Overview

The Quaymaster of the Municipal Docks is an Imperial title awarded to a citizen of the Brass Coast. Construction of the Municipal Docks was proposed by Eulàlia i Phovas i Riqueza, as the Senator for Madruga, during the Winter Solstice 387YE. Construction was completed shortly before the Autumn Equinox 388YE, hastened by an arcane projection being performed on the territory during the Spring Equinox 388YE.

Responsibilities

The Quaymaster of the Municipal Docks is responsible for overseeing the operation of the docks and protecting them from attack. Traders at the docks, especially from the Commonwealth, will likely look to the Quaymaster for aid in the first instance. If the docks were to be threatened in any way, it would be the responsibility of the Quaymaster to deal with those threats.

Powers

Commonwealth Traders

Trade Purchases Volkavaar
50 rings1 Hero Stones
6 crowns2 Hero Stones
Trade Purchases Leerdam
36 rings1 draught of Clear Headedness
4 crowns2 draughts of Clear Headedness

The Quaymaster of the Municipal Docks has access to a ministry. The Quaymaster can purchase hero stones and Draughts of Clear Headedness from the Commonwealth traders of Volkavaar and Leerdam respectively, for set prices. The Quaymaster makes their decision on how much money to spend during downtime from their character page. Money is removed from, and resources are placed into, the character's inventory when the downtime is processed.

Redirect the Wealth

The Municipal Dock serves as a great work that increases investment in fleets which undertake trading, questing, or raiding voyages, and businesses in Madruga.

If an appropriate opportunity has been identified by the Civil Service, the Quaymaster may redirect the wealth of the Municipal Docks towards a specific situation in which the wealth would be of use. To use this power, the Quaymaster provides an announcement to the Civil Service, who present the decision to the Senate. No voting is possible by the Senate at this point, as the power has been vested in the Quaymaster. The Synod may, however, choose to exercise their veto over the Benefactor's decision.

If the bounty of the docks is redirected, then it will provide no benefit to the fleets and businesses of Madruga, nor will the Quaymaster be able to purchase goods from the Commonwealth traders for as long as the redirection is in place.

Appointment

The Quaymaster of the Municipal Docks is appointed during the Spring Equinox. The Quaymaster of the Municipal Docks is appointed by citizens of the Brass Coast who control fleets. The voting is handled by the civil servants in the Bourse.

Only a Freeborn character may hold the title. They do not receive a seat on the Bourse. As a title appointed through the Bourse they cannot be revoked by the Synod.

The Title in Play

The role does not provide additional information about events in the Empire, nor allow the player holding it to request special reports or downtime actions. These details are assumed to be below the abstraction layer. The title holder is encouraged to create their own stories about their activities within reasonable limits and to get involved in events appropriate to their title during the game, but they do not have any powers beyond those explicitly listed in the section on powers.

These details exist partly to provide context and character to the role - and partly to allow our writers to use the title as a plot hook. Plot that involves the position will be rare - but all the campaign positions in Empire have these details to create the potential for it to happen.
