News spreads through word of mouth as fast as it does through broadsheets and posters, and is sometimes more reliable. Or at least, unreliable in more amusing ways...

Overview

Over the past three months, events have taken place which are of significance to the Empire and may require a response from her champions. These are the winds of fortune, counterparts to the winds of war, which detail the Empire's military campaigns. They lay out situations, and usually include things that characters can do to take advantage of opportunities or to resolve problems. In almost every case, they start with a piece of flavour text. This fiction helps introduce the wind of fortune, or draws out a particular theme or element. Often, it represents a viewpoint that one or more NPCs might have in-character. In all cases, these pieces are intended to help create an atmosphere and provide a little entertainment. Where they contain opinions, those are the opinions of the fictional people depicted - and where they contain information or rumours, the assumption is that the reader will create their own context for that information or gossip if they want to use it in character.

The body of the wind of fortune describes situations and lays out ways players can engage with them. Except where we explicitly talk about something being "rumoured" or use a phrase like "some might say..." the details of a wind of fortune are factual. They represent briefing material presented by the civil service or similar authoritative sources and represent something the average educated citizen would acknowledge as a reliable truth. Unless we specify otherwise, we're also being as thorough as possible. This information doesn't need further checking in-character. It's not an opinion, and we're not trying to trick you.

As always, how much or how little of this information you choose to know in character is up to you. Part of the purpose of Winds of Fortune is to maintain the illusion of the Empire as a living, breathing place where things happen - and to make players aware of things their characters could know based on what their roleplaying says they have been doing for the past three months. It's perfectly acceptable to turn up to Empire having read only a few Winds of Fortune that directly interest your character; part of the fun on the field can come from learning about situations and opportunities in other parts of the game.

In each case, we've tried to tag the Winds of Fortune entry with the nations or political bodies to which it is most relevant. We've done this to help people who are interested only in events that are especially relevant to them. In no way are these tags intended to be exhaustive; the Empire is a complex place, and very little happens in isolation. From this event, we will also be adding the dates that they were last updated (other than typos and correcting red links) in an attempt to make it easier to keep track of the newest releases.

Walk With Me (Imperial Address)

Germinating A City (Commonwealth)

The Commonwealth is one of the six great powers of the Known World, equal to the Empire in might and scope. A militaristic nation dedicated to the philosophy of the greatest good for the greatest number of people, they are currently at war with their eternal rivals the magocracy of Jarm. Each season there are dispatches and envoys that travel between the Empire and the Commonwealth, discussing shared areas of interest and both making and receiving proposals. This season there is talk of trade, an ambitious appraisal commissioned by a Wintermark citizen, matters related to the Sternenmetal Tower, and response to invitations delivered by the priests of the League.

A Bridge Too Far (Appraisal)

During the Winter Solstice the Imperial Senate instructed Graciana i Lòpez i Guerra to appraise the destruction of the Kongegőr, the narrow strip of land that connects the Jotun territories of Skallahn and Hordalant. If the bridge could be destroyed it would severely hamper the cooperation between the Jotun kingdoms of Kalsea and Narkyst and disrupt the Jotun war efforts against the Empire. Graciana has now delivered her appraisal, which discusses how the bridge might be damaged, and how the Red Wind Corsairs and the people along the shores of the Gullet, might assist with such a strategy.

The Great Race began in Summer 386YE, after the Regent of the Eternal Sea announced that they would arrange an impossible contest to travel to the four corners of the known world. The marathon would take a year to complete and as the Spring Equinox draws to a close, the final dramatic leg of the race is about to begin. Contestants who completed the first leg of the race were given three choices. To turn widdershins by riches; to turn deosil to mystery; or to sail straight on for glory in hope of triumph and renown. Those who sought mystery and adventure have reached their promised destination; only those who chose to stay the course and sail straight on for glory for the last two seasons are now in sight of the finish line. How the Bright Zephyr intends to judge who has won the race has been a mystery all its own... but it seems that this is a season for resolving enigmas...

Outside the Wall (Appraisal)

The second appraisal commissioned by the Imperial Senate during the Winter Solstice asked the diplomatic Naomi of Virtue's Rest to investigate how the displaced people of Varushka might be encouraged to settle around the city of Delev, to build up their prosperity, and to ensure their safety within the nation. Naomi has delivered her findings after a great deal of discourse with Varushkans, and with traders from neighbouring nations, and is ready to present some appraisals. They include further securing Delev, building a suitable centre for prosperous activity, and reignited interest in the "honey offering" of seasons past.

Every season the six archmages are empowered to send a single plenipotentiary message to an eternal of their realm. The eternals are bound to respond, although not always in a way the archmage may wish. As the Spring Equinox approaches, six eternals have responded to what can only be presumed to be missives from the archmages.

Louder than Words (Thule)

The Thule of Otkodov are ruled by their warlocks - skilled magicians chosen by the allegedly-immortal Dragons. For the last five years there has been peace between the northern orcs and the Empire, but that treaty will have run its course by the end of the Summer Solstice. Negotiations regarding an extension are underway, and the Archmage of Autumn has used the power of plenipotentiary to invite the City of Gold and Lead to help find ways to shore-up the peace by making further trade more appealing to the dragons.

The Hard Way (Capodomus)

The true consecration of Capodomus Cathedral in Sarvos has been a wonder, attracting citizens from all over the Empire and beyond. It invites them to gaze up in wonder at the golden light spilling through the Atrium of Golden Light, demanding they aim high and reminding them that even the most impenetrable forest will fall, if you set yourself to fell one tree at a time. The power of the aura in this extraordinary setting created a unique opportunity for the Archbishop of Capodomus to preach a powerful sermon, one that inspires the faithful and exhorts them to consider their ambition. They have done so, and now the Synod must consider if they - and the Empire - are prepared to follow where that vision leads.

A Pinch of Salt (Marcher Smiths)

Centuries ago, a deal made by the smiths of the Marches with the Forgemistress turned sour and left them trapped in a half-life between the mortal world and the Autumn Realm. Thanks to years of painstaking work, the smiths were finally freed from their durance. They had somehow survived the hundreds of years spent labouring for the Mistress of the Fire Mountain, but they were not in a good way. Now it seems that they have mostly recovered from their imprisonment, and the smiths are eager to share their skills with their fellow Marchers.

Golden Magician's Fayre

Toward the end of 386YE, a Dawnish coven wove a net of Summer magic across the entirety of Dawn. The magic created a kind of supernatural invitation to the heralds of the Summer realm to visit Astolat, the Barrens, Semmerholm, and Weirwater. The enchantment was only intended to last for a season, but for inexplicable reasons has lasted for six months instead, bridging the end of the old year and the beginning of the new. The results of this enchantment are now clear - emissaries of almost all the Summer eternals with an interest in the Empire have taken advantage of this opportunity and delivered boons. The enchantment is not just of interest to the Dawnish - those Navarr who have established themselves in the Barrens have also partaken, and the magic has coincided with a visit from a number of vigilant pilgrims eager to investigate at the bidding of the Vigilance assembly.

The Imperial Senate has established the Imperial Apothecaries Guild as an Imperial sodality that has the full backing of Imperial law. The civil service make a conscious effort to broadcast news of the creation of a new sodality across the Empire, so that citizens who are prepared to support the sodality's manifesto can consider if they wish to join. Inevitably this has provoked interest from various factions, all of whom are interested in the new sodality but have agendas and goals of their own.

High Hopes (Cow Wains)

Following a proposal put forward by Marcher farmers who travelled to Mareave, the Senate has agreed to establish the cattle markets in Stockland and Wayford. Dozens of farm owners across the Marches opted to drive their cattle to market, receiving cattle bonds rather than their usual production. There are expected to be eight hundred and eighteen bonds available to trade, barter, or gift on the field of Anvil during the Spring Equinox. And there are a lot more things to do with these head of cattle than just establish the Southern herd...

Love and War

  • Dawn; Senator for Astolat

The people of Dawn are in the process of fully mustering another army in Astolat. There is one final piece of business to be done, however, and that is to define the nature of the army, and formally declare its name. These decisions would normally be made by the Senator who raised the original motion, but the task now falls to the newly-appointed Senator of Astolat, Éamon Ashenmourn de Cordraco. As well as a name, though, the senator must select the quality the army will carry.

Solen's Doubt.png

Damming the Doubt

  • Citizens of Spiral; Imperial Orcs; Imperial Conclave, Imperial Senate; Varushkan assembly, League priests in Spiral; Brass Coast and Urizen assembly

Plans have been raised to dam the River Doubt in Apstrus, as part of ongoing efforts to relieve the aridity of Icarion in Mareave. This is a major undertaking, and would result in portions of eastern Spiral becoming a sizable reservoir for the Doubt's waters. Some of that water would still wend its way through lower Apstrus down to the city below. There are significant other complications - but steps are already being taken to overcome these obstacles.

The Play that Came to Apulian

  • Spiral, especially dramaturges and citizens of Apulian; Oblivion Sentinel

There have been strange developments in Apulian this season, as if the city were under the effects of some strange conjunction or other. Dramaturgists in particular seems to be affected, magicians attempting to perform rituals find the personae seem bigger somehow, more powerful, while actors performing plays find their work affected by the personae in strange ways. One particular play, entitled "The Seven Companions" is receiving stellar reviews, though it's not clear if the performance is by the original troupe who first performed the play at Anvil or just some imitators who have stolen their work. While the effects appear broadly beneficial, not everyone welcomes them. In particular, the Rainbow Serpent - the eternal mistress of mysteries - appears to be growing increasingly agitated.

Our Eyes in Spiral

  • Vigilance assembly; League and Urizen citizens of Spiral; Oblivion Sentinel; Imperial Senate

In Spring last year, the Vigilance Assembly encouraged the faithful to travel to Spiral to look for threats to the Empire's rule. The mandate took advantage of the impact of the true liao consecration of the damaged basilica of the exemplar Berechiah. The obvious threat is the malign presence at the heart of Screed, but they could not afford to focus on the Black Plateau alone. Apulian is a major city now; any urban centre is invariably a hotbed of intrigue, but this used to be a Grendel city and the nation engages in espionage like other nations engage in sport. Then there is the presence of the Urizeni rebels in Cinion and Ankara. The initial expectation was these investigations would be rushed affairs that caused immense disruption, but it hasn't turned out that way. It seems that the Vigilant have taken a more thorough approach, one that has yielded results where there were results to be had, but has taken time to come to fruition. And so the virtuous make their reports...

A Box for a Sword

The City of Lead and Gold has been increasingly active in the Empire recently. The meetings with hawkers and traders who have sent a box of goods to the City to sell have grown in number, and after almost a year it seems the City feel they have learned a lot from the ritual. As a result, one of their heralds, an excitable individual called Crown has been in touch with the civil service at Anvil to let them know of some updated trading terms for the coming season. There's also a quite remarkable offer from the Autumn Realm relating to the nation of Urizen that causes quite a stir when it is casually delivered by the smiling herald.

Waiting for the Worms (Sarcophan)

The merchant-princes of the Sarcophan Delves - the bedelaar huisbaas - strive for neutrality. They are enthusiastic about trade with the Empire, but their neutrality is precious to them. Only by remaining neutral, they believe, can they be best positioned to trade anything, to anyone, at any time. This season, there is some discussion of the proposed Free Seas Pact; bad news for those trading with the Delves; good news for the deBruin Docks; and any number of other proposals, offers, and topics for discussion.

In the Flesh (Earl of the Groves)

The legendary Earl of the Groves, an inhuman monster - a manticore - makes its dwelling in the Untrod Groves. The creature does not appear to be overtly hostile and has reached out to minor Dawnish houses in Hope's Rest and Bitter Strand to talk to them of its shared ideals - of glory and Ambition and how the small houses of the Barrens might collaborate to become more powerful. The Earl's Council at Anvil rejected outright the idea that the manticore could be recognised as Dawnish in any way. While the earls were clear in their view, and that has carried some weight, it has not yet ended the debate amongst the people of Dawn.

The Shape of Things to Come (Silver Chalice)

The Golden Pyramid Conclave order has shown that by identifying the right site and building a resplendent lodge, the Conclave can create something truly transformational. At the Winter Solstice, the Silver Chalice accepted the offer of a the Parador of Silver Tears to draw up plans for a grand lodge of their own in Madruga, partially reflecting the commitment the magicians of that order undertook to help those displaced by the flooding of the Scorrero. Those plans are now complete; a unique edifice reflecting the manifesto of the order.

A Peerless Sacrifice (Highguard)

The Highborn Assembly have made great use of their peerless kinship by reaching out to other nations and finding ways to help and support them. They have also wielded the power of the virtuous crusade, with the generals of the nation inspiring their fellows with the power of their faith. The national assembly has been called to remind the Highborn of the achievements won and the importance of the cause, so as to continue supporting the Empire they were so instrumental in founding. The Assembly and the general are not the only Highborn who seek to support Virtue across the nation and the Empire; the benefactors of Highguard endorse a wide range of endeavours, but always with the intention of encouraging Virtuous behaviour in those they deal with and support. There is now an opportunity for their council to put some of their philosophical beliefs into practice.

Doing It (Challenge the Iron Duke)

It is the second season since Barien has unveiled the revitalised Challenge the Iron Duke. Once again, the eternal of Summer has laid out two challenges for those who attend Anvil to partake in and seek glory and reward. As always, the method of putting oneself forward for one of these challenges it o find a coven prepared to perform Challenge the Iron Duke on Friday evening once the summit starts. The two challenges are a gladiatorial fight against a Dire Astacid at close quarters; and a challenge of stealth and cunning against the spider-heralds of the Unicorn Prince.

Heralds of the City of Locks have been more active in the Empire since the ascension of Basileia in Autumn 386YE. Inevitably, this has resulted in opportunities for assassination, bribery, conspiracy, and espionage being freely offered to Imperial citizens. As Winter turns into Spring, the City of Locks shows no signs of slowing down in its pursuit of whatever advantages it can procure, either from mortals, or for them.

A Pillow of Winds (Faraden)

The Faraden families, and the Liege of the Five Winds, remain cautiously friendly with the Empire. Their lifeblood is trade, and the Empire is a wealthy and prosperous nation. It is, in theory at least, a match made in the heavens. This season, like any other, has brought a number of diplomatic developments including excitement about the invasion of Reinos; opportunities for lairy war-wizards to visit Anvil; luxuries and whelks; much interest in cows; Holberg market negotiations; and a lot of religion.

What Shall We Do Now? (Axos)

Imperial relations with the Citadels of Axos might actually be improving, but the path ahead is littered with bear traps. hard work has been done ine in Solokah; there is a thawing in relations with the Chambers of Issyk and both renewed enthusiasm for Imperial merchants coming to Axos and renewed concern about Axou merchants going to the Empire. Among other things there are discussions of politics and trade, exchange students, military missives, and of course the grand effort to cleanse the ruins of the sixth citadel of the terrible spirits that make them uninhabitable.

Eat Like Kings (Meraud)

  • Imperial Conclave; Summer magicians; Katrina Words and Leo the Rainbow Sage; Churnspire Adjutor; Archmage of Summer; Golden Chalice (?)

Shortly before the Autumn Equinox 386YE, Meraud apparently entered a period of crisis. Details are sparse, but the gates out of his demesne were all sealed from the inside and the eternal retreated to his tower, surrounded by many enemies. A message from a desperate herald was delivered to some Imperial magicians who had made use of the ritual From the Mouths of Babes, begging for the Archmage of Summer to send a pleniptentiary missive and ask for a parley. This was done, and Imperial magicians worked together to help restore the eternal's strength. Now Meraud is on the road to recovery, and wishes to make his gratitude known to those who supported him in his time of need.

The Final Cut

  • Imperial Synod

At the Autumn Equinox 386YE, four citizens publicly swore an oath to bear an aura of Peace for the coming year. Three of the citizens were cardinals of the Imperial Synod, and the fourth was acting as proxy to the Cardinal of Prosperity. All four were condemned as heretics and blasphemers by the Assembly of Vigilance. While preparations were made for the trial of the four at the Winter Solstice, the Imperial Synod passed several judgements related to it that ultimately lead to a mistrial being declared. Now, the choice made by those four, and the apparent difficulty the Synod has had reaching a consensus, has left the situation worsening.

Keep Talking (Bay of Catazar)

Foreign diplomacy is a difficult needle to thread. The foreign nations that border the Empire are often as prickly as a rose, without the sweet scent. There is no major developments in relations with the Iron Confederacy, the Jotun, or the Grendel. But a foreign visitor, an invitation to meet with interested parties, and a firm rebuttal have come from those nations respectively.

It is not just the great and the good of the Empire who come to Anvil each equinox and solstice. The tent-city that springs up around the Imperial Senate and the Forge attracts visitors from all over the known world, and beyond. Some are drawn by the promise of wealth, some by the need to find the wisest and the bravest to help them resolve their dilemmas, some seek to influence those who wield true power in the Empire, others come to celebrate and forge new relationships with those drawn to the heart of Imperial power. This season sees a diverse roster of folk announcing their intentions to visit Anvil, from orc entertainment entrepreneurs, to a representative of the Ketsov seeking to brief those aspiring to become Burgher of Ketsov of what they are letting themselves in for, to Freeborn priests and peculiar stargazers.

Some magic comes from outside the Empire, from the creatures of the realms, the eternals and their heralds. Sometimes they have boons to offer, sometimes they have demands to make. Here we learn of the doings of the realms, with something that could be relevant to any number of folk including some meetings, some conjunctions of the Sentinel Gate, some odd opportunities and eerie happenings.

Two Suns in the Sunset

  • Loyalty Assembly; Regario Dossier; Gatekeepers; and Fleet captains who took the Thwart the Blockade action

To the west of the Empire lies the Sumaah Republic and the Asavean Archipelago. Two great nations locked in war. Last season the Sumaash sent out a call to the Empire for aid to defend against the threat of the naval strength of the Asavean Plenum. In Asavea, the Loyalty Assembly have sent out the call for more potential allies to recruit in the Empire's mission to spread the Way there. And in the League, a cunning plan to repurpose a valuable resource towards uncovering information on potential allies.

Other Events

Not everything that happens in the world finds an easy space in the Winds of Fortune, but these events are no less relevant than those that present options and opportunities. Sometimes simply knowing what is going on around one is enough to make one powerful - or at least provide a useful ice-breaker when encountering someone whose ears are not quite so close to the ground. These events are discussed here, usually taking the form of informative notes about events that do not, by themselves, present an opportunity.

Several of these events have also been mentioned in the 387YE Spring Equinox interlude which often includes a little more detail.

Onward Skyways

  • An arcane projection has been cast on the Crucible of Fate to support the construction of the Skyways

Last season the Crucible of Fate was enchanted with an arcane projection of Autumn magic that supported the construction of the Roads of the Sky. The exact results are still being tallied by the civil service. Anyone in a territory where the construction is taking place is aware of the effect.

Dusk

  • For this event we are defining dusk as beginning at 21:00 and ending at 22:00
  • No bow or crossbow use in Anvil after 21:30 or on quests that start after this time

Our bow safety rules prohibit the use of bows and crossbows after "dusk". At this event we are defining that point as 21:30 each day. This means you cannot use a bow in Anvil after this time, or on a skirmish or quest that starts after this time.

The necromantic ritual Whispers through the Black Gate can only be performed for one hour around dusk - at this event that means the ritual can be performed at any time between 21:00 and 22:00.

A Bitter Strand

Last season, the Senate voted to cede the Bitter Strand and the Fangs to the Rahvin. The sept claimed the region and the mithril mine, and for now, the Rahvin are focused on planning for the future and reestablishing their settlements, aided by the subtle touch of Autumn magic.

The sept have a copy of a treaty provided to them by those citizens who came to visit them at the last summit. Some of the Rahvin leaders were killed in the attack, or never recovered from their wounds, but one of the General Utmar, accepted the treaty at least in principle. If the Empire formally pass this treaty through the Senate then the Rahvin agree to be bound by it.

The Barrens, it seems, may yet see peace at last.

From the Barrow

  • The Charnel Lord intends to send a loyal servant to Anvil at the Summer Solstice to discuss potential military arrangements with Varushka
  • He asks Morrigan Mortére to provide hospitality for the meeting at the next summit, which must happen after sundown in the Dawn camp.

Tasya of the Black Feathers, servant of the Battlefed, indicates that her master was most pleased to hear from Alderei the Fair and Magnus the Kind at the Winter Solstice. He believes that, since the intentions of all parties involved seem to align at least in principle, it would be prudent to arrange a meeting to discuss terms.

He shall send one of his most loyal servants, Plotikost of the Needle Jaw, to Anvil to speak with Alderei and Magnus next season to shape a shared vision of what the future could hold. He wishes such a meeting to happen after sundown, over the heart of one recently slain in battle. Crucially, Tasya adds with a modicum of embarrassment, the Varushkan wards mean that Plotikost will not enter the Varushkan camp. Besides, neutral ground feels more prudent for a negotiation of this nature. The Charnel Lord has instead tasked Morrigan Mortere of Dawn with providing hospitality for the discussion.

Good Icebarn Hunting

  • Big Icebarn has been hunting the monsters of Agramant in the Suaq Wastes
  • If Big Icebarn hadn't received enough support, it would have retreated back to Sydanjaa
  • The Artok was supported by more than ten thousand strength from the military units of Wintermark
  • Big Icebarn will remain another season if supported by at least three thousand strength from military units of Wintermark

Last season the Banner-bearer of Atkonaroq, Liv Tidgaring, sent Big Icebarn into the Suaq Wastes to hunt the monsters of Blood-on-the-Snow. Those Winterfolk who were hunting the monsters benefited from the Artok; the monstrous creatures couldn't help but be drawn to Big Icebarn.

There was some worry that the Artok would be forced north, back into Sydanjaa, if insufficient Winterfolk joined them in the hunt. It was estimated that around a thousand heroes would need to take part in the hunt in order to prevent Big Icebarn from being too battered by the monsters of the northern wastes. Fully ten times that number took to the Suaq Wastes, hunting the beasts of He-who-Whispers-to-the-Lost whilst, admittedly, staying clear enough away from Artok as to not get in its way.

Big Icebarn will continue on its way, carving a path through the foul creatures of the Wasteland, and if at least three thousand strength in the military units of Wintermark support it, it may remain another season.

Ring That Bell

The Council of Nine directs the Silent Bell to investigate Imperial farms, forests, or mana sites touched by the malign influence of Yaw'nagrah and to report on the Imperial citizens who have taken these illegal boons in the following nations: Marches, Varushka, Urizen, and Navarr

Last season, the Queen of the Forest laid out several boons and opportunities to Imperial citizens in response to a plenipotentiary sent by the Archmage of Spring, Ibiss Briarheart. The Silent Bell put down an offer to the Assembly of Nine that they would search for those who had accepted the boons and present a list to the raising cardinal at the next summit.

The Cardinal of Pride, Constanza i Kalamar i Guerra, funded the action, and so will receive a report containing the names of those in the Marches, Navarr, Urizen, and Varushka who accepted the gifts of the Green Mother.

A Shuttered Lantern

The Shuttered Lantern support the establishment of an office of the Regario Dossier in Vorlach. We send the order to assist with the same.

Last season, Naomi of Virtue's Rest presented the results of her appraisal on the Salt Lords. Part of that appraisal was a chance to use paid informants to expand the Regario Dossier into Shayeel, specifically Vorlach. Included in that opportunity was the chance for the Shuttered Lantern to support, removing the initial cost for establishing the office.

Naomi's expectation was that the Senate would use a motion to authorise the expansion; it would increase the upkeep of the Regario Dossier, so it would need the authority of the Senate. The work of the Shuttered Lantern has laid down the foundation for establishing an office in Vorlach, but it still requires a motion. If a motion is passed at the upcoming summit, then the initial setup cost would still be covered by the actions of the order, and the Regario Dossier would receive a report on the economic aid in the territory. Still, the increased upkeep of 8 thrones would remain.

Participation: Any member of the Shuttered Lantern can roleplay having been involved in the order's actions in Vorlach over the past three months. Appropriate stories would involve careful negotiations, tense discussions, and narrowly avoiding Grendel patrols. Vorlach is the wealthiest settlement in Shayeel; rich in mithril and other raw metals. Salt Lord Tearlag Brun rules over Vorlach, and there are rumours of them always being accompanied by a herald of the Autumn realm.

Matter of Sore Tolls

  • The Senate voted to institute tolls on the Blood Red Roads and the White Roads
  • The two road networks no longer boost the level of investment for farms and businesses in the affected territories
  • Businesses and farms in the affected territories will no longer benefit
  • The Senate's seasonal income has increased by one hundred thrones

Last season Else Van Temeschwar, a notable accountant with a talent for acerbic wit, put forward a suggestion for tolling the major roads of the Empire. These tolls aren't taxes, so - much to the chagrin of Magistrate Abraham - do not fall foul of the constitution's safeguards against excessive taxation. The Senate passed two motions last summit: one to levy tolls on the Blood Red Roads, and the other to levy tolls on the White Roads of Highguard. Neither motion was vetoed, and so the civil service has established tolling wayhouses for the wealthy travellers who use the roads. The Senate has seen its seasonal income increased by one hundred thrones a season, but the roads no longer function as great works. This means the effective level of investment for farms and businesses has dropped by one in any territory that previously benefitted from the roads.

Eyes of Loyalty

During the Autumn Equinox, the Marcher Assembly upheld a judgement of revocation of Hal Talbot, as Senator for Mitwold and cited "loyalty to his house but great disloyalty to his nation". This risked seeing the Assembly of Loyalty lose Eyes of Loyalty, as it was founded on opposition to the misuse of Loyalty in this way. The Loyalty Assembly upheld a statement of principle which made clear the stance of the assembly; "The loyalty assembly condemns the practice of holding people to loyalties against their will".

The Loyalty Assembly also upheld a mandate that called on Imperial dedicates of Loyalty to provide support to the missionaries in Asavea, and to encourage them to look for folk whose heart inclines towards bringing the Plenum down. As a result of enacting this mandate, the Assembly are unable to use Eyes of Loyalty until the start of the Summer Solstice 387YE. Hue and cry! They come from the deep, they prey indiscriminately, and they are very hard to kill. Citizens of the Marches, especially any living or with business on the coast of the Gullet, do not attempt to interact with the so-called "Husks of the Deep". Do not travel to the coast, do not travel along if you are on the coast, and seek the assistance of both shatter magician and a chirurgeon if you come into contact. Furthermore, this assembly directs the beaters to beat the bounds of the gullet's coast, offering assistance to all those needing it and dealing with the husks with poisons and venom if only absolutely necessary, as there is evidence they are still alive.

Husks of the Deep

  • The threat of the peculiar husks from the Gullet remains
  • Reports of attacks have somewhat lessened

Last season, there were reports of a small earthquake having occurred centred on the Gullet. Following this there were sightings of strange husks emerging and dragging folks into the sea. During the summit, the Roost's Reeve and Kjellen Saltmire were responsible for conjunctions to North Fens and West Marsh respectively.

Both groups suffered losses to the strange husks, but uncovered vital important information on their weaknesses, which were spread by a statement of principle in the Marcher Assembly. The danger remains, but the warning has caught on and - for now - seems to be in hand.

  • The Urizen of the Silver Flame are bound by treaty to offer a trade ministry to the Empire
  • They have presented an offer for a trade ministry, but have made clear they would rather support the Senators of Urizen

A year ago, the Urizen of the Silver Flame signed a treaty with the Empire that saw them recognised as foreigners and ceded the region of Cinion to them. As part of the treaty, the Silver Flame were bound to present plans for a trade ministry to the Empire within a year. They have now done so, presenting designs for a beautiful marketplace with mithril columns near the Spire of the Silver Flame. However. The artisans of the Silver Flame would rather focus on their own works, and would much rather know that their works were going towards those who have a voice in the Senate.

If the Silver Flame Market is not commissioned at the Spring Equinox, then the Silver Flame will instead provide each of the Urizen senators with a foci once a year. This would be received the season after they were elected, and could be used to enhance a ritualist's knowledge of a specific realm for the performance of a single ritual each day. The Silver Flame would continue providing these rings for as long as the Silver Flame are recognised as foreigners, and Spiral is not an Urizen territory. The incumbent senators for Morrow and Zenith, Sejanus of the Scarlet Guard and Herminius of the House of the Wanderer respectively, will be able to request their own foci following the Spring Equinox which will last until just before the Autumn Equinox and Winter Solstice 387YE respectively.

Find the Right Question

During the Winter Solstice, the General Assembly voted to uphold Judgement 34; endorsing the use of true liao by Nathair Autumngale to consecrate the Great Library of Hacynian. This consecration has encouraged the librarians to find the right question.

As an Imperial title, Singer of the Silence needs to be created by the Imperial Senate first to have relevant responsibilities. It is expected that such a title should have the responsibility to organise a parley with Night Singer and the Archives of Silence to try and unlock the potential of the enigmatic regio. It is still not clear what the benefits would be - but if they were successful, the title might be granted mystical abilities by the two eternals, akin to those abilities gained by the Guardian of the Maze of Zoria.

At minimum, the title must be appointed by the Wisdom Assembly and would need to be appointed each year. An administrative motion will be raised by the Speaker for the Senate to create the title. If passed, the Singer of the Silence will be available to elect during the Spring Equinox.

Participation: Anyone can have attended the consecration of the Great Library of Hacynian between the summits. Citizens from across the Empire attended, encouraged by judgements in the Vigilance Assembly and the Wisdom Assembly. Also in attendance are several attendants of the Vault of Silence, who appeared interested but remained separate from the proceedings. It is a good idea to look at the effects of the consecration of Wisdom for inspiration on how it might have affected your character.

Powers of Spring

  • Regrow the Land's Heart has been cast on Feroz with limited effect
  • The Rivers of Life flow in Kahraman, Mournwold, and the Barrens, encouraging indiscriminate growth and fertility
  • Foam and Spittle of the Furious Sea and Thunderous Deluge strike Redoubt but their effects are somewhat muted by Urizen magic
  • Fleets based in Redoubt have experienced a 2 rank penalty to production, and farms and businesses produce 72 rings less

Gentle rains continue to fall on Feroz. Last season they helped mend some of the scars left by years of exploitation by the rapacious Governor Rahab. They have done as much as they can in the wider territory, gentle as they are. With the attack on Oran they help soothe the pain of those caught in the war-zone between the Children of Wrecks and the garrison of Mora's Rock but achieve little else.

Further Spring magic is worked in Kahraman, in Mournwold, and in the Barrens. The Rivers of Life flow through these territories, bringing with them the healing power of the realm. Every drop of water vibrates with wholesome energies, and all save the most grievous injuries heal swiftly. As the seasons turn, the enchanted waters bring with them a burst of fertility in the beasts and plants touched by the magic causing a marked increase in the number of animals born, in the strength and vitality of plants and trees. This is not wholly a boon, however. The magic does not differentiate between domestic and wild, between helpful and harmful. While the crops planted by farmers may grow hardy and strong, so too do the weeds that choke them. While many lambs and kids are born healthy and hale, so too are wolf-puppies and mandowla cubs and lion-kittens, and mosquitos and flies. The balance of the natural world is set askew in Kahraman, Mournwold, and the Barrens - the good and the bad in equal measure.

Finally, there is the truly destructive side of the Primal Forest - terrible storms lash the coasts of Redoubt, and a Thunderous Deluge sweeps across the land. Imperial heroes may have prevented the Children of Wrecks from working the worst of their magic at the Ribbon of Salt, but they were not completely stopped. Their furious wrath strikes Redoubt - but thankfully the magicians of Urizen have taken precautions and the Pillars of Adamant protect many of the great works and structures that might otherwise have been at risk. Indeed, the enchantment has also attracted significant attention from the koboldi of Adamant as mentioned in the Is there anybody out there? wind of fortune.

Hammers in Karov

  • Karov has been enchanted with the Hammers of Fury
  • This speeds the mustering of a new Imperial army
  • It also reduces the ingots produced by each mine in the territory by 2, but grants a pawn of Autumn vis in their place

Since the Winter Solstice, the power of the Autumn realm has been focused on the Varushkan territory of Karov. The Lyktan coven has invoked the Hammers of Fury to speed the mustering of a new Imperial army there. This magical service provided by the City of Fire and Stone enchants the forges, foundries, and smithies throughout the territory, infusing them with the heat of Shikal's forges to help them forge arms and armour with supernatural speed. It also sends traders from the Fire Mountain to acquire more resources, meaning that mines throughout the territory have seen their production of metals reduced by two ingots, but in their place the mine owners each gain one pawn of Warm Ashes - Autumn vis.

Any character with a mine in Karov, or anyone whose character is a smith or trader, might have interacted with these heralds about their business. They are courteous, but aloof, creatures often with metallic skin and obviously supernatural features such as gemstone eyes, multiple arms or legs, or hair and beard of rippling flame.

Hand of the Black Dhomiro (Necropolis)

  • The Hand of the Dhomiro protects Necropolis
  • Personal resources will not be impacted by raiding forces or plundering armies this season

During the Winter Solstice, the Virtues of Autumn coven of Highguard laid an Autumn magic enchantment over the coastal territory of Necropolis. The Hand of the Dhomiro is familiar to many in the Brass Coast, a clever working that protects the from raiders and thieves until the Spring Equinox. It works subtly to protect individual wealth, or at least a portion of it, from being forcibly taken. Those attempting to flee or traverse the region likewise find themselves subtly guided towards the best path to avoid enemy patrols, and their circumstances subtly adjusted to help them make an escape. The magic won't prevent the most obvious or largest valuables being stolen from a wagon, business, or home - but may cunningly protect smaller valuables, purses of coin, jewellery, or other trinkets from being taken.

In the event, there are no raids against Necropolis. The magic still works however, and there has been a marked decline in theft, robbery, and burglary across the territory. That said, given this is Highguard, there isn't exactly a lot of petty crime in Necropolis in the first place - but the magic still does its job. Paradoxically, there's no increase in the number of actual arrests made by the militia - while thieves may find it harder to perform their unvirtuous deeds they still find it easier to evade capture and pursuit. Sometimes Autumn magic takes with one hand even as it gives with the other.
