Any Imperial citizen can make a will bequeathing their estate and belongings to other characters after they die. There is no requirement to have a will, it is purely a personal and roleplay choice. To help with this, here are the relevant aspects of admin (OC stuff done at GOD or via email between events) and on field structures (Civil Service and Magistrates) with which IC Wills are likely to interact.
