Amend Synod's Judgement of Veto

• Motion: to amend the Synod's Judgement of Veto to a model of "indicative vote". To allow a Virtue Assembly or National Assembly to indicate a desire to a veto before the General Assembly at the following summit on the basis of virtue, or on a national matter respectively. That after extended scrutiny by the Constitutional Court once they've worked out what the shit I'm on about, to bring forward their conclusion as an administrative motion next summit.
