Custodian of the Bleak Tower
Overview
Custodian of the Bleak Tower is an Imperial title that oversees a great work in Morrow. The tower was commissioned in Summer 382YE as part of an opportunity presented during the Spring Equinox. Work was completed shortly before the Summer Solstice 383YE.
Prior to the Spring Equinox 386YE, the eternal Wise Rangara made an offer of patronage, provided then-Custodian Staurakios was prepared to commit themselves and their successors not only to the protection of the tower itself, but the herb gardens of Morrow as a whole. Staurakios accepted the proposal with the aid of the Celestial Arch.
During the Spring Equinox 387YE, the Imperial Senate voted to amend the title, in line with the proposal made by Graciana i Lòpez i Guerra. The change came into effect at the Summer Solstice 388YE, when Vespasian was the first person elected as the Custodian of the Bleak Tower using tally of the votes.
Responsibilities
The Custodian is responsible for ensuring the Bleak Tower, and the spire that tends to it, remains unthreatened and continues to share its expertise with the herbalists of Morrow. They further ensure that the unique nature of the Tower is not threatened - that its carefully cultivated aura of ruin is not damaged, as this would lead to the loss of the valuable sap gathered from the trees that grow within the regio. Preserving the regio, of course, is also part of the Custodian's responsibilities.
During the Spring Equinox 386YE, the Custodian of the Bleak Tower Staurakios agreed to "protect not only the Bleak Tower but the herb gardens of Morrow as a whole." This was part of the arrangement with Wise Rangara, and while it has no particular legal standing, breaking that agreement would likely remove the benefits provided, and potentially have negative consequences. To quote the emissary of Wise Rangara "the Heart's Blood can stop flowing as easily as it started. Blessings can so easily become curses, after all."

The Custodian of the Bleak Tower gains custodianship of a sinecure. They receive an income of nine drams of heart's blood each season.
Bleak Tower
The Bleak Tower is a great work, which raises the level of investment in herb gardens in the territory and adds 2 drams of random herbs, and 1 dram of bladeroot, to every such resource in the territory. The Custodian has no control over this element, which operates each season.
If an appropriate opportunity has been identified by the Civil Service, the Custodian may redirect the bounty of the Bleak Tower towards a specific situation in which the herbs would be of use. To use this power, the Custodian provides an announcement to the Civil Service, who present the decision to the Senate. No voting is possible by the Senate at this point, as the power has been vested in the Custodian. The Throne, or the Synod may, however, choose to exercise their veto over the Custodian's decision.
If the bounty of the Bleak Tower is redirected, then they will provide no benefit to the herb gardens of Morrow, nor will the Custodian receive heart's blood for as long as the redirection is in place.
Appointment
This title is appointed during the Summer Solstice. The Custodian of the Bleak Tower is appointed through Tally of the Votes by citizens of Urizen who control mana sites. The larger the mana site an individual has, the more votes they can allocate in support to a candidate. The voting is handled by the civil servants in the Bourse.
Only an Urizen citizen may hold the title. They do not receive a seat on the Bourse. As a title appointed through the Bourse they cannot be revoked by the Synod.

The Bleak Tower
During their invasion of Zenith, the Druj destroyed the Gardens of Pallas in central Iteri. The gardens were flooded, their ushabti smashed, their caretaker spires burned. Their malice knew no bounds - during their invasion of Morrow they also destroyed the beautiful Gardens at Caeli. But among the refugees in Morrow the expertise remained - and to those with eyes to see, this created an opportunity to salvage something out of this disaster. With the approval of the Senate, a commission was created to harness that displayed expertise.
The Bleak Tower was an ancient structure, long abandoned for reasons unknown. Half collapsed, it once housed a vast arboretum. The buildings lay in ruins, and the trees had grown wild. Yet that slow ruin brought with it a gathering of Winter resonance that eventually gave rise to a potent regio - one with some unusual benefits. Cyrus of the White Stair, formerly of Zenith, suggested that restoration of the tower would allow a new spire to be built, one that could provide a home for refugees from the Gardens of Pallas - and for those displaced from the Gardens of Morrow.
Work to restore the spire required careful planning - the arboretum needed to be restored without losing the overwhelming sense of ruination that gave rise to the regio. With great care the ruin was made habitable - and skilled herbalists among the refugees encouraged to establish a new spire around it. From the Bleak Tower, the herbalists are able to collaborate with their peers across Morrow, exchanging seeds and plants as well as skills and expertise, bringing great gains to the herb gardens of the Urizen territory.
The real gain comes from the restored arboretum itself however. The twisted trees that grow near the regio produce sap that is a sticky dark red in colour with a metallic tang. It is more than just a mere curio however, it is potent with magic - a rare form of Heart's Blood - invaluable for Winter rituals. It requires careful tending, but the Custodian is able to claim a bounty of this potent vis each season.
After Staurakios accepted the offer of Wise Rangara, an old stone statuette of a raven was installed at the arboretum in the tower. This caused the twisted trees there to weep sap more freely, raising the amount of Heart's Blood produced each season. It also had other effects; the bounty of herbs offered to the gardens of Urizen shifted and changed, and where before they had produced large amounts of Cerulean Mazzarine, they now produced additional Bladeroot - "the better to deal with the lingering influence of the Druj". Wise Rangara also granted the Custodian a gift, a token of appreciation that helps them ensure Urizen is never short of the herbs it needs to heal its broken hearts.
