Overview

This briefing was prepared for Tethros i Zuhri i Erigo, Ambassador to the Iron Confederacy, and presented at the Autumn Equinox 388YE. It will be made available to any citizen who requests it following the summit. It is intended to be read in conjunction with the It's all wrong but it's all right wind of fortune. As an ambassadorial briefing, it takes for granted a degree of understanding of political matters that might prove opaque to casual readers.

Diplomatic Delegation

  • A diplomatic delegation has been sent to Anvil to discuss a potential treaty

With the Children of Wrecks dealt with, the dukes of the Iron Confederacy are sending a formal delegation to negotiate the treaty that the Empire has requested several times. Baroness Lavasse is sending two of her most trusted aides, who are also coincidentally members of her own extended family - Ser Marquette Lavasse and the newly-entitled Marquise Katerine Lavasse.

The Baroness has written a personal letter for the Ambassador that touches on the matter of the negotiations, but the civil service have penned their own assessment. Discussions will certainly involve the Suranni holdings in the Brass Coast, but as the Iron Confederacy has been very clear, they are not interested in giving up land they have conquered. They are also likely to want to discuss the conquest of the Lasambrian Hills. It isn't clear how well the campaign is going, but the Suranni forces are apparently facing significant opposition from the three Jotun armies who call the hills home. The invasion represents an existential threat to the Hierro and the Corazón, although it remains to be seen how much support they receive from the rest of the Jotun. The civil service also note that the Iron Confederacy has a very bad track record when it comes to dealing with captured orcs. These orcs are doubly suspect in the eyes of the Suranni as they ostensibly follow the virtues that the priests of the Iron Confederacy decry as tricks of Dumon the Liar.

Apart from military matters, negotiations are also likely to touch on the threat of the Hand of Dumon, and improved trade between the two nations.

The civil service also note that all indications are that the Iron Confederacy remains oblivious to the number of former Suranni magicians in the Empire. Those rescued as part of a joint effort between the Conclave and the eternal Sadogua have mostly settled in the north, but any revelation of their existence risks triggering a major diplomatic incident.

The delegation is expected to arrive in Anvil at around eight o'clock on Friday evening, but embassy staff note that they have secured rooms in Outer Anvil so it is possible they may be planning an extended weekend of diplomacy. This may indicate that the dukes are eager to get a treaty in place, or it may simply be a reflection of the difficulty of nailing such a treaty down without repeated trips back and forth to the Confederacy.

Mercenaries in Reinos

The Suranni dukes have offered an opportunity for Imperial military units to fight alongside them in the west, to facilitate their conquest of the Reinos hills. There's no legal problem with this - the Iron Confederacy are foreigners and the Jotun Lasambrians are barbarians. Indeed, the only way the Senate could prevent this happening would be to change the status of the Suranni or the Jotun which is likely to have far-reaching consequences.

The civil service reinforce their caution that while the Suranni are unlikely to notice most enchantments that benefit military units, any purely magical forces such as those raised with ritual magic from a mana site, forest, or mine stand out like sore thumbs. Such forces will likely result in anger from Baron Hendrick and the priests of the Iron Confederacy.

Baron Hendrick of the Black Eagle Banner is a respected Suranni warrior, but has a reputation for brutality that stands out even among his peers. A study in contrasts, he is apparently a well-spoken naga who enjoys fine company and luxuries but on the battlefield he offers no quarter to his enemies and ruthlessly pursues their defeat and ideally their deaths. The offer from the Dukes seems to be straightforward on the surface, but it is not impossible that they are testing the Empire. For some of the Suranni dukes, an ally that has no stomach for fighting and conquest is showing weakness - weakness they will look to exploit. For others, this may be a test to see just how committed the Empire is to building good relations with the Iron Confederacy.

Hand of Dumon

  • Kalino (Arbonne) has been cursed again but the impact was reduced by the new warning temple
  • The Duke of Arbonne is looking for assistance in tracking down the Hand of Dumon responsible
  • There are pros and cons to getting the Empire involved

The latest curse in Kalino (Abronne as the Suranni name it) has failed to wreck the Autumn harvest, but even the warding temple (built in part with Imperial ilium) can only do so much. The embassy staff have received a request from Harold Guiscard, the Duke of Arbonne, investigating the possibility of Imperial assistance against the Hand of Dumon in their province. After all, there are Suranni lawkeepers in the Empire helping the magistrates track down any wicked servants of Dumon within its borders it would make sense for Imperial seekers to offer similar aid.

The civil service have assessed two possible avenues, although others might present themselves. The first would be an appraisal - ideally using a prognosticator who is not a magician. Duke Guiscard will certainly be prepared to cooperate, and there is no doubt it would create opportunities for the Empire to help root out the Hand of Dumon in Arbonne. The second alternative would be for an appropriate assembly of the Synod to use a statement of principle to urge people to help the Duke deal with the threat of Dumon in his lands. The Vigilance assembly would obviously be the best bet, presuming they could secure a greater majority. Under normal circumstances the Brass Coast or the Dawnish assemblies would also have been a good choice, but they are likely to be too distracted by their highest calling to achieve anything. Obviously the second alternative will be a little controversial - given the Suranni opinion of the Empire's priests - so the Ambassador may want to advise that any such statement mention respect for Suranni traditions or culture as a way to discourage responses focused solely around priests or involving too many magicians.

The civil service urge caution in responding to the Duke's request however. If the Ambassador has any suspicion that there is Imperial involvement in events in Arbonne, helping the duke will only increase the likelihood of evidence being found that will trigger a major diplomatic incident. On the other hand, if the Ambassador is confident that there is no such involvement, then offering assistance to the influential Duke - whose province is after all on the Empire's doorstep - would go a long way toward cementing good relations. It won't impact wider Imperial-Suranni diplomacy, but Arbonne is a wealthy territory next to Feroz, and controls the overland trade routes into the heart of the Empire.

Brother Luke

  • Baroness Lavasse asks for an account of Brother Luke's involvement in anti-Suranni activities

The Suranni lawkeepers in the Empire mostly concern themselves with helping the magistrates look for signs of the Hand of Dumon criminal organisation. Some of them keep a close eye on the court reports produced by the magistracy. A recent trial involving Brother Luke of the Marches has caught their eye, and it appears they have reported back to their superiors in the Iron Confederacy. Consequently Baroness Lavasse has sent a request to the Ambassador for further information about this agitator who apparently tried to encourage Imperial fleet captains to aid the Children of Wrecks in Free Landing.

In the Iron Confederacy, someone who acts to undermine the explicit will of the Dukes and collaborate with their enemies, would be executed by chain. Which is to say they would be torn limb from limb by anointed knights of Arav the Judge using blessed chains of justice. Presumably this Brother Luke will meet a similar fate once they are pronounced guilty?
