- Judgement: In the days before the Empire, the Jotun and Wintermark erected a stone, which became known simply as the Meeting Place. For many generations Jotun and Empire could meet there, be Loyal to their values and bind themselves with oaths - over time a hall grew up on the site and honour and virtue flowed from it. In recent times that hall was destroyed and the stone smashed. Ignominious death and dishonour have abounded between Jotun and Imperials since. Now at last, the Empire and Jotun have jointly rebuilt the feasting hall and wish to call it the Meeting Place once more. This is a place of Honour and Virtue, a place to be Loyal to our values, ourselves, the oaths we swear and the treaties we sign. Having sought the Jotun's agreement, I ask the Assembly for a Writ of Consecration, to dedicate part of the site to Loyalty using a dose of True Liao donated by Erland, in the hope the Jotun accept this offer in the spirit it is intended.

- Judgement - Condemnation: Following my inquisition of Yosephus Morningson, I have determined that the creed of the Temple of Balance, which he preaches is neither blasphemous nor does it promote the Unitarian Heresy. It is, however, avowed Excessionism. He preaches that a person can have too much Ambition compared to their Courage, and vice versa, and thus that all should seek to stymie their own excellence in pursuit of mediocrity across the board. The heretical creed of the Temple of Balance is a festering wound that must be cut out. As he is the primary preacher at Anvil, we must therefore condemn the heretic Yosephus Morningson as well.

- Judgement - Vindication: Able the Taller exhibits exemplary loyalty in their actions. Their loyalty to the cause of "Ending the Druj" inspires others to join with their ambitions. In this instance, their ambition was to solve the supply problem in Urizen that restricts army formation. With their allies, they formed the Urizen Trading Consortium and employed their mastery of the Autumn realm. to manipulate heralds into offering an army of heralds to Urizen. Once this offer was made, they leveraged their personal contacts, prosperity, and sheer determination to not only build it, but built it in a single season: an unprecedented accomplishment. The Synod commends this AMBITIOUS achievement and encourages citizens to learn from Able's ability to take a vast ambition and break it down into steps that bring the unreachable into their grasp.

- Judgement - Penance: In relation to the inquisition of Sen. Ostrik Vulpe on Saturday of the Summer Solstice. It was good to talk, old friend, your virtue is on the correct path and I am pleased. Nevertheless, we all fall short of the Path. I identified two areas in which your soul can be brightened, which I charge you to address this summit. 1) While your Ambition is palpable you should take care to not only draw esteem from others. Thus I charge you to seek the anointing of the Affirmation of Pride. 2) In speaking, I saw that your soul bears a particular weakness to the malign spiritual influence of fear. Your should not fear the night. I charge you to hallow a lantern with the Hallowing of Adelmar, to banish your fear of shadow.

- Judgement - Vindication: Vindication of Olyvar of Esther's Sanctum. Olyvar was asked by the Imperial Inquisitor to look into the issue surrounding the dedication of a then General of Highguard being dedicated to a false virtue. Olyvar was unfortunately too busy to address this, which is unfortunate, but not unvirtuous. Olyvar provided helpful information that he had been told that Achseh had been dedicated by the Exarch of the Sentinel's Tower and the contradicting version that it had been someone in a Bar. He was also told that the Exarch was executed bt the Magistrate, but we have been unable to find a record of this.

- Judgement - Penance: Penance of Aemon Exarch of Suns of Couros. Sanctions following inquisition should be given when a lack of Virtue is demonstrated, that should then be clear on the Judgement of Sanction. Aemon stated at the inquisition that to ask people to vote on their feelings about a person or without the full information would "run the risk of Vengeance". Jack Twice drowned is a controversial figure at times, but the only fault stated in Judgement 51 of the spring summit can be summarised that he was calling people names. If we are to be Vigilant against Vengeance, then we should do better. A public acknowledgement that words in a Synod Judgement matter and a commitment to do better would be a Virtuous penance.

- Judgement - Penance: Penance for Keziah of the Suns of Couros. Keziah virtuously took on the role of working with Achseh, former General of Highguard, as a guide priest to bring her back to the path of Virtue having been dedicated to a false virtue. Keziah succeeded in this role, but failed in one important area. Keziah was not Vigilant enough to identify if others in that Chapter had fallen from the path of Virtue. Keziah did not find out who dedicated Achseh to Hatred. As a penance, Keziah should work with the Highguard Insight Committee, reporting to Julius Solomon of Ebon's Hall, for at least a year to learn to be more Vigilant.

- Judgement - Vindication: Vindication of Veikko, former Cardinal of Loyalty. Veikko's involvement in the issues in Highguard has been to support members of his Assembly and to try and resolve the rift. His actions were entirely Virtuous. Achseh, at Inquisition, stated that the then Exarch of Sentinel's Tower had dedicated her to a False Virtue, which she only agreed to as they threatened violence.

- Judgement - Penance: Penance for Jared of the Sentinel's Tower - There is no clarity about how Achseh became dedicated to a false virtue. It has been stated that other member of the Sentinel's Tower have also been in this way. Jared has demonstrated a lack of Vigilance by not seeking the answers from those closest to him. His penance is to give the names of all people in his own Chapter who have been dedicated to a false virtue along with the name of the person who dedicated them on each or any occasion. Details for current members should be if they have ever been dedicated to a false virtue, for former or deceased members this should cover the last 5 years. The whereabouts of these people should be provided. This information must be raised in a judgement in the Highguard National Assembly by the end of the spring summit of 388. If it does not pass, so is not accepted as adequate by the National Assembly, then this should be escalated.

- Judgement - Vindication: Vindication of Eliaphas of the Saker. Eliaphas under took the early inquisition of Achseh following their dedication to a false virtue. Achseh stated in that inquisition that she did not know how she became dedicated, she only became aware of it when she was insighted. Achseh's account at the inquisition is contradicted by her account at a later inquisition. Eliaphas action in trying to get to the bottom of this were not unvirtuous even if the Highguard National Assembly did not pass his judgement.

- Judgement - Penance: Penance for Nekoda of Shattered Tower. Sanctions following inquisition should be given when a lack of Virtue is demonstrated, that should then be clear on the Judgement of Sanction. Judgement 195 of the winter summit acknowledged there was a rift between chapters, but did not mention any unvirtuous action by Mathayus. This demonstrates a lack of Wisdom. In the spirit of healing rifts and protecting Highguard, an appropriate penance would be to raise a judgement in the Highguard National Assembly to affirm that being willingly dedicated to False Virtue (without other mitigation) should be prosecuted as a religious crime.

- Judgement - Vindication: Escalation of Judgement 57, Summer 387YE Jaromir Ostrovyn Kostka, I asked that you answer for your deed in the Barrens. Synod, my inquisition found that he acted in deep Loyalty for the Empire which drove him to act in Vigilance against those he would see harm it. His choice was difficult, but it was a burden he willing to bear and not have others carry for him. "If the choice is easy then you are the wrong person to make it, we cannot allow ourselves to be monsters." No matter how difficult you find his actions, his Virtue cannot be denied. His calling as a Warden is echoed in the National Assembly, may the guidance he gives inspire others and his Assembly.

While I may disagree with Rhubarb about his aims, I can not gainsay the Virtue that drives him to pursue them. Indeed, if more people pursued their Virtues with half as much fervour the Empire would be better for it. Rhubarb is a Courageous Citizen.
