385YE Spring Equinox Synod judgements

Overview

During the Spring Equinox 385YE Summit, the Imperial Synod raised 186 judgements.

Considerations

The following considerations should be borne in mind when bringing judgements before the Imperial Synod during the Spring Equinox.

All Assemblies: Statements that prioritise the greater good over personal loyalties are less effective. This is permanent effect of the Eyes of Loyalty.
All Assemblies: Statements that try to compel Loyalty will fail. This is permanent effect of the Eyes of Loyalty.
All Assemblies: Revocations and Excommunications for disloyalty to the nation or Empire would risk causing dissent. This is permanent effect of the Eyes of Loyalty.
All Assemblies: Any mandate that does not pass with a greater majority will have limited or no effect on Urizen or Varushka. It is not impossible that a mandate might lead to a response in one of the two nations, but it won't lead to any immediate consequences for the people of the nation. All Assemblies: No statement of principle that is about Sulemaine i Taziel will lead to a mandate. Lasts until at least the end of the Winter Solstice 384YE and potentially longer. Link.
Highguard and Navarr Assemblies: Statements of principle in either assembly that receive a greater majority may create opportunities in the other assembly. Lasts until the end of the Autumn Equinox 385YE Link.

Veto

Judgement 171

Assembly: General
Raised By: Hywel Summer Crow
Judgement: I call upon the General Assembly to veto the "Gardens of Glory" motion proposed by Tassato and seconded by Astolat. The Gardens will provide liao to a group known to contain many dedicated to the false virtue of Anarhy, and I believe the risks of enabling anarchy cultists to spread false virtue outweighs by far the benefits of the Empire; a handful of liao eachseason.
Outcome: Not upheld (1691-305)

Mandate

The following mandates were passed during the Spring Equinox. Where there are competing mandates, the one that passes with the largest margin is successful and all other competing mandates are considered to have failed.

Judgement 4

Assembly: Urizen
Raised By: Bartimaeus of Zenith Ascendant
Judgement: We must strive for excellence in all things. We send Able of Zenith Ascendant with 50 doses of liao to urge everyone who attends the Crucible of Fate to ensure that their work is practical and effective.
Outcome: Upheld with a Greater Majority (373-10). This represents a margin of 363.
Enacted: This mandate urges the people of Zenith to use Spire Calator to make things that are prosperous and powerful. As detailed in Where do we go from here?

Judgement 19

Assembly: League
Raised By: Sofonisba Amilcara di Sarvos
Judgement: The cities of the League fought for our independence, and we will not surrender it easily. We send Sofonisba Amilcara di Sarvos with 50 doses of liao to urge the people of the League to take pride in our history and refuse all aid from the Highborn.
Outcome: Upheld (250-180). This represents a margin of 70.
Notes: Liao not provided. If enacted then Highguard will not be able to direct their Assembly to help the League at any point in the near future, and it will be easier to rouse people to anger in the future, if the efforts of the League Assembly were stifled by opposition to one of their mandates from the Highborn Assembly. Judgement 23

Assembly: General
Raised By: Lady Laudine duLac
Judgement: The Druj are a grave spiritual threat to the Empire. No price is too high to stop their campaign of spreading Hate and Fear. We send Lady Laudine duLac with 100 doses of liao to tell all who are Virtuous that the final victory against the Druj is within our grasp if we commit ourselves to it utterly.
Outcome: Not Upheld (1036 - 1136)

Judgement 27

Assembly: League
Raised By: Alessi di Trivento
Judgement: Test what you learn; only fools accept hearsay as truth. We send Alessi di Trivento with 25 doses of liao to urge the bravos of Holberg to remember Alexander von Holberg, embrace the philosophy of the sword scholars, and accept no higher authority than their own reason and logic.
Outcome: Not upheld with a Greater Majority (20-462)

Judgement 43

Assembly: Highguard
Raised By: Jared of the Suns of Couros
Judgement: Highguard wishes Varushka to be our Partner in Greatness this season. In Juha the Cave Spider's example, we wish to support this great nation in building bonds through trading with, and finding out about, their mortal non-Imperial neighbours. We send Jared of the Suns of Couros with 25 liao to convince our benefactors and unconquered to offer their support to their Varushkan siblings so their lands may be tamed and harnessed further.
Outcome: Upheld (407-35). This represents a margin of 372. A Great Majority for this mandate would have been 416.

Judgement 51

Assembly: Highguard
Raised By: Exarch Luke of the Navigators of Virtue
Judgement: Having been refugee in our past, we Highborn understand the plight of those having fled persecution into a new land, and a new future. Inspired by our Navarri siblings, we send Exarch Luke with 50 doses of liao to urge wayfarers and magisters to help embrace and welcome the Suranni into the Empire and to aid them in settling their bodies and souls for generations to come.
Outcome: Upheld (314-58). This represents a margin of 256.
Enacted: The Highborn will reach out to the Suranni magicians in an attempt to welcome them to the Empire. Given the wizards' opinion of priests in general it is unsure what effect this will have. One thing that is certain is that it will not see the Suranni settle in Highguard. As detailed in Possibility days.

Judgement 56

Assembly: General
Raised By: Ser Mael Donjeon
Judgement: Never accept defeat; adapt your strategy and try anew. We send Ser Mael Donjeon with 100 doses of liao to remind everyone that the Empire faces many great threats and it is the ambition of our military council to protect us from them. The Imperial Synod exists to safeguard the soul of the Empire and guard its citizens in virtue - not to insult the pride and courage of its generals by dictating military strategy.
Outcome: Not upheld; withdrawn (850-600)

Judgement 62

Assembly: League
Raised By: Erasmo di Tassato
Judgement: We send Erasmo di Tassato with 25 doses of liao to remind the bravos of Holberg of Emperor Frederick - and encourage them to debate the sword scholars, seek other rival points of view and draw their own rational conclusions. Wisdom knows all knowledge is incomplete - the sword scholars should be the first of many different teachers at the Sword Academy.
Outcome: Upheld with a greater majority (413-0). This represents a margin of 413.
Enaced: Sparks enthusiasm and interest in the Sword Academy It will encourage bravos to look at the writings and teachings of Emperor Frederick Ritter van Holberg. As detailed in The troubled words.

Judgement 66

Assembly: General
Raised By: Ehmrys i Guerra
Judgement: Never accept defeat, adapt your strategy and try anew. Judgement: We believe that everyone should have a chance to find a place they will belong, where their partners in the Great Dance will be right for them. We send Teleri Thornweaver with 50 doses of liao to urge guides, vates, and brands to seek out Suranni wizards and offer them sanctuary in their steadings and stridings, and help them find a true home for their spirits.
Outcome: Upheld (240-0). This represents a margin of 240.
Enacted: The majority of the Suranni wizards who do not already have contacts in the Empire will become guests of the Navarr - for good and ill. As detailed in Possibility days. See also Judgement 90.

Judgement 76

Assembly: Urizen
Raised By: Tarquinius
Judgement: Highguard have been good neighbours to us, we can trust them not to betray us by using their influence to undermine our goals. We send Tarquinius Ankarien with 50 doses of liao to preach that "How can we prevent Highguard assisting with issues raised by our assembly?" is asking the wrong question when we could be asking "How can we return the favour through assisting with issues raised by their own."
Outcome: Upheld with a Greater Majority (343-0). This represents a margin of 343.
Enacted: The priests of the Urizen Assembly will will take the same interest in the statements and mandates of the Highborn Assembly as the Highborn Assembly has taken in theirs. As detailed in Pieces missing everywhere.

Judgement 90

Assembly: Loyalty
Raised By: Veikko Bondforger
Judgement: The Loyalty assembly sends Raewyn Eternal with 25 liao to support the Navarr national assembly in their efforts to find homes for the Suranni refugees in the mandate that reads: We believe that everyone should have a chance to find a place they will belong, where their partners in the Great Dance will be right for them. We send Teleri Thornweaver with 50 doses of liao to urge guides, vates, and brands to seek out Suranni wizards and offer them sanctuary in their steadings and stridings, and help them find a true home for their spirits.

Judgement 96

Assembly: Dawn
Raised By: Andwyn of House DeRondell
Judgement: A great life leaves a legend, and the soul cannot be armoured. When we stand against our enemies, we should do so as an unbreakable wall of ice and adamant. We send Andwyn of House DeRondell with 75 doses of liao to spread tales of glorious defence and urge all those who fight beneath our banners to become as immovable as the mountain.
Outcome: Withdrawn

Judgement 104

Assembly: League
Raised By: Ophelia Sanguineo Rezia di Tassato
Judgement: The Highborn have paid their debts, called us sibling, and shared in our traditions. We send Ophelia Sanguineo Rezia di Tassato with 50 doses of liao to preach that we should ensure our reckonings stay balanced, and where aid has been offered, we should offer out hand in friendship in return, rather than turn our backs on our kin.
Outcome: Upheld (218-147). This represents a margin of 71.

Judgement 108

Assembly: Highguard
Raised By: Vadrian Dace
Judgement: The fruits of the Vallorn have the potential to be a hidden threat, even though they are also a useful resource. Vigilance guides us, and so we send Sister Julliette of Balthazars Vineyard with 25 doses of liao to seek out all the places where such things thrive.
Outcome: Upheld with a Greater Majority (473-14). This represents a margin of 459.
Probably Enacted: DOUBLE CHECK - LIAO IS IN RAISING PRIEST INVENTORY. If this mandate is enacted by itself, it will provide the same list of forests where chaos fruit are being cultivated that the Navarr would have received. If both mandates are enacted however, then both characters receive the list, and it will also include details of farms and forests where vis-producing vallorn plants are cultivated in Casinea, Astolat, and Semmerholm. Judgement 112

Assembly: Highguard
Raised By: Wildfyre
Judgement: No one knows what the morrow holds but honest trade with the Grendel demonstrates the virtue of Prosperity. We send Brother Wildfyre with 25 doses of liao to urge every citizen to enjoy the fruits of our labour today so that we may benefit from a fair trade with them.
Outcome: Upheld (384-24). This represents a margin of 360.
Enacted: Every business in Necropolis will gain 2 crowns additional income for as long as a Grendel navy remains in the territorial waters. As detailed in Shallow days.

Judgement 114

Assembly: Wisdom
Raised By: Hembeneth i Guerra
Judgement: We call on followers of the Way to test and question what is being done. Mandate 96 in the Dawn assembly raised by Aldwyn of House DeRondell who will "spread tales of glorious defence and urge all those who fight beneath our banners to become as immovable as the mountain." We send Hembeneth i Guerra, with 25 doses of liao, to urge the faithful to test their knowledge and discard anything that falls thought.
Outcome: Upheld (84-0)
Notes: CHECK WHETHER TO TAKE LIAO Relates to the power of the cardinal; that power was only available for a year starting at the Spring Equinox 384YE. It would be indefinite if if caused a mandate to fail because it only achieved a lesser majority, which has not happened. DOUBLE CHECK THIS.

Judgement 118

Assembly: Highguard
Raised By: Eli of the Cenotaph
Judgement: Do not fear to act; only be shamed by inaction. We send Isaac of the Silent Tide, speaker of the Highborn National Assembly, with 75 doses of liao to urge Highborn priests to destroy the pillar in Clypion to clear the Druj miasma from Zenith.
Outcome: Upheld with a Greater Majority (512-0). This represents a margin of 512.
Enacted: Highborn priests seek out the last remaining miasma pillars in Clypion and use the liao they have to destroy them and still allow the Granite Pillar to engage in campaign elsewhere. As detailed in Pieces missing everywhere.

Judgement 136

Assembly: Brass Coast
Raised By: Rocio i Fijadoz i Guerra
Judgement: Consequences are the price of ambition. We send Rocio i Fijadoz i Guerra with 50 doses of liao to urge every citizen to contribute what resources they can spare to support the creation of a new holy city at Bastion. Let out virtue echo through history for a thousand years.
Outcome: Withdrawn

Judgement 145

Assembly: Varushka
Raised By: Vaclav Mladenovich Kosti
Judgement: Varushka is very large, and we must acknowledge that we share it with fellow sapient beings - the orcs. We send Velko Perunovich Razoradze with 50 doses of liao to urge any Varushkan who can do so to make peaceful contact with the orcs who share our hills and forests, consider their virtue, and discover what deals might be made with them.
Outcome: Upheld with a Greater Majority (323-0). This represents a margin of 323.
Enacted: Varushkan traders, merchants, and volhov will seek to make peaceful contact with any receptive orcs in Varushka, including the Thule, and make deals with them. As detailed in Daylight fading.

Judgement 146

Assembly: Varushka

Judgement: Humans are the greatest of all beings in creation, and more than a match for inhuman entities. We send Vaclav Mladenovich Kosti with 75 doses of liao to remind every Varushkan that it is not against the doctrines of the faith to bargain with sovereigns and that the virtuous can certainly put their dark boons to virtuous use.

Outcome: Upheld (316-0). This represents a margin of 316. A greater majority for this mandate was 317.
Enacted: Provides the Empire with a better understanding of the religious beliefs of the Faraden, and of any possible conflicts with the Way. As detailed in Tooth by tooth.
