Overview

The Ambassador to the Thule orcs of Otkodov is an Imperial title It is an Imperial position appointed by the Senate. The Thule embassy is located in one of the most northerly points of the Empire, across an often-frozen lake from Wendell's Hope in Mieriada, Miekarova. The Imperial embassy to Otkodov is part of a repurposes watchtower in Kógur, in southern Sküld.

The Thule of Otkodov share a long mountainous border with Wintermark, the Unshackled, and Varushka. Their magocratic nation is ruled by the five Dragons; allegedly immortal orc sorcerers. For much of Imperial history, they were at war with the Empire. In recent years, a series of treaties have secured peace - mostly by ceding parts of the northern Imperial nations. It is not a universally popular peace. For now, though, that peace endures. Dawn and Navarr send shipments of food north to help feed the people of Otkodov and support their armies. It is illegal to preach the Way of Virtue in Otkodov to their citizens. For their part the Thule agree to share the white granite of the Night Quarry; pay for the food delivered to them; and ensure Imperial access to the Tolvoli Slaughterhouse and the Maze of Zoria (while sending their own warlocks to study at the Icy Crag of the Eternal Sun). And, of course, to maintain their current policies for the reasonable treatment of Imperial citizens choosing to remain and live in ceded lands.

Prior to the Winter Solstice 387YE, the Ambassador was able to purchase goods from merchants and those seeking favour. This was changed, along with the rest of the ambassadors, when the Senate voted to amend the embassies to end the practice, removing mercantile support and the upkeep costs at the same time.

Responsibilities

The ambassador is expected to represent the Empire in relations with the Thule of Otkodov. They have all the responsibilities common to an Imperial ambassador. As such they are responsible for representing the Empire to the orcs of Otkodov, and to a degree vice versa. They are presented as the primary contact for any official Imperial business relating to the Thule, so their letters carry much greater weight and importance than anyone bar the Throne. They are expected to conduct or oversee any treaty negotiations with that nation, and receive official delegations. The civil service will direct representatives and citizens of the foreign power to the ambassador wherever appropriate.

The title has all the common powers of an ambassador: they can receive a formal delegation, and may prepare a treaty.

Stipend

The Ambassador receives a stipend of four thrones each season.

Heating Provision

During Spring 383YE, the ambassador of the time, Yevgeni Katzev, liaised with the civil service to arrange additional supplies for the embassy. This allows the ambassador to spend 1 crown to provide firewood to the Thule who live there. Apart from possibly improving the mood of Rak Who-Speaks-For-The-Dragons-Undivided in the colder months (which for Wendell's Hope is essentially every month except the very height of Summer), there is no tangible benefit for doing this.

This followed on from some disagreements with the northern orcs about how an ambassador might be appointed - they made clear that a uniquely Varushkan ambassador would be particularly appealing to them, to the point where a physical embassy would be unnecessary. The Imperial Senate declined their offer. By the time the embassy was completed the Varushkan Juha the Cave Spider of the Circle of Zulgan Tash was already serving as ambassador for several seasons. As the Thule became more comfortable dealing with other Imperial nations, their insistence on a Varushkan ambassador softened, leading to the appointment of the Winterfolk Kindra Surefoot in Spring 386YE.

The Otkodov embassy itself stands in Miekarova, just across the lake from Wendell's Hope in Mieriada. The building is isolated, and often snowed under for as much as half the year. There is a tradition of the Imperial ambassador providing additional funds for the heating of the place, established in the time of Yevegeni Katzev and Rak Who-Speaks-For-The-Dragons-Undivided.

The Imperial embassy to Otkodov is located in a small outpost high in the mountains of Kógur. A repurposed watchpost, it is a draughty and foreboding place and civil servants are forbidden to leave the embassy to travel into Sküld without an escort.

Thule Ambassador

The official ambassador to the Empire is Runa Who-Speaks-For-The-Dragons-Undivided. He is still somewhat new to his post, and something of an unknown quantity, but he speaks with confidence as the voice of the rulers of Otkodov.

His predecessor was Rak Who-Speaks-For-The-Dragons-Undivided who sadly passed away while travelling to Anvil in late 387YE. He was known for dry sarcasm, and an enduring perception that the Empire was simply too chaotic and disorganised to survive. He occasionally mentioned that the fact it has lasted as long as it has is a sign that the universe has a sense of humour.
