Construct Kobarid Jewelers

To build the Jarmish Jewellery Exchange Ministry in Miaren, Navarr. This will create the title of the "Star Jeweler" to be appointed by an Imperial Bourse Auction. Costing 8 White Granite, 4 Mithril, and 24 Crowns, to be self funded.
