Statement of principle

The following statements of principle were presented to the assemblies of the Imperial Synod. Those statements which achieved a Greater Majority will be distributed to appropriate assemblies.

Judgement 7

  • Assembly: General
  • Raised By: Storyteller Goran
  • Judgement: As our knowledge of the Way expands and changes, so must the Imperial Synod. A reformation is required to determine how priests attend virtue assemblies. The ability to perform liao ceremonies does not make a priest. The ability to be dedicated to a virtue does not confer knowledge of that virtue. Belief in the Way, and the will to guide others makes the priest. Dedication to a specific Virtue is not, and should not, be required to preach a Virtue to a congregation. We call upon the Synod to support this reformation - that all priests should be allowed to follow the call of their souls and spirits, and attend the virtue assembly that calls to them.
  • Outcome: Upheld, 1063-610

Judgement 8

  • Assembly: General
  • Raised By: Aspar
  • Judgement: The virtuous apply what they have learned; Wisdom knows all knowledge is incomplete. Let every word you speak carry meaning; do not use forty when four will do. Wisdom is not always knowing the answer; Wisdom is finding the right question. Test what you learn; only fools accept hearsay as truth. Despise folly and chastise the fool that spreads it.
  • Outcome: Upheld, 984-208

Judgement 9

  • Assembly: General
  • Raised By: Galene Netherwatch
  • Judgement: The Way teaches us to use what we have, and take action when needed. Many members of the Synod do not use their votes during Anvil summits, instead wasting them and putting the burden of acquiring larger majorities on the rest of us. Thus I propose that those who do not wish to vote during an Anvil summit declare themselves to the Civil Service beforehand, that their votes are eliminated from the total number.
  • Outcome: Upheld, 1250-470

Judgement 11

  • Assembly: Navarr
  • Raised By: Quinn Eternal
  • Judgement: We, the guides of the Navarr national assembly, encourage increased sharing of knowledge, tools, and resources with our Highborn siblings to further improve Highguard's effectiveness in fighting the vallorn. Only together can we look to vanquish the vallorn. The Highborn elected in loyalty and vigilance to change a part of their national identity over the course of 382YE. Since then, the Grey Pilgrims have taken up the mantle of walking the trods to aid in the weakening of the vallorn, helping combat the greatest spiritual threat to the Empire. But as a nation, Navarr can offer so much more to both the Grey Pilgrims and the people of Highguard. We encourage all Navarr to seek out and offer their collective wisdom, knowledge, and experience to all Highborn with how to most effectively equip and train themselves to fight the vallorn. This statement is considered to be complementary to the statement raised in the Highguard National Assembly by Shiloh of the Dauntless Light.
  • Outcome: Upheld with a Great Majority, 244-0

Judgement 12

  • Assembly: Highguard
  • Raised By: Shiloh of the Dauntless Light
  • Judgement: Siblings of Highguard, we need to listen to and communicate with our colleagues in Navarr and be prepared to fight the Vallorn in the most effective manner possible. When we joined the virtuous fight with the Navarr against the vallorn, we uprooted our citizens in a dramatic change to our nation. Now, the Grey Pilgrims are settled into their new way of life, we need to be vigilant and prepare for the fight going forwards.Navarr are expects in combating the vallorn and we, as Highborn, need to recognise their knowledge and experience and learn from them. We encourage all Highborn to seek out a member of the Navarr and take the time to learn from them the tools and tactics for fighting the vallorn effectively. This statement is considered to be complementary to the statement raised in the Navarr National Assembly by Quinn Eternal.
  • Outcome: Upheld 326-0

Judgement 16

  • Assembly: Dawn
  • Raised By: Chauntecleer Words
  • Judgement: The Black Knights embody the ideal that the glory of the deed or occasion takes precedence over the concerns of the individual, and by donning their guise Dawnish can work to exalt others free from considerations of their own renown. This is not limited to just the tourney field, Dawnish should be encouraged to adopt the guise of the Black Knight whenever opportunity exists for them to elevate the splendour of their countryfolk if appropriate. Reciprocally, the Black Knights should be acknowledged for putting aside personal fame for the benefit of all.
  • Outcome: Upheld 220-36

Judgement 20

  • Assembly: General
  • Raised By: Preceptor Yevanshka
  • Judgement: I issue a spiritual call that echoes the political call of the Liberty Pact: that the total abolition of slavery across the known world is a commitment to all those who walk in Virtue share. Enslavement is a spiritual threat and all virtuous peoples must despise and act against the wicked enslaver and any who enable them to walk with them and do not prevent their foul deeds. To aid or abet this practice, to stand by and allow it, is akin to locking the manacles yourself. Slavery is an affront to virtue. Each of the paths of virtue are travelled through virtuous action. To remove the ability of a person to freely act is to bind them from Virtue. To commit or to allow to be committed enslavement is to commit a spiritual crime; an unholy act that strikes against the heart of the Way of Virtue itself. The enslaver is not just wicked, their spirits languish in the Labyrinth. The continuance of slavery across the known world imperils the transcendence of the human spirit. Slavery is a despoilment of Virtue.
  • Outcome: Upheld 1615-50

Judgement 23

  • Assembly: General
  • Raised By: Bloodcrow Udoo
  • Judgement: This Empire has a legacy of slavery, but your spirits do not. Take pride in this Empire that we have forged together free from chains. The Imperial Orcs undertake a great endeavour, to build an Ossuary, worthy of pilgrimage. To lay to rest the bones of those orcs who died in chains and fall in battle and welcome those of the Illarawm. We call upon the nations of the Empire to summon their pride and aid the Imperial Orcs in this endeavour. Let us forge an ossuary built with the immense Pride we all share in what this Empire has become, free from chains.
  • Outcome: Upheld 1675-90

Judgement 28

  • Assembly: General
  • Raised By: Skywise Fal
  • Judgement: I would like to congratulate and celebrate the virtue of the citizens that have brought the former orcs of Axou home to us to start new lives as Imperial citizens. This is how our great Empire expands. This is how we bring the light of Virtue to all. Not through death and destruction, but by rescuing those capable of virtue and bringing them into the fold. By making the Empire the safest most desirable most prosperous place to live in the world. This is how we win. This is how we strive towards a virtuous future.
  • Outcome: Upheld 1562-124

Judgement 29

  • Assembly: General
  • Raised By: Silk Splinterspear
  • Judgement: I would like to include the following school of thought in the available list of teachings within the way.

Inheritorism: there are a set number of human souls. On a long enough timeline all human souls will become paragons, and cease to reincarnate. In order for that to happen, established non-reincarnating people (orcs) will need to be there to support human destiny. These non-reincarnating people will inherit the Empire.

  • Outcome: Not Upheld, 208-134

Judgement 30

  • Assembly: General
  • Raised By: Bleakshield Rhak
  • Judgement: We in the Imperial Orcs recognise the difference between a free person and a slave. We ask that the Empire recognise that a THRALL is a SLAVE.
  • Outcome: Upheld, 1276-136

Judgement 32

  • Assembly: Dawn
  • Raised By: Deronica
  • Judgement: The Knight of Flowers in an important role in Dawnish culture that has up until now unofficial and unrewarded. The title is one that is informally held in Dawnish culture as a part of the Spring flower festival, the Night of Flowers. Making the role an official national title would preserve it in perpetuity and ensure the official presence of the Knight of Flowers in the ferrying and decoding of flowers, as per their traditional role. The creation of this title would impress on our fellow Imperial citizens the full glory of our Dawnish culture. Therefore I propose the adoption of "the Knight of Flowers" as a national title awarded to a Dawnish citizen.
  • Outcome: Upheld 206-50

Judgement 33

  • Assembly: Wintermark
  • Raised By: Saavi Aanasdottir
  • Judgement: Lofyn Bloodcloak should have her name added to the chronicle of heroes. She worked tirelessly to restore the Bloodcloaks Army, leading it since it reformed in 382YE.She entered the bloodcloak schema into Imperial lore, making the knowledge available to all citizens. She sword an oath to return to Sermersuaq with her army which she has fulfilled. She is a hero, by word and deed. Raised on behalf of Veikko Bondforger, Cardinal of Loyalty.
  • Outcome: Upheld with a Greater Majority, 348-0

Judgement 36

  • Assembly: Dawn
  • Raised By: Sir Sidlore de Gauvain
  • Judgement: The Dawnish National Assembly wishes to recognise Claude Cutter, yeofolk and knight-errant for acts of Pride. At the festival of Richilde, Paragon of Proud, Claude won twenty thrones for her Silverlark's story. From here, she marshalled funding to build the Arbour of Twin Roses, a library of stories of love and glory. Dawn's Pride. She even swayed the Senate when they would have voted against the commission. Her words are her pride; with her words she has won prizes, revealed Hate cultists, inspired senators, and called down texts from the Great Library, and for her quick questions Dawn made her Champion of Wisdom. We now recognise her for her Acts of Pride.
  • Outcome: Upheld with a Greater Majority, 292-0

Judgement 37

  • Assembly: Imperial Orc
  • Raised By: Stormcrow Skred
  • Judgement: As a stormcrow, I have an affinity with our seafaring cousins the Freeborn and, as Imperial Orcs, we are uniquely positioned to understand why the people trapped in Feroz - Freeborn and otherwise - must be freed. We urge all Imperial Orcs to assist the Freeborn in any evacuation efforts. We should not be afraid to show any who would be tyrants the virtue behind Courage and Loyalty nor to acknowledge the ambition of the Freeborn. As the examples of Thrace and Emperor Ahraz show us, the virtuous choice is to do what is needed to ensure our cousins live free.
  • Outcome: Upheld with a Greater Majority, 72-0

Judgement 39

  • Assembly: Ambition
  • Raised By: Animagus
  • Judgement: Despite their unvirtuous ways the Iron Confederacy remains tolerated. They remain an unchallenged existential threat to virtuous, heroic Imperial citizens of the Empire. To not attempt to eradicate this threat or re-educate those of the Iron Confederacy who we clear(?) or lost of the Way, It is itself unambiguous thus an unvirtuous cult.
  • Outcome: Not Upheld, 10-70

Judgement 43

  • Assembly: Urizen
  • Raised By: Able the Taller of Zenith Ascendant
  • Judgement: The Urizen National Assembly recognises the Vigilance of Vincent Vexille, the Ambition of Sejanus of the Scarlet Guard, and the Pride of the Coven, Concordium of Pallas. Through their combined virtuous efforts, a seventh army, the Eastern Sky, was able to join the fight to retake Zenith and begin its restoration, thanks to the casting of the most potent Autumn Ritual currently in Imperial Lore. We call upon all the Mages of Urizen to draw inspiration from this and consider how they can best demonstrate their own Virtue by using magic to aid in the reclaiming and restoration of Zenith.
  • Outcome: Upheld with a Greater Majority, 200-0

Judgement 45

  • Assembly: Urizen
  • Raised By: Verres Amastacia
  • Judgement: The Tamazi are keen to learn the ways of magic and Urizen has a Proud history as teachers of the arts to those who request it. Virtuous magicians should seek out those who are eager to learn and make them welcome within Urizen, teaching magic to them, for the mutual prosperity of both the Tamazi and Urizen as a whole.
  • Outcome: Upheld with a Greater Majority, 142-0

Judgement 48

  • Assembly: General
  • Raised By: Shacklebreaker Thanmir Hrafnar
  • Judgement: The Empire was founded with the singular aim to bring the Way of Virtue to all of humanity. To achieve this we must be willing to preach the virtues to those outside the Empire's borders. We therefore encourage Priests of the Way to be inspired by the construction of the Cathedral of the Navigators and to travel to the Sarcophan Delves and preach the way to its people and support the faithful there.
  • Outcome: Upheld, 1618-84

Judgement 52

  • Assembly: Urizen
  • Raised By: Tarquinius Ankarien
  • Judgement: Urizen should be proud that its people engage and ask questions about Virtue. We now ask you to turn your minds to considering "what is the right question?" Earnest criticism is a way to build someone up. Asking the right difficult question could lead a mandate bearer to improve how they deliver the mandate or how they preach to their own congregation. Keep questioning, hold us to account and make mandates in the national assembly challenging, but seek questions that will spiritually strengthen our nation.
  • Outcome: Upheld with a Greater Majority, 176-0

Judgement 53

  • Assembly: Dawn
  • Raised By: Mael Donjeon of House Remys
  • Judgement: Dawn has wronged the Great Forest Orcs. We have hunted them like beasts through the trees. The Imperial Senate rejected the first hand they reached out to us, and we turned our armies upon them, massacring them in the Barrens. They could have been allies against our mutual enemies - the great spiritual threat of the vallorn and the great temporal threat of the Druj. They could have been swift scouts and clever guides to bring us through the enigmatic Forest of Peytaht. Together, might we have taken a glorious fight all the way to the Buruk Tepel and the Bitter Sea? Who can say? Instead, the Great Forest Orcs have learned to distrust us, and without them upon our flank, the Druj have taken the Barrens entire. Ignorant of what they could offer, of what we could have been to each other, we have trampled their Pride and besmirched their Worth. Now they dwell beneath the eaves of Therunin, under the protection of the Navarr, the last remnants of a proud tribe. People of Dawn, there is little we can do to make amends for this. But let us now at least show the respect that we should have before, had we known better, had our antecedents seen orcs as more than monsters or slaves. Let us show respect for the Great Forest Orcs, for their lives, their traditions, their way of being, in such ways as our skills and Virtue permit. We cannot redress the wrongs of centuries. We cannot undo what we have done. It is too late for that. But we can say "No more!" and start to rebuild the trust that we lost.
  • Outcome: Upheld 202-50

Judgement 57

  • Assembly: League
  • Raised By: Lia Adelaar von Holberg
  • Judgement: We call upon the citizens of the League to invite the Sand Fishers into their salons, cafés and meeting places for the purpose of discourse and debate. We applaud the Sand Fishers' prosperous approach to the improvement of Misericorde and their dedication to learning at our great university in Holberg. Civilised discourse will further enhance their learning, allow us to better understand their culture, and build firmer foundations for their future contributions to League ambitions.
  • Outcome: Upheld with a Greater Majority, 382-0

Judgement 58

  • Assembly: General
  • Raised By: Prince-Bishop Jonah Yakovitch von Holberg
  • Judgement: Falsehoods have been spread - the land that is liberated by an army does not become the property of that army's nation. The Barrens will be liberated and the Druj purged from the face of creation, but the nations who race across this territory in an attempt to lay claim to its identity forget the lessons of the past. Remember Skarsind. Remember Holberg. Rather than use them to keep score, let us rally the slaves and survivors of the Druj's campaign in the Barrens to our cause. Preach of the virtues and guide them on their path, and they will be inspired by the Empire.
  • Outcome: Upheld with a Greater Majority, 1889-218 (Greater Majority was 1834)

Judgement 59

  • Assembly: General
  • Raised By: Storyteller Lenochka
  • Judgement: One natural endpoint of Vigilance is fear, but we need not fear fear itself. Fear for ones nation sparks great battles to protect it. Fear for ones life spurs action in fight or flight. In extremis, we see virtuous feats we never knew we were capable of. I charge you - do not shun the motivational power of fear.
  • Outcome: Withdrawn

Judgement 60

  • Assembly: Wintermark
  • Raised By: ẞten Hansson
  • Judgement: As we all know: the Suaq of Wintermark are descended from the mighty human Sermersuaq who created two great people: the suaq and the hylje. Few can claim to have formed one nation, let along two. her inspiring actions are worth examining. Suaq historian Laurie Jokiranta wrote that there is "no merit in dredging through fragments of deerhide" for such facts, Wintermark's history is not held in musty books. As such: We encourage all Suaq scops and our hylje siblings to share the inspiring sagas of their foremother far and wide, such that we may all learn more legends of her exemplary Ambition, virtuous acts, and superhuman feats, for the pride and wisdom of our nation.
  • Outcome: Upheld 156-0

Judgement 61

  • Assembly: Highguard
  • Raised By: Brother Luke
  • Judgement: The Druj know only Fear, Hatred, and Vengeance, applied with the tool of Cruelty. Such actions are a constant test of Virtue and the temptation to respond in kind is ever-present. But we know the true Virtues. We cannot follow in our enemy's footsteps, we cannot preach Virtue and mirror our enemy's actions - such Hypocrisy weakens us all. Our Crusades will show the Druj the folly of their beliefs. We will burn their Fear from the souls under their subjugation and cleanse the earth of their miasma with the Virtuous fires of Ambition, Courage, and Loyalty. The highborn assembly calls upon our armies fighting in Zenith to be a beacon to their siblings in arms, to show them how to fight Virtuously and avoid the temptation of enacting the Druj's Cruel Actions.
  • Outcome: Upheld 298-0

Judgement 64

  • Assembly: General
  • Raised By: Sian Eternal
  • Judgement: My research has discovered the path taken by Navarr, Thorn, and their companions when first creating the trods as we know them today. The route is: Miaren to Brocéliande (through Astolat) to Therunin (through Reikos), back to Miaren (through Reikos and Casinea), onwards to Liathaven (through Upwold, Mitwold, Mournwold, and Bregasland), and finally to Hercynia (through Bregaland, Kallavesa, and Hahnmark). We have built on their legacy and there are now many more trods to walk. The route is now known for those who wish to follow in the footsteps of two exemplars on a pilgrimage to appreciate the scale of Wisdom and Ambition necessary to found a nation and define its purpose.
  • Outcome: Upheld 1102-36

Judgement 65

  • Assembly: General
  • Raised By: Zero
  • Judgement: Citizens in congregations whose priest does not vote or participate in synod should abandon them for another.
  • Outcome: Not Upheld, 666-856

Judgement 66

  • Assembly: Imperial Orc
  • Raised By: Skywise Tulva
  • Judgement: We firmly reject the notion that the fate of the Barrens should be decided by a reckless challenge. We will not subvert the existing legal framework for the sake of vain glory. We prove our worth through service to this Empire, spending our blood and one life on protecting all nations and saving Imperial lives. We are Loyal to the core. While Ambition leads us to the Barrens, we will not abandon our allies.
  • Outcome: Upheld with a Greater Majority, 117-0

Judgement 70

  • Assembly: General
  • Raised By: Hildebrand von Holberg
  • Judgement: The general assembly acknowledges the spontaneous dedications across the city of Holberg as miraculous and urges those gifted with them not to work toward their removal.
  • Outcome: Upheld, 734-432

Judgement 73

  • Assembly: Navarr
  • Raised By: Brendan Brackensong
  • Judgement: For years the Urizeni have shared their Prosperity with Navarr in blood and magic but they die on battlefields for lack of herbs. Let the brokers and herbalists of Navarr seek out ways to share our prosperity with Urizen and improve their herb supply.
  • Outcome:Upheld 162-0

Judgement 74

  • Assembly: Urizen
  • Raised By: Clytemnestra
  • Judgement: The Empire comes to the people of Urizen and speaks of Loyalty and sacrifice. We have sacrificed enough. The Empire has shown us they only value our army - not our people, not our home. If the armies of the Empire abandon Zenith, I urge all loyal Urizeni to support the disbanding of the Citadel Guard. The Empire will not benefit from our army if they will not save our people.
  • Outcome: Upheld with a Greater Majority, 140-0

Judgement 75

  • Assembly: League
  • Raised By: Erasmo di Tassato
  • Judgement: In Autumn 383YE, a group of citizens travelled beneath the Mellfort in Temeschwar to investigate the aura there. As part of the investigation, a goosewhisper vision resulted in hearing voices of a school teacher from "Serenea" drinking the last wine from the vineyards destroyed by the monstrous greenery before they swore the Binding of Thorns, and of another group talking of preparing to face a monstrous creature who they had to face laughing, dancing, and singing. The mists have robbed us of the details of these visions, and we wish them recorded for posterity. If any citizen has also had these visions and can provide a written account to the Civil Service, it would be much appreciated.
  • Outcome: Upheld with a Greater Majority, 286-0

Judgement 77

  • Assembly: General
  • Raised By: Tristan Blakeney
  • Judgement: Ambition teaches us to act, to seize the moment, to do what we can today rather than holding off until tomorrow. We encourage virtuous people to act now, to seek out opportunities for virtue, love, and glory, who take ahold of them with both hands.
  • Outcome: Upheld 650-252

Judgement 78

  • Assembly: Highguard
  • Raised By: Nekoda
  • Judgement: As our cataphracts stand shoulder to shouder, as our benefactors invest their wealth, as the First Empress spread the Way across the Empire. The virtuous crusade of the Highborn armies reflects that the Virtue and Pride of the Highborn is found standing beside others in their virtuous action. As such we call all highborn to focus their time and wealth to support the prosperous action of the Marchers rebuilding the ruins of Overton and the Mournwold.
  • Outcome: Upheld with a Greater Majority, 354-42

Judgement 81

  • Assembly: Ambition
  • Raised By: Paulus von Holberg
  • Judgement: This assembly calls on the ambitious souls of the Empire to recognise the manifest ambition of the Sandfishers' project to improve the Holberg forest of Misericorde for the betterment of the Empire. In two years, look to Misericorde for the fulfilment of the ambitious promise and ask - what next?
  • Outcome: Upheld 114-0

Judgement 85

  • Assembly: Navarr
  • Raised By: Iniska Ashwood
  • Judgement: We, the Navarr National Assembly, refute the claims that the followers of Yaw'nagrah are the "Heirs of Terunael". Terunael is DEAD, and all that is left is ashes and ruins. Navarr herself saw no purpose in bringing that failed empire back. We remind our nation that these cultists are simply that - cultists.
  • Outcome: Upheld with a Greater Majority, 188-10

Judgement 88

  • Assembly: Highguard
  • Raised By: Leiliel
  • Judgement: Slavery is unvirtuous. It dampens Ambition and Pride. It weakens bonds of Loyalty through fear and treachery. Highguard prides itself for its virtue and actions to guide others to the Way. We must find a path to liberate those enslaved and lost to human destiny. To show the other nations what needs to be done by diplomacy and war.
  • Outcome: Upheld 288-0

Judgement 89

  • Assembly: Urizen
  • Raised By: Solas of the Spire of the Waxing Sun
  • Judgement: We should follow Varushka's example in acknowledging our history of slavery and considering what we can do now. We call upon all nations to do likewise. While we may have engaged less than other nations, it is revisionist to suggest that this did not have as much to do with our mastery of magic enabling us to find alternatives as it did with making a principled stand. The Virtuous should look for ways that our mastery could be applied to provide such alternatives to any nation or foreign power that struggles with this issue.
  • Outcome: Upheld with a Greater Majority, 160-0

Judgement 91

  • Assembly: Varushka
  • Raised By: Vinras
  • Judgement: We wish to thank Father Drakov for his actions on behalf of Varushka. 1) He saves the souls of the people of Broken Barrow who previously worship their sovereign. He brought them into the way. 2) He is a friend and mentor to many Varushkan priests who attend and attended Anvil. 3) He lead the Grey Pilgrims as they walked the Trods in Varushka and recovered the Varushkans who joined the congregation of Yael.
  • Outcome: Upheld with Primacy, 236-0

Judgement 96

  • Assembly: Dawn
  • Raised By: Lady Laudine Du'Lac
  • Judgement: On the recommendation of the High Exorcist it is proposed than an order similar in purpose to the justicars is established. The responsibility of this new order would be to ensure a glorious victory against any spiritual threats requiring virtuous preparation.
  • Outcome: Upheld 208-0

Judgement 97

  • Assembly: General
  • Raised By: Kirenna i Veruna i Riqueza
  • Judgement: Words of heresy are not heretical when they apply to humour, mirth, or other associated shenanigans and revelry.
  • Outcome: Not upheld, 122-276

Judgement 98

  • Assembly: Dawn
  • Raised By: Annabelle Boughgarden
  • Judgement: The Dawnish National Assembly wholly support and endorse virtuous and prosperous trade to recover and obtain holy relics and artefacts from the eternals of autumn, principally Callidus.
  • Outcome: Upheld, 184-0

Judgement 102

  • Assembly: Prosperity
  • Raised By: Ophelia Sanguineo Rezia di Tassato
  • Judgement: When the risk and damage to the Empire is considered we feel it would be unprosperous to take the Grendel up on their offer to buy our weirwood.
  • Outcome: Upheld 112-0

Judgement 103

  • Assembly: Marches
  • Raised By: Sister Meredith
  • Judgement: The Marcher assembly would like to thank the vigilance assembly for working hand-in-hand with us regarding Whittle, even appointing a Marcher to lead the Silent Bell. We are particularly grateful that they were able to raise the judgements of condemnation when we, as a small assembly, lacked sufficient judgements to do so.
  • Outcome: Upheld with Primacy, 142-0

Judgement 105

  • Assembly: Marches
  • Raised By: Meri
  • Judgement: On behalf of Jedediah Boon of the Ore Hills, we, the Marcher National Assembly know the importance of Marchers working their land and ask the nation to consider why only farmers are allowed to vote in our nation's elections while those who otherwise work the land - miners, foresters, herb gardeners - cannot.
  • Outcome: Upheld 62-52

Judgement 107

  • Assembly: League
  • Raised By: Aureliana di Sarvos
  • Judgement: No city of the League brings in more than 100 Thrones tax per season. Let us not rest on our laurels. Holberg may be the most fortified city, but none is yet known as the richest. Citizens of the League - let our innovators, architects, artists, and preachers use their pride in their city to encourage trade, tourism, and new settlers, and be the first to 100. May the best city win!
  • Outcome: Upheld with a Greater Majority, 304-0

Judgement 109

  • Assembly: Navarr
  • Raised By: Talsis Silvercloud
  • Judgement: The Guides of Navarr reflect with sadness on some of the events at Whittle - namely the killing of some citizens who were not of age to have taken their citizenship test. Where children are concerned, there must be alternatives to support them to find the Way. Rather than execution, spiritual re-education is the best course of action.
  • Outcome: Upheld, 172-10

Judgement 110

  • Assembly: Urizen
  • Raised By: Nikodemus of Iteri
  • Judgement: We, the priests of Urizen, reflect with sadness on some of the events of Whittle - namely the killing of some citizens who were not of age to have taken their citizenship test. Where children are concerned, there must be alternatives to assist them to find the Way. Rather than execution, spiritual re-education is the best course of action.
  • Outcome: Upheld 114-0

Judgement 111

  • Assembly: General
  • Raised By: Lenarius Ankarien
  • Judgement: We have seen from the example of Whittle that hatred lead to nothing but eventual self destruction. The citizens of Zenith are preyed on by cultists. I call on priests of any nation who feel able, to travel to Zenith and guide them to virtue.
  • Outcome: Upheld 1254-18

Judgement 112

  • Assembly: Brass Coast
  • Raised By: Constanza i Kalamar i Guerra
  • Judgement: Following the true liao vision of Ianthe of the Suns of Couros, we now know the original purpose of the Broken Wheel was twofold. 1) to question and be willing to break social norms for the sake of virtue 2) to consider other people's beliefs and points of view. These core aspects of the Broken Wheel are for all Freeborn to consider as an exploration of the concept of "what we are not". This is open to multiple approaches of observing the festival beyond the established traditions. Those who prefer a more measured approach should consider new ways to celebrate. The wilder traditions are still valid and encouraged (crimes during Broken Wheel are still crimes! Don't do crimes!), and all should be free to celebrate as they see fit. However, the Broken Wheel loses trust for the whole nation while it is in operation, meaning those pursuing a quieter observance are unable to conduct business and pursue their ambitions. We encourage those partaking in rambunctious lies and japery to mark themselves out with a white tagelust or scarf.
  • Outcome: Upheld with a Greater Majority 202-0

Judgement 114

  • Assembly: Prosperity
  • Raised By: Heilyn Bronwen's Rest
  • Judgement: Prosperous actions are those which enrich "those around them as well as the individual." As such, when dealing with others, the Prosperous consider how their actions will raise up both themselves and those they deal with.
  • Outcome: Upheld, 102-0

Judgement 115

  • Assembly: Wintermark
  • Raised By: Artis Greyholm
  • Judgement: The Wintermark Assembly has heard rumours of a dangerous entity in the Kallavesi swamps. We advise Vigilance to pilgrims and residents of the marshes, to seek guidance on travel, and report any further rumours and information to the Stormcrows and priests of Wintermark.
  • Outcome: Upheld 132-0

Judgement 116

  • Assembly: League
  • Raised By: Karo di Yedinso
  • Judgement: The eternals currently have too much influence on education and construction, because of their control of the College of Engineering. As the Synod, we recommend the construction of a learned institution dedicated to virtuous endeavour to balance the influence of the eternals.
  • Outcome: Upheld 162-80

Judgement 118

The Navarr national assembly submitted judgements based on information and evidence gathered at the time. Through further use of the insight ceremony the results of which are now available in civil service records and the use of day magic, we have evidence that some but not all spirits and souls are trapped within vallornspawn husks. • Outcome: Upheld with primacy, 186-0

Judgement 148

  • Assembly: Brass Coast

  • Outcome: Upheld with Primacy, 152-0

Judgement 158

  • Assembly: Marches
  • Raised By: Friar Hugh
  • Judgement: Marchers are defined by working the land. If we do not work it we do not own it. Fisher's ancestors left their lands much as we did when we left Dawn. We have no claim on those lands so why should she on ours? Anyone of Marcher ancestry is welcome to return and earn land through hard work as free Marchers, instead of serving under Mathilda Fisher, who wishes to be queen in all but name.
  • Outcome: Upheld with Primacy 152-0

Judgement 159

  • Assembly: Marches

  • Outcome: Upheld with Primacy, 238-0

  • Judgement: Penance. Following the Inquisition of Caiphas "Black Jack" of the Marches, I Ser Ancel find that while he was not actively unvirtous, his actions lacked virtue that he could adequately display. He accepts that he is not above the will of the Synod and under my advice accepts a penance is appropriate for his misgivings. For a year he shall take a non-Marcher Vigilance priest as his spiritual guidance, learn more of true vigilance and do all that he can do to display his learnings throughout the Empire.

  • Assembly: Way
  • Raised By: Ashborn Pakt
  • Judgement: Penance. Yulia of the Red Ravens has acted both virtuously and unvirtuously during the events regarding the negotiation and ratification of the Thule Treaty. Her actions showed Loyalty to the land and military of the Empire with the sacrifice of her own home to the Thule. However she has failed in Wisdom - calculating the treaty entirely as a "land for land" calculation. In doing so the Empire is now legally bound to aid and abet the Unvirtuous act of slavery. She failed to ask the right question. As penance she should pay 5 Thrones to virtue fund next year.

Judgement 126

  • Assembly: General
  • Raised By: Galeas Seeker
  • Judgement: Penance. Of all the members of the Inquisitorial Court, Galene Netherwatch seems to be the most dedicated to their task. Since her appointment as Wisdom Inquisitor she has striven to embody the role and perform it to its utmost even while learning on the job. In comparison, the Inqusitorial Court is lacking such dedication. The additional judgement is often left unused and positions have remained vacant for several seasons. As the head of the Court, the Imperial Inquisitor bears some responsibility for this. As Loyalty Inquisitor, I charge Galene Netherwatch to join me in uplifting and reforming the Court encouraging new growth and improvement so that Virtue's fields are not left fallow.

Judgement 10

  • Assembly: General

We propose to use the virtue fund to purchase 6 wains of Mithril in order to construct the Ethangraw's Armoury in party. Further Mithril will be required but once complete the Ethangraw will join the Imperial Orc nation. We ask for 36 Thrones.
  • Outcome: Upheld 408-192, 36 Thrones paid by the Tribune

Judgement 38

  • Assembly: General
  • Raised By: Rafael Barossa di Tassato
  • Judgement: To provide the Grandmaster of the Sevenfold Path (currently Rafael Barossa di Tassato) with 110 Crowns with which to fully fund the operation of the Order's ministry. This will help members of the Sevenfold Path to ensure the powers of the Conclave are deployed in the line with the Way of Virtue by allowing them to speak in Conclave - most members have Congregations rather than Mana Sites and thus cannot fund their own participation. NB: it costs 125 Crowns to fully fund the Ministry, however the incumbent is funding the remainder in cooperation with the Bursar of the Conclave. As a reminder the Order of the Sevenfold Path exists to: encourage the use of magic in understanding and supporting human destiny; ensure the powers of the Conclave are deployed in line with the Way of Virtue; build a bridge between the Conclave and the priests of the Synod.

I ask a rewarding of 25 Thrones be distributed equally to those virtuous fleet captains who answered the Assembly of Nine's call to bring the orcs of the Axou cities to the Empire to live free of the shadow of slavery.

The spies sent to Liathaven have done invaluable work in exposing the Heirs of Terunael and countering their sorcerous works to empower the vallorn. I claim the 15 Thrones from the Virtue Fund to be distributed among the captains who supported this Vigilant work. Prosperity demands fair reward for your labour. For those who risked life, limb, even the trapping of their spirit, a Throne seems barely enough. Thank them.
  • Outcome: Upheld 540-62, 15 Thrones paid by the Tribune

Judgement 136

  • Assembly: General
  • Raised By: Ahshen i Fiel i Guerra
  • Judgement: We award Matteo Edgestalker of the Navarr, formerly Matteo i Tamerlin i Guerra, 1 Throne out of the Virtue fund for an outstanding display of Courage and Loyalty. • Raised By: Zbigniew Mrakovna
  • Judgement: To reward Hugh Farrier of House de Minos 1 Throne in recognition of their organisation of Dawnish independent captains to support wagon raiding efforts against the hated Mallum orcs in Ossium. • Raised By: Zivka Mrakovna
  • Judgement: To reward Nathair Autumngale of Navarr 3 Thrones for their tireless efforts during the last season to coordinate and supply Navarri guides as they reached out to the isolated former-slave settlements in Ossium. By helping these new Imperial citizens find which nation they will thrive best in, Nathair has allowed virtue to blossom that might otherwise have been stunted.

Considerations

The following considerations should be borne in mind when bringing judgements before the Imperial Synod during the Spring Equinox.

  • All Assemblies: Statements that prioritise the greater good over personal loyalties are less effective. Lasts until the end of the Summer Solstice 384YE. Link.
  • All Assemblies: Statements that try to compel Loyalty will fail. Lasts until the end of the Summer Solstice 384YE. Link.
  • All Assemblies: Revocations and Excommunications for disloyalty to the nation or Empire would risk causing dissent Lasts until the end of the Summer Solstice 384YE. Link.
  • All Assemblies: Any mandate that does not pass with a greater majority will have limited or no effect on Urizen or Varushka. It is not impossible that a mandate might lead to a response in one of the two nations, but it won't lead to any immediate consequences for the people of the nation. This lasts until some new turn of events changes things. Urizen Link. Varushka Link.
  • All Assemblies: No statement of principle that is about Sulemaine i Taziel will lead to a mandate. Lasts until at least the end of the Winter Solstice 384YE and potentially longer. Link.
  • Virtue Assemblies: Any statement of principle in any virtue assembly will not create a mandate for that virtue assembly. If any mandate does arise, then it will need to be passed by the General Assembly. Lasts until the end of the Winter Solstice 384YE. Link.
  • Highguard Assembly: for the coming year statements of principle in the Highborn Assembly that do not directly address matters of orthodoxy and false beliefs in the Empire will be significantly less likely to result in a mandate. Lasts until the end of the Summer Solstice 384YE. Link.
  • Highguard and Dawn Assemblies: Statements of principle in either assembly that receive a greater majority may create opportunities in the other assembly. Lasts until the end of the Autumn Equinox 384YE Link.
