"Sure, but you have to point out that there's a fully funded army in there. Second, yes it would cost more thrones but so does anything. This is why I never take the jobs to build in marshes, by the way, I hate having to do the extra numbers to take into account hauling through the slop." Marcelo liked numbers when they made sense, like the dimensions of a room or how dig to sink foundations to keep a tower from collapsing, but Matthias had always had a better head for these kinds of numbers.

Overview
When Feroz was reclaimed by the Empire, it was clear that the ruthless leadership of Governor Rahab had driven the territory to financial ruin. Some suspect that Rahab had been tasked with squeezing every ring he could from the populace, selling herds that had been raised over generations for quick money. Aided by the appraisal proposed by Lizzie Stamp of Bildewold, as then Senator for Bregasland, the Freeborn and the rest of the Empire have already managed so much - it's hard for some to imagine now that the docks of Oran were once in such a state of disrepair that all but the smallest of ships were forced to wait for days for a berth.
But more can always be done! The Prosperity Assembly have encouraged the Prosperous to make the journey to Feroz and see what can be shared with those who need it. This has spurred its own response, Marcelo i Porfirio i Guerra, a Freeborn architect argues that what the Empire really needs is further investment in the nation's labourers and architects to draw more people to these jobs.
A Fair Wage

During the Spring Equinox, the Prosperity Assembly made their highest calling clear with a statement of principle raised by Heilyn Bronwen's Rest, former Basilisk of the Bourse and Benefactor of the Empire. Last season, the assembly upheld a mandate raised by Ivana Petara Vodjavic, the Prelate of the Little Mother, to send Katya Vasillova Reznikov, the Gatekeeper of Prosperity, to Feroz to help the territory rebuild.
The most immediate problem to face is that a large portion of the territory still feels abandoned by the Synod. Such a thing would need to be addressed, and Ivan Veralova Esskvich has drawn inspiration from the statement of principle of Vivane Knotes upheld by the Prosperity Assembly during the Winter Solstice 386YE to propose a mandate that would do just that.

Synod Mandate, Prosperity Assembly
If this mandate is enacted, it will immediately remove the abandoned quality from both Oranseri and Afarjasse. At the same time, it will increase the labour costs for all new commissions in Feroz to four crowns a wain starting at the Winter Solstice 388YE, until no region in the territory has the impoverished quality. This would improve the lives of those who live in Feroz; increasing the amount of money flowing through Feroz to those who stayed and those who have returned. It would steadily increase the number of people settling in the territory, but would not remove the impoverished quality from Oranseri or the Cazar Straits.
What's Good for the Goose
The Prosperity Assembly wish to encourage the citizens of Feroz to not accept poverty wages. Those who can pay for services, should. The people of Feroz should not accept a lesser payment for the same works in Casinea or anywhere else.

One Freeborn architect, Marcelo i Porfirio i Guerra, has been inspired by the statement of principle raised by Mabel during the last summit. Marcelo believes that the suggestion of Ivan Veralova Esskvich is good - that the people of Feroz are clearly deserving of more help - but it should also be true that nobody should accept a lesser payment for the same work in Casinea as in Feroz.
Marcelo has been happily utilised by the civil service for almost a decade, brought on just before the Civilian Commissioners were abrogated, and has enjoyed his time working on the variety of commissions passed by the Senate. The labourers and architects who work to build the Empire's commissions are not badly paid by any means but any increase in wages would be bound to attract more people to the profession.

Synod Mandate, General Assembly
If this mandate is enacted, it will permanently increase the labour costs for all commissions to four crowns a wain. This would only take effect for commissions that were passed or announced starting from the Winter Solstice 388YE - those already underway would not have their costs increased, but it would affect existing opportunities that had not yet been commissioned. In addition, the increase in available funds will see a surge in enthusiastic labourers and architects, increasing the number of commissions available to the Senate by two, to fourteen. Of course, if the mandate is not enacted with a greater majority, it won't affect commissions wholly in Varushka, Urizen, or Wintermark territories, but if that were the case, there would almost certainly be an opportunity in each of those three national assemblies to enact a similar mandate.
Interestingly, this mandate would not affect Feroz due to its populace's feeling of being abandoned, only the mandate before the Prosperity Assembly can enact change in that territory. If both mandates are enacted, then the increase in labour costs in Feroz would not decrease once all regions lost the impoverished quality; it would also be a permanent change.
