Voice of the Horizons

Overview

The Voice of the Horizons is an Imperial title appointed by the Conclave. Created during the Autumn Equinox 387YE, the motion was proposed by Sejanus of the Scarlet Guard, the senator for Morrow. The Voice of the Horizons serves as part of the Conclave to advise the Conclave on the implications of doing so, and to liaise with ambassadors during negotiations involving the dissemination of rituals.

Responsibilities

The Voice of the Horizons is responsible for overseeing the dissemination of rituals from Imperial lore, advising the Conclave on the implications of doing so, and liaising with ambassadors during negotiations involving the dissemination of rituals to foreign nations and groups outside the Empire.

Powers

Dissemination

The Voice of the Horizons is empowered to raise a single Declaration of Dissemination each summit to the agenda for debate during a Conclave session. The Civil Service will provide the Voice of the Horizons with a single writ - to submit their declaration to the Conclave agenda they should complete the writ and hand it to the office of the Prefect of the Conclave at least one hour before the Conclave session begins.

Unlike a grandmaster, the Voice of the Horizons is personally responsible for any presentation. While a proxy may be appointed to deliver the presentation, their declaration is recorded as having come from the Voice of the Horizons.

Appointment

The appointment, replacement, or removal of the Voice of the Horizons is made by the Declaration of Candidacy as part of a Conclave session. The Voice of the Horizons serves until they are replaced by another magician using the Declaration of Candidacy. As a title in the Conclave, they cannot be revoked.
