Overview

During the Summer Solstice 383YE Summit, the Imperial Synod raised TBC judgements.

Statement of principle

The following statements of principle were presented to the assemblies of the Imperial Synod. TBC of these statements achieved a Greater Majority, meaning they will be distributed to appropriate assemblies.

Judgement 12

  • Assembly: Prosperity Virtue

  • Judgement: The Sand Fishers have begun the slow recovery from the tortures inflicted on the Druj. The Prosperity assembly calls upon its priests, and all those who trade with these foreigners to set prosperous prices and trade fairly - to teach and demonstrate the first tenant of Prosperity. Strive, toil, and claim the just rewards of your labours.

  • Judgement: The Varushkan assembly recognises the virtues of the citizens of Varushka. Your COURAGE, VIGILANCE, and WISDOM in fighting the dark magics, wolves, and monsters. Your AMBITION and LOYALTY that enables the Empire to proser aas you hold back the MONSTROUS TIDE from your unsuspecting neighbours. RISE UP! And raise a toast to Varushka and the Empire!

Judgement 19

  • Judgement: The Grey Pilgrimage rose to challenge the greatest spiritual threat to the Empire. It would be an affront to Pirde, Loyalty, Courage, and Wisdom if these pilgrims were restrained or dissuaded in their dedication to spreading doctrine and combating heresy. It is a tragic shame that any theological debate brought about by the pilgrimage has provoked such a combative response from our brothers and sisters from other national assemblies. It is in these drastic times that Loyalty to each other and the Empire must overcome these small differences. We urge the General Assembly not to spurn or reject the grey pilgrims. These are highborn citizens following their very nature. We are better than this.

Judgement 21

  • Raised By: Darien Numbers
  • Judgement: When Empress Richilde stood for Queen of Dawn, none would take the field against her. No-one wanted their name or their house to be ranked as opposition, nor to question that she was a fit candidate. However, there were fourteen among them who understood that to win uncontested is less glorious than to best even the most meagre of challenges. Those fourteen knights were the first Black Knights, and by adopting anonymity as they stood against Richilde they sacrificed their personal glory, and one's life, to ensure that the tourney was held and that all others that took part had change to demonstrate their worth and earn their legends. We will never know their identity, or that of any who continue the tradition. But we can acknowledge and applaud their sacrifices, and we can encourage others to put aside their own glory or histories if necessary; to ensure that hereafter no contest of any kind in Dawn is won without sufficiently glorious challenge. Long may the tradition of Black Knights continue, long may they provide us resplendent contests, long may we praise these anonymous examples of the spirit of Dawn.

  • Judgement: Reikos has finally been fully retaken, all Highborn territory is now in our hands again. Now is the time for rebuilding what was lost - we remember that wood burns but stone endures. This assembly calls for a great period of building - both to rebuild Reikos and to build a permanent legacy across all of Highguard. Architects, engineers, builders, benefactors, and labourers should come together to show the world the Pride and Prosperity of the Highborn.

  • Judgement: Jericho of the Suns of Couros - I seek approval from the Imperial Synod for my pilgrimage to visit the burial places of the Empire and to talk to those who have lost dear friends and family in service to the Empire's war effort. I do this as custodian of the Imperial War Memorial and the holder of the Book of the Dead. I will do this as an old soldier and priest to support all nations in honouring our war dead and in service of the Empire.

  • Judgement: The rejection of the Grey Pilgrims by the Marcher assembly is an act of cowardice and disloyalty. The tenants of Courage tell us to despise cowardice that leads to inaction - as the Marchers have shown no attempt to learn and grow - and the tenants of Loyalty call upon us to build up our fellows.To help and aid them, the Highborn assembly calls upon the grey pilgrims, and all wayfarers of the faith to look to the example of Permion - cowardice and corruption must be challenged when it is found no matter the opposition. We must help our Marcher cousins to find the Way once more. If their assembly is not up to the task, we will do it for them.

  • Judgement: Pilgrims of Loyalty in the Empire hear the voice of tour assembly! Know thy heart but always remember the examples of the Bolstering Bill and Cora Holdfast in helping those in need. The Empire has an influx of new citizens who are liberated former slaves. help them find their place and their new start by offering what support you can give.

  • Judgement: To recognise someone as an Exemplar is to submit them to the Synod as someone to be spoken highly of, whose Virtuous deeds should be extolled, and to use them as inspiration for others. This is exaltation. To recognise someone as an Exemplar is to submit them to the Synod as someone who should be regarded with great respect, to revere and admire them, and someone who should be held in high regard. This is veneration. To worship, exalt, or venerate an inhuman spirit is idolatry. The recognition of inhuman Exemplars and the idea that they should be taught to human congregations as equal to human exemplars is idolatry.

  • Judgement: Our Empire has Wisdom spread to it from all kinds of priests, whose role it is to travel our Empire and spread The Way. Guides, Wayfarers, Bishops, Questors, Troubadours, Stormcrows; all have their own unique ways of spreading the Way, and are vigilant in their teachings and questionings. The Grey Pilgrims are a new addition to our travelling priests and should still take inspiration from them. To act to impede any of them in their responsibility would be to subvert Human Destiny.

The following mandates were passed during the Summer Solstice. Where there are competing mandates, the one that passes with the largest margin is successful and all other competing mandates are considered to have failed.

Judgement 4

  • Judgement: A virtuous life leads the faithful to further righteous action but vile behaviour spreads just as easily if not checked. Blasphemy, idolatry, and heresy have been allowed to spread unchecked through the Empire for too long. We send Vashti of the Shattered Tower with 50 doses of liao to commit every citizen in Highguard to the struggle to eradicate the seeds of corruption from the Empire before they can flourish.

The current reduction in attendance in Highborn congregations will cease; for the coming year statements of principle in the Highborn Assembly that do not directly address matters of orthodoxy and false beliefs in the Empire will be significantly less likely to result in a mandate.

  • Judgement: We urge pilgrims to know their heart and what commands its devotion above all else. We send Anastasiya Volkov with 75 doses of liao to warn pilgrims against those who seek to compel their loyalty and urge them to keep faith with those they are loyal to, whatever it takes.

  • Judgement: The Sand Fishers are entirely without Ambition, Courage or Pride. They lack the strength of character the virtues provide, they will never prosper without them. We send Kaspar Yakovitch von Holberg with 25 doses of liao to teach the Sand Fishers of Misericorde the Seven Virtues.
  • Outcome: Upheld (1299- 72). Enacted. Among other things, the benefits provided by the covered market to businesses that diversified would be permanently reduced to two random herbs per diversification. Any future benefits that might be gained by the people of the Holberg as a result of the presence of the Sand Fishers could potentially be less beneficial to the League, and would certainly be more expensive to capitalise on.

  • Judgement: The essence of Dead Reckoning is an embodiment of prosperity, a system to ensure that people get the just rewards for their labours.   • Judgement: The Sand Fishers are broken, they survived under the Druj, but now they are foreigners living in the Empire. It is our duty to show them that they can be more. We send Leonora Van Holberg with 50 doses of liao to urge every Citizen of Holberg to do what they can to support them.
  • Outcome: Upheld with a Greater Majority (214 - 0). Enacted. Every congregation, farm, business, herb garden, forest, mine, mana site, and fleet in Holberg will suffer a one rank penalty to its production following the Summer Solstice. This penalty will last until the start of the Winter Solstice 383YE. The Sand Fishers would gain significantly from this mandate - the support of their immediate neighbours in Holberg would further cement good relations between the new inhabitants of Misericorde and the people of the city.

  • Judgement: The Wintermark National Assembly applaud the cunning and guile of every brave Wintermark hero taking part in the raid on Ikka's Tears. Let all look to those who partake of the raid as exemplars of heroism. We send Rafe with 50 doses of liao to support the scops and the stormcrows in lauding the boldness of those involved
  • Outcome: Upheld with a Greater Majority (274 - 10). Enacted. Every Wintermark military unit that takes part in the expedition to Pride of Ikka's Tears will receive a boost in courage and morale equivalent to two additional ranks for the next two seasons.

  • Judgement: The Sand Fishers are broken, they embrace oblivion in the Howling Abyss. It is our duty to show them that they can be more. We send Skywise Rykana with 50 doses of liao to urge every Imperial Orc to support them with the fruits of our prosperous endeavour and, upon delivery, detail its value in Worth that shall carry us beyond the Abyss.

The General Assembly urges every Imperial citizen to support the change we wish to see in the world by looking for new trading possibilities with the Axos.   • Judgement: The essence of the Great Dance is the belief that each person must find the time and the place where they can become their most virtuous self. It is a practical way to help people become more virtuous and we send Madog Exiles-End with 50 doses of liao to confirm to Navarr citizens that there is nothing in the Great Dance that is incompatible with the Way.

  • Judgement: The Highborn have come to Dawn to show us the Highborn Way in their words and deeds. We should rise to the challenge and send our best troubadours to teach them about Dawn.   • Judgement: The doctrine of the Way is not diminished by the parody of the Broken Wheel, precisely because it is a parody. What matters to the faithful is the beliefs people hold in the heart, not the practical jokes they play on their friends.   • Judgement: We must never shy away from what makes us who we are. We send Efenia i Maristela i Riqueza with 100 doses of liao to encourage the corsairs to engage in privateering.
  • Outcome: Upheld (104 - 50). Enacted. Any Brass Coast fleet that engages in trade loses the equivalent of one rank of production for at least the next two seasons. Every captain on the Coast will redouble their efforts to show that privateering is not just daring and dangerous but bloody hard work! People are still fired up by the raids on the Grendel territories, with this kind of encouragement another opportunity like that would be simply bound to turn up soon.
