Overview

This briefing was prepared for Thaumiel of Steeplechase Toll, Ambassador to Jarm, and presented at the Autumn Equinox 388YE. It will be made available to any citizen who requests it following the summit. It is intended to be read in conjunction with the If we never meet again wind of fortune. As an ambassadorial briefing, it takes for granted a degree of understanding of political matters that might prove opaque to casual readers.

Cold Sun

  • The facts around the Lantir incursion have been spread far and wide by the Principalities of Jarm
  • The Commonwealth has been forced to accede to Jarmish demands for a ceasefire so they can focus their efforts on Cold Sun
  • A Senate denunciation of the Commonwealth would be very well received indeed by the House of Princes

Lord-Magister Trescher is as complimentary as he has ever been in his response to the Ambassador's evidence regarding the Commonwealth agents behind the destruction of Lantir. He commends the Ambassador and the Empire as a whole, and barely bothers to ask exactly how Imperial citizens came by this information. The Jarmish have a very realistic attitude to espionage, and likely assume the Empire found the information out via magical means.

The revelation that the Commonwealth was behind the incursion has put the Jarmish in a position to demand a ceasefire, and left the Commonwealth with no option but to agree. Many Jarmish princes were quietly convinced that the incursion of Cold Sun simply had to be an act by one of their own, so the opportunity to pin the deed on the Commonwealth has been a huge win for them. The fact that it comes from a third-party - and one largely seen as favouring the Commonwealth to date, has added weight to the revelation and made it impossible for the Commonwealth to deny. The Jarmish would never have got evidence of the Commonwealth's failure if the Empire had not chosen to release the information to the world. The decision of the Imperial diplomatic team to publish their findings has significantly improved the Empire's standing with Jarm.

The civil service note that this offer appears quite legitimate. Jarm has gained considerable political capital from the Empire's revelations. If they had uncovered the plot themselves and exposed it, there would have been plenty prepared to assume they were lying by trying to implicate their known enemies. That this news came from the Empire - who are seen as the Commonwealth's allies - means that nobody anywhere is questioning its veracity. A denunciation would further cement the Jarmish position of course, albeit at the cost of burning more bridges with the Commonwealth.

Imperial Mercenaries

  • The House of Princes invites Imperial mercenaries to help fight against Cold Sun in Jarm

The Jarmish have not invited Imperial mercenaries to fight with them in a generation or more - well aware of the political divisions between the Empire and the Principalities. They have never been facing an enemy as cut-and-dried as Cold Sun however. There are no complex ethical issues around fighting the scions - warriors who literally want to destroy everything and everyone in existence. Still, the civil service cautiously speculate that the mere fact they are inviting Imperial soldiers to fight in Jarm at all indicates a shift in their attitudes to the Empire.

In the immediate future, Jarm will focus on driving Cold Sun out of their own territory and that of the smaller nations still allied to them and making sure they do not claim any more. The civil service are of the conservative opinion that it will take at least another year for them to deal with the scions in the Commonwealth - who by all accounts continue to pour into Lantir. That would then leave the question of how to deal with the scions in the now-devastated territories between the two great powers, and the gate in Lantir itself. From information provided by Conclave Orders, the prognosticators suggest it might take another year after that to finally drive Cold Sun out entirely - assuming nothing further went wrong.

If at least 10,000 effective strength of mercenaries travel to the Jarm this season it would reduce the time needed to drive Cold Sun out of their lands by one season and leave them in a better position if hostilities resumed with the Commonwealth. Beyond that, it's impossible to make any assessment of the impact of mercenary units apart from to say that whichever nation deals with the threat to their own lands first will be in a much stronger position when it comes to dealing with the independent states threatened by Cold Sun.

Trade Matters

  • Imperial captains can no longer trade with the port of Radosmo in Zemelslo

The decision to end trade with Zemelslo does not seem to have caused much of a stir in the House of Princes who have bigger fish to fry. "A failed opportunity" is as much as Lord-Magister Trescher is prepared to say. The politically ambitious Prince Mila is the only one who appears to have taken much notice of this development.

According to several letters sent to the embassy, Prince Mila's next endeavour is to use the City of Gold and Lead as go-betweens, as part of an effort to show the Empire that they want Jarmish goods (whether the Senate likes it or not). For some reason the prince calls out the "wisdom of Ibiss Briarheart and the Urizeni" as proof that there is interest in Jarmish trade.

Order of the Celestial Arch

A Celestial Arch

  • The Celestial Arch remain engaged in the Principalities of Jarm
  • The Grandmaster has the opportunity to seek out allies among the Magician-Princes

As previously mentioned, Lord-Magister Trescher compliments the Celestial Arch and their realistic attitude to politics. He appears to have spoken personally with some of the representatives of the order and approves of their attitude. It's clear that he is aware the Order is working to build connections with Jarmish magicians but unaccountably seems to lack any of his usual opposition to Imperial influence in the Principalities. Indeed, it appears he may be tacitly encouraging it. As long as the Celestial Arch are careful and do not overplay their hand, they are likely to remain welcome in Jarm at least until Cold Sun is dealt with - and as long as the grandmaster chooses to leave them there.

The civil service note that the Celestial Arch is likely being accepted because they mostly present themselves as peers to the magician-princes and have so far avoided matters related to the usual bugbears the Jarmish have with the Empire - slavery and religion. The Principalities are a deeply political nation, with magicians manoeuvring against one another for prestige and power all the time. The Celestial Arch is seen by many as fitting into the "Maze of Princes" or the "Great Game" in a way that righteous missionaries and angry abolitionists have never managed. If the Ambassador wishes to support this approach, encouraging the Celestial Arch to be cautious around the two key issues is likely to be the way to go.

Order of the Sevenfold Path

Sevenfold Virtue

  • The Sevenfold Path continues to make the acquaintance of the Convocation of Virtue

The Sevenfold Path continue to meet with the Convocation of Virtue and bolster ties. For the most part the Magician-Princes seem broadly disinterested. As long as the magicians of the 'Path continue to fight Cold Sun the Jarmish reticence to poke into religious matters is very much playing in their favour. Even the establishment of a pilgrim house in Apulian has not caused comment from the House of Princes.

As with the Celestial Arch, however, the civil service caution that this could be brought to a sudden halt if the Sevenfold Path present themselves as a danger to Jarm or its traditions. Discussing the Way and virtue with their counterparts in Jarm is unlikely to attract attention; attempting to encourage those magicians to become politically active or start pushing virtue on their neighbours will lead to an immediate clamp-down both on the order (who can at least retreat back to the Empire) and the Convocation (who cannot).

Note: As already noted, Lord-Magister Anton Trescher has suddenly started asking questions about the Sevenfold Path presence in the Principalities. There is speculation that someone has drawn attention to the ongoing efforts by the order to befriend the Jarmish followers of the Way.
