Outcome

Once complete, the Eye of the Heavens will have the following effects:

• Creates an observatory to enable study of the stars, the conjunctions and astronomancy to rival the proposed school of dramaturgy in Spiral
• Founds a new spire allowing any Urizen character to take a new resource in that territory for free in the season it is completed
• One hundred mana crystals spread through businesses in the Brass Coast
