Stipulator of Stipends
Overview
The Stipulator of Stipends is an Imperial title appointed by the Senate. It was established by the Senate in Autumn 386YE with the power to amend stipends of Imperial titles.
Responsibilities
The Stipulator of Stipends is responsible for managing the stipends of Imperial titles that receive them. There is some expectation that they work alongside the Auditor of Senatorial Accountability, but there is no requirement to do so.
Power
Set Stipend
The Stipulator has the power to announce a change in the stipend awarded to an Imperial title once each season.
To use this power, the Stipulator provides an announcement to the Civil Service, who present the decision to the Imperial Senate. No voting is possible by the Senate at this point, as the power has been delegated to the Stipulator. The Imperial Synod may, however, choose to exercise their veto over the Stipulator's decision.
Every Imperial title is considered to have a stipend, though most of them have a stipend of zero thrones. The Stipulator of Stipends is therefore able to amend any Imperial title to receive a stipend. There is a season delay, the titleholder does not receive their stipend until the start of the next summit.
Appointment
The Stipulator of Stipends is an Imperial position appointed by the Senate. Any Imperial citizen can hold this title. The Stipulator serves for a year, and they can be revoked by the General Assembly and by the Assembly of the Nine.
