Keeper of the Splintered House
Overview
The Keeper of the Splintered House is an Imperial title awarded to a citizen of Navarr. Construction of the Splintered House was announced by Ciapek Splintered Oak, as Bearer of an Imperial Wayleave, during the Winter Solstice 387YE and construction was completed shortly before the Spring Equinox 388YE. The Navarr wayhouse stands in Utterlund in Holberg. As a Navarr wayhouse, Splintered House supports Navarr living in Holberg. This means that the civil service can find Navarr characters a new resource in the territory for the normal cost; such resources do not suffer the usual problems with being established in a different nation; Navarr living here gain all the regular benefits provided by great works; and they can participate in the election of a specific Navarr senator.
Responsibilities
The Keeper of the Splintered House is responsible for protecting the wayhouse. If the wayhouse, or travellers using the wayhouse, were to be threatened in any way it would be the responsibility of the Keeper to deal with those threats. Likewise, if any particular opportunity were to arise related to the wayhouse, the Keeper would expect to be consulted as to how that opportunity might be resolved.

The Keeper of the Splintered House has custodianship of a sinecure. They receive an income of one throne, six crowns, and eight rings each season.
Appointment
The Keeper of the Splintered House is a national position appointed by unanimous decision of the senators of Navarr.
The Keeper has tenure and serves until they die or step down. They can be revoked by the General Assembly, the Navarr Assembly, and the Assembly of the Nine

Recent Elections
This title is currently held by Ciapek SplinteredOak. This title has tenure, the occupant may hold the title until it is revoked, they die or they relinquish the position. The table to the right shows the citizens who have been elected to hold this title in the years since Empress Britta died.

Named for the Splintered Oaks striding, the Splintered House was constructed with the ideals of standing together to build something greater in mind. The wayhouse welcomes all, be they crafter, broker, or simply a Navarri without a striding seeking a place to stay
Built in Utterlund, a forest that at one time served as a hunting preserve that has been marked by change and Spring magic, the Splintered House brims with the energy of hustle. Brokers bring their goods and services through to the "Greatest City of the League". Built as a trading market to showcase Navarr talent, it is often surrounded by sprawling tents, stalls, and ox carts, with the maze-like routes managed by residents of the wayhouse, who work to ensure Prosperity for all who frequent the ever-changing traders.
