To construct the Temeschwar Otkodov Mana Exchange in Hanuri, Temeschwar at a cost of 10 white granite, 10 mithril, and 40 crowns in labour costs. The ministry will be overseen by the Keeper of the Tome appointed by tally of the votes of business owners of the League. They will serve with tenure and can not be revoked as a position in the bourse.

- As a position appointed by Tally of the Votes the Keeper of the Tome cannot serve with tenure. The Speaker for the Senate will raise an administrative motion at the first session to amend the position to serve for a year.
- Now that construction has been completed the position of Keeper of the Tome will be appointed by Tally of the Votes of the business owners in the League for the first time at the Summer Solstice 385YE assuming the administrative motion passes.
