Construct Naval Academy of Blood and Brass

To construct the Naval Academy of Blood and Brass as a school of shipbuilding and international trade in the city of Siroc using the designs of Frederick di Sarvos. This Great Work will be half funded as a Butchers Benevolence by Lorenzo La Volpe von Temeschwar and half funded by the New Promise Cartel of the Brass Coast as a gift to the Empire to celebrate the victory over the Grendel of Dubhtraig.
