Guidance
Ritual magicians from across Urizen come to study, debate, discuss and pursue arcane mastery at the Halls of Knowledge, and meet with their peers from across the Empire. In return for maintaining a good standard of living, and access to the researches of previous generations, these magicians are expected to perform ritual research and study for the betterment of the nation and the Empire as a whole. The Provost is responsible for setting the direction that research takes.

Firstly, the Provost can encourage the magicians of the Halls of Knowledge to cooperate in the creation of an arcane projection each season. This does not require the expenditure of any crystal mana. The projection will be valid during the next summit. It may detail a magical effect of any realm or magnitude.
An artisan may spend ilium to make a schematic using one month of downtime. It's the same cost as making an artifact of that item. The character receives a schematic - instead of the artefact.

Secondly, the Provost can direct research towards formalizing a new ritual so that it can be mastered. The ritual must already exist in the form of an arcane projection, but there is no requirement to select one they have personally commissioned. The Halls of Knowledge can work on formalising one ritual at a time, and the research may take anywhere from a season to several years depending on the complexity and the resources available. The amount of time it takes to complete research into a ritual depends on the magnitude of that ritual.
The Senate could vote to spread the knowledge of the schematic - it would cost 10 Thrones (and the schematic). The Senate could devolve that voting power to another body.

It requires three months (one season) for every 10 ranks of magnitude the final ritual will have.

At the completion of the research, the Provost receives a copy of the ritual suitable to use in mastering it. The Provost may keep the knowledge of the ritual restricted to themselves and their allies, or convince the Imperial Conclave to make it part of Imperial Lore through a Declaration of Imperial Lore.

If research is not completed, the Halls of Knowledge keep notes on their work so far, and may resume it at a later date from where it was left off.

Mastery of the Lore of Day
The Halls of Knowledge lack the resources available to the Lyceum, but they excel at the study of the magic of Day. When the Provost directs research towards a project that is part of the Lore of Day, the work proceeds at the rate of 15 ranks of magnitude each season.

The Provost can increase the rate at which a ritual of the Lore of Day is researched by spending money to purchase rare materials, esoteric tomes and exceptional equipment.

The first five ranks of additional research in a season cost 2 Thrones. The next five ranks cost a further 5 Thrones. The Provost can add another five ranks to the speed for a season by spending a further 10 Thrones.

The Provost's Apartment
The Provost has spacious apartments at the pinnacle of the Halls of Knowledge; in some circles it is reckoned that the Provost lives at the highest point in the Empire, with the clearest view of the night sky. The great circular chambers have windows of shaped crystal that are said to allow the Provost to gaze over great distances without the use of ritual magic.

Overview

A runeforge is a structure that allows for the creation of unique magic items, or for schemata - special items that will allow someone to learn how to construct a new item.

The creation of a runeforge results in the creation of an Imperial title; a foreperson who oversees the direction of the forge's researches.

Command of a runeforge would be re-elected annually.

Senate Commissions

The Imperial Senate may pass a motion for the construction of a college of magic. The senate must decide which territory the college is constructed in, and which region within that territory it will occupy.

It is also possible for the Senate to pass a motion to upgrade a college, increasing the benefits that it provides.?

Benefits

While the college of magic is in operation the master can direct the magicians associated with it to research the formulation of specific rituals.

Downtime

2 Downtimes to research a new item. Produces a single one year copy of the item. Character in charge of the forge may at that point learn the ability to make the item if they spend 1xp.

An artisan may spend ilium to make a schematic using one month of downtime. It's the same cost as making an artifact of that item. The character receives a schematic - instead of the artefact.

The Senate could vote to spread the knowledge of the schematic - it would cost 10 Thrones (and the schematic). The Senate could devolve that voting power to another body.

Limitations

The Empire can only support so many runeforges. Each runeforge has an increased upkeep cost to reflect competition for the attention of NPC artisans and researchers as well as rare materials.
