The Treaty
The Empire agrees to:
Cede the Fangs to the Rahvin
No Imperial blood was spilled in the liberation of those 13 stones from the Mallum. This mine was the heart of the Barrens rebellion, and the place that Rahvin the ancestor crossed the Abyss.
Cede the Bitter Strand to the Rahvin
In the absence of land to forage and hunt upon the Rahvin are unable to survive. This land is given to their stewardship under the following stipulations:
The Dawnish already living in Bitter Strand are allowed to remain, their situation unchanged and that they may continue to practice the way as they see fit
Those conditions were given by Emperor Vesna Borkovna Prochnost in the ceding of Imperial Hearths, they are beyond contestation.
The people of the Rahvin agree to:
Make available for purchase one third of production
A predicted quantity of six wains per season, made available to the Dawnish, at a fixed price of three thrones and seven crowns per wain
Contribute one third of production towards an army
With their entire people motivated towards victory over the Druj, the Rahvin are able to supply and maintain a single army. They have made efforts towards its construction already.
Protect the Barrens and keep peace in the territory
The Rahvin will take no hostile action against foreign septs living peacefully in the Barrens. They will contribute wholly to the defence of every part of the Barrens against the Druj, knowing that any Druj foothold spells doom for all present inhabitants.
The Rahvin Provide assurance regarding this army:
There would be no greater ally against the Druj
To any who doubt the sincerity of the Rahvin, they were willing to swear an oath to the Lictors to honour the treaty in good faith. The Empress, and the four Dawnish senators at the time, were not willing to do the same.
