Overview
The Exarch of Virtue's Rest is an Imperial title awarded to a citizen of Highguard. The motion to remodel Virtue's Rest was passed by the Imperial Senate in Winter 386YE. The Exarch of Virtue's Rest is responsible for supporting the supply and provision of Highborn armies, and helping to ready the territory of Bastion for the war against the vallorn. Responsibilities
The Exarch of Virtue's Rest has a responsibility to support the supply and provision of Highborn armies and help ready the territory of Bastion for the war against the vallorn. In addition, if Virtue's Rest, or the Highborn who run the hostels, were to be threatened in any way, it would be the responsibility of the Exarch to deal with those threats.

The Exarch of Virtue's Rest receives twelves doses of liao each season.
Appointment
This title is appointed during the Spring Equinox. The Exarch of Virtue's Rest is appointed by citizens of Highguard who control congregation personal resources. The larger the congregation an individual has, the more votes they can allocate in support to a candidate. The voting is handled by the civil servants in the Bourse.
Only a Highborn citizen may hold the title. They do not receive a seat on the Bourse. As a title appointed through the Bourse they cannot be revoked by the Imperial Synod.
