Ossegrahn once supported the Greenwatcher in their efforts, but he has since turned his back on the Empire.

The Greenwatcher is an Imperial title that serves as custodian of the Greenwatch in Casinea. The motion to construct the Greenwatch was passed during the Autumn Equinox 385YE.

The Greenwatch was once supported by the followers of Ossegrahn, and indeed, the original opportunity for the construction was presented by heralds of the Cupbearer during the Spring Equinox 385YE. More information on the opportunity can be found in the Rain king wind of fortune.

Since Lord Rain turned away from the Empire shortly before the Autumn Equinox 387YE, the Greenwatcher has been without a patron. The title still retains its responsibilities as before: to strive to prevent the vallorn from harming people of any nation, whether Imperial or not, and defend the Greenwatch.

Responsibilities

The Greenwatcher has a number of responsibilities; they are charged to strive to prevent the vallorn from harming people of any nation, whether Imperial or not. They are also expected to actively work to warn others of the danger presented by the vallorn and ensure they take its threat seriously. Finally, if the Greenwatch were to come under threat, it would be the responsibility of the Greenwatcher to deal with those threats.

The title technically also has the responsibility to use the tools provided by Ossegrahn to help destroy the vallorn, but that responsibility is no longer relevant, given that they no longer receive tools from the eternal.

Powers

As of the Spring Equinox 388YE, the Greenwatcher has no legal powers.

Appointment

The Greenwatcher is appointed during the Spring Equinox each year by unanimous decision of the senators of Highguard. If a unanimous decision cannot be reached, the title may been appointed by the Senate instead.

The title can only be held by a citizen of Highguard. They can be revoked by the General Assembly, the Highborn National Assembly, and by the Assembly of the Nine.

Constitutional Note

  • The appointment method of this title is unconstitutional, it does not follow a well-worn path
  • The title can operate and be re-elected normally
  • The title cannot be amended by the Imperial Senate without also addressing the issue of the unconstitutional appointment method

The appointment method of this title has been determined to be unconstitutional following a review carried out by the Constitutional Court. The title ought to be appointed by the members of the Vallornguard. This status does not impact the use of any legal powers the position has and the title will be re-elected normally. However the title should not be used as an example of a well-worn path for a position with these responsibilities and it would not be possible to make any legal changes to the title (as the result of an opportunity or otherwise) without either addressing the issue of who appoints that title at the same time, or amending the responsibilities of the position so that it was clearly outside the remit of the sodality.
