Overview

This briefing was prepared for Ambassador to Otkodov, Ambassador to Otkodov, and presented at the Autumn Equinox 388YE. It will be made available to any citizen who requests it following the summit. It is intended to be read in conjunction with the The little things wind of fortune. As an ambassadorial briefing, it takes for granted a degree of understanding of political matters that might prove opaque to casual readers.

The War in Ulnak

  • The Dragons have agreed a peace treaty with the Druj for six months
  • This decision is partly a reaction to the perceived lack of Imperial support

The Thule have received a degree of military support in their campaign against the Druj in the the Forest of Ulnak. They have managed to hire a number of Imperial mercenaries to fight for them, but have been forced to pay accordingly. They haven't received any support from the Military Council and they understand the ambassador to the Thule to have indicated that this is because the Dragons did not provide the Empire with sufficient incentive to offer aid.

This response has impacted the decisions that the Dragons have taken. It is clear that they are disappointed by the Empire's approach and while they are too proud and aloof to make an issue of it, it is apparent that they expected more.

As a result, they have negotiated a peace treaty with the Druj that freezes the current borders in place between the Thule and the Druj for two seasons. It appears that the Thule have got some, or all, of what they came to Ulnak for, and do not see any need for any further at this time. It is a remarkably short peace treaty, a mere two seasons, which is notable, but the Thule seem confident that the Druj will be eager to extend the treaty if the Thule allow it. The fact that they haven't agreed to a longer treaty is likely a deliberate choice of the Dragons.

Magical Coordination

  • Coordinating magic in shared territories is possible but will not be foolproof

Obviously the civil service have presented guidance on how opportunities might be put together with an eye towards ensuring the Thule, or any other foreigner, might be aware of what is proposed and given a chance for reply. The process will not be foolproof - foreigners within the Empire's boundaries may not respond in a timely manner for example - but every effort will be made.

There is an old adage that one civil servant wishes to remind the Ambassador of which suggests it is often easier to ask for forgiveness than permission. Most treaties allow provisions for negotiating reparations after one side injures the other. Few foreign nations would escalate from an unexpected magical enchantment to open warfare for example.

The risk is that by asking the Thule, or anyone else, for their opinion before the fact is that it creates an expectation and a measure of what can only be called "premeditation." If the Thule say they do not want the Empire to perform Hand of the Dhomiro in Ossium, but the Empire goes ahead, then the Thule will be made more angry by the fact the Empire ignored their wishes than they might have been if they had simply not mentioned it in the first place.

Circle of Zulgan Tash

  • The Dragons intend to deal personally with the Circle of Zulgan Tash

Runa Who-Speaks-For-The-Dragons-Undivided wishes to inform Ambassador Kindra that the masters of Otkodov intend to deal with the matter of the Circle of Zulgan Tash, the Painted Caves, and the Malachite Casket themselves. Runa thanks the Ambassador for their efforts in mediating this situation but it seems clear that this has become a matter for wizards rather than diplomats.

It sounds ominous, but Runa provides no further information beyond assuring Kindra that whatever response the Dragons decide on will certainly be for the best, and in line with any existing treaties.
