and the hope of the Land Without Tears should renounce this false doctrine and return to their homes. Odelina de Rondell Dawn has rejected the teachings of Yael and the Congregation of the First Empress
Marcher Land matters above all else. Marcher armies should always stand their ground to defend what is theirs. We send Mel of Mourn with 25 doses of liao to spread the word that no Marcher army should ever give ground. Mel of Mourn No Marcher general can issue the Give Ground order ever again as detailed here.
Wintermark No true hero of the Mark should stand with the Iron Helms - those who use their dogs for war have become dogs themselves. The assembly sends Gunnbrand Ironwill with 50 liao to urge every hero of Wintermark to show the heroism that a true hero of the Empire should aspire to. Gunnbrand Ironwill Wintermark armies can take additional orders when fighting alongside the Iron Helms; the Iron Helms suffer penalties when fighting with Wintermark armie, as detailed here.
Navarr Mandate. Mercy is a luxury that the Empire cannot afford when faced with enemies that seek to destroy it; we must not cast aside any weapon that may bring victory. The Navarr assembly sends Corey Wayfarer with 75 doses of liao to urge the Quiet Step to build on the opportunity presented by Arhallogen and find new and effective tactics for dealing with our enemies. Varushka Mandate. The Iron Helms only do what is necessary to defeat their enemies quickly. We do not have the luxury of mercy when facing what comes out of the darkness. The assembly sends Amris with 100 doses of liao to urge every inhabitant of Varushka to seize the opportunity to support the Iron Helms and show the enemies of the Empire what real cruelty looks like. Brass Coast Mandate. The cruelty of the Iron Helms is unvirtuous - it demeans our Empire to use such tactics and it betrays the ideals of our people to fight alongside those who do so. The assembly sends Constanza i Kalamar i Guerra with 25 liao doses to urge our soldiers to reject the Iron Helms and their cruelty.
