Performing the Ritual
Performing this ritual takes at least 2 minutes of roleplaying. The target portal must be nearby; if it is part of a regio the ritual must be performed within or within arm's reach of that regio.
Effects
Stops people getting into and out of the hall of worlds for ten minutes so that they cry.
Stops zombie clowns pouring out of the Clown Castle of Doctor Mozman regio for ten minutes, giving enough time to do a regio spell at that regio.
Clarify that it doesn't suck mana out of people trying to cast operate portal.
Duration 10 minutes

Reference hall of worlds, portals to regio chambers.
Make clear doesn't stop The Sentinel Gate working because that's not a portal per se.
