Commission to remodel Virtue's Rest as detailed by the civil service. Position of Exarch of Virtue's Rest is to be elected annually by the Highborn National Assembly. Requires a commission. Citizens of Highguard have been proud to offer these Hostels to pilgrims of the faith. Now we will welcome soldiers to recover during this War of Thorns and Flowers. May the city at the centre of our faith uplift their souls.
