Ambassador to the Sumaah Republic
Overview
The Ambassador to the Sumaah Republic is an Imperial title. It is an Imperial position appointed by the Imperial Senate. The Sumaah embassy to the Empire stands in the Highborn city of Necropolis, while the Imperial embassy to the Republic is built in the port-city of Zemeh.
As a nation that in theory at least shares the Empire's faith, relations with the Sumaah Republic have been subject to significant ups and downs over the years. Indeed, increasing dissatisfaction with the Empire culminated in a declaration of war by the Republic in late 379YE. That declaration was rescinded during the Summer Solstice 382YE, but at the same time the Sumaah declared themselves the custodians of the Way and denounced Imperial claims to authority over the religion. In recent years, relations with the Republic have significantly improved, partly due to their shared interest in the Liberty Pact but also due to a cordial agreement to separate the Imperial Synod and the Sumaah Synod. At the moment, relations are quite positive.
Prior to the Winter Solstice 387YE, the Ambassador was able to purchase goods from merchants and those seeking favour. This was changed, along with the rest of the ambassadors, when the Senate voted to amend the embassies to end the practice, removing mercantile support and the upkeep costs at the same time.
Responsibilities
The ambassador is expected to represent the Empire in relations with the Sumaah Republic. They have all the responsibilities common to an Imperial ambassador. As such they are responsible for representing the Empire to the Republic, and to a degree vice versa. They are presented as the primary contact for any official Imperial business relating to the Sumaah, so their letters carry much greater weight and importance than anyone bar the Throne. They are expected to conduct or oversee any treaty negotiations with that nation, and receive official delegations. The civil service will direct representatives and citizens of the foreign power to the ambassador wherever appropriate.

The title has all the common powers of an ambassador: they can receive a formal delegation, and may prepare a treaty.

Appointment
The Ambassador to Sumaah is an Imperial position appointed by the Senate. Any Imperial citizen can hold this title, and the ambassador serves for a year. They can be revoked by the General Assembly and by the Assembly of the Nine.
Ambassadorial Lore
Sumaah Embassy
The embassy of the Sumaah Republic is found in the Highborn city of Necropolis in the territory of the same name. After a false start in Winter 378YE, the Senate eventually commissioned the embassy in Spring 379YE. The project was dogged by problems, and not completed until shortly before the Spring equinox 380YE. This delay exacerbated the growing fury of the Sumaah Republic towards the Empire, which culminated in the declaration of war by the Republic in late 379YE.
The white granite compound is built after the Sumaah style - a central five-tiered ziggurat surrounded by several single-story buildings nestled in extensive gardens. The embassy staff are primarily representatives of the High House of Pride, although the other assemblies and the House of the People are also represented. Dressed in the white robes the Sumaah favour when travelling abroad, they are a regular site at the various sites of spiritual importance around the city and regularly engage in pilgrimages to inspirational locations around the Empire.
The Imperial embassy to the Republic is built in the coastal city of Zemeh, and much like its counterpart is constructed in a distinctly Imperial style that owes much to Highborn tradition. The civil servants posted there report a great deal of attention from the High House of Vigilance, but also suggest that the obviousness of their interest is actually a nod toward the good relations between the two nations - they don't attempt to hide the fact they are keeping an eye on the embassy.
Sumaah Ambassador
The Sumaah ambassador to the Empire is Oxtitocszin, who holds the rank of Censor of wood, metal and stone and is a member of the High House of Pride (the Sumaah equivalent of the Pride Assembly, but with significantly more responsibility and leeway to pursue foreign diplomacy). They advise not just the Sumaah präster, but the House of the People (the Sumaah equivalent of the Imperial Senate). By all accounts they are an even-handed, level-headed individual, and a devout practitioner of the Way.
Ambassadorial Briefings
As discussed in the 388YE Autumn Equinox wind of fortune So little I wanted, so little I got, the civil service have recently reinstituted Ambassadorial briefings. At least in the short term, the civil service have resumed furnishing Imperial ambassadors who are supported by embassy staff with individual briefings where necessary and appropriate. To maintain transparency and preserve continuity, the briefings are made available to those who wish to review them after the summit where they are delivered, in a similar way to which historical research is made public. Only those elements of a briefing that are specifically personal to the ambassador may be removed, and only where they are clearly not of interest to the Empire. At the end of the year, this procedure will be reviewed again, to ensure that it is fit for purpose.
