To commission a money sinecure in Sarcombe in the Mournwold named the Townsend Treasury. This will create a most glorious Marcher national title the 'Town Clerk of Sarcombe' to be appointed annually by unanimous vote of Marcher senators at the Winter Solstice. All costs to be provided (10 white granite and building costs) by Morgan Townsend
