To create the title of Imperial Necromancer. The Imperial Necromancer has control of the Imperial Regio for the second half of the hour when it is possible to cast Whispers Through The Black Gate, on each day of each summit. They choose which covens and when may use the regio in this time. They are responsible for ensuring the regio at this time is used for the Needs of the Empire. Appointed by Declaration of Candidacy.
