2) There is no conceivable reason that this character should have the ability to raise motions. It's not linked to anything the Empire does. The Academy is a Sodality - not an Imperial institution.<br>
3) It strips the kids of valuable roleplay that everyone else playing the game has to do - if you want to get a motion raised - you have to convince a senator.<br>
4) It undermines the power of raising motions - something not even the Throne can do.<br>

That the title of Dean of the Academy be created with the power to raise one motion before the Senate each summit, with the Responsibility of raising that motion on behalf of the Academy Student Council.
