To commission the Gardens of the Perfect World in Occursion, Zenith. This will create a ministry that allows trade with Tsark, trading weirwood and/or liao for white granite. This offers the choice for further trade with the hermit kingdom. This position is approved by the National Assembly. Self-funded.
