The commissioner is usually selected by the senators of their nation but in rare circumstances it is possible for them to be elected by the Imperial Senate. Although the commissioner is not a member of the Senate, they have powers comparable or greater than those of a senator - and any constructions they intend to commission must be announced in the Senate.

The title was created at the Winter Solstice summit of 379YE.

A sinecure or ministry automatically creates an Imperial title to oversee the commission. The new title is a national appointment by the Senate.

To use this power, the commissioner must provide an announcement to the Civil Service, who present the decision to the Senate. No voting is possible by the Senate at this point, as the power has been delegated to the commissioner. The Imperial Synod may, however, choose to exercise their veto over the commissioner's decision.
