Amend Guardian of Britta's Shrine

To amend the title of "Guardian of Britta's Shrine" to "Guardian of Britta's Memorial".

This will be elected by the Assembly of Courage, revocable by the Assembly of Courage and the General Assembly.

This will repurpose the tomb into a site of pilgrimage for pilgrims of Courage.
