I think "Custodian" is a better title for this than Seer personally if that is ok. We had no plans for an particular responsibilities other than collecting the mana produced by the Sinecure. Ideally it is for the benefit of the nation, but we're not intending to do anything to compel that to be the case.
Location wise I was thinking Occursion, somewhere near Endsmeet. As for how it produces mana, I was thinking something along the lines of a cliff face with crystals that "twinkle" and "shimmer" focusing mana into a form that can be collected. I'm sure you guys can produce something far better descriptively then I can along those lines.
As a quick question, what do you need from me to actually make this happen? There's no direct option in the downtime system to enact this so I assume it's just handled via email with yourselves. The required funds and material should be in my inventory.-->
