* '''Assembly:''' Prosperity Virtue
* '''Raised By:''' Bartimaeus
* '''Judgement:''' The Sand Fishers have begun the slow recovery from the tortures inflicted on the Druj. Strive, toil, and claim the just rewards of your labours.

===Judgement 18===
* '''Assembly:''' General
* '''Assembly:''' Varushka National
* '''Raised By:''' Lord Edward Novarion, called Watcher
* '''Raised By:''' Nisha Strascovich
* '''Judgement:'''The Imperial Synod shall not uphold any new judgements of recognition, nor Changes of Doctrine, during the next year, or until agreement on the way forward for our shared faith can be reached between the Imperial Synod and the House of the People, whichever is sooner. This judgement put forward by the Symposiarch of the Symposium of Revelation: let discord be replaced with Virtuous debate so that we may together further the Way, and let this commitment be heard by both the people of the Empire and of Sumaah.
* '''Judgement:''' The Varushkan assembly recognises the virtues of the citizens of Varushka. Your COURAGE, VIGILANCE, and WISDOM in fighting the dark magics, wolves, and monsters. Your AMBITION and LOYALTY that enables the Empire to prosper as you hold back the MONSTROUS TIDE from your unsuspecting neighbours. RISE UP! And raise a toast to Varushka and the Empire!

* '''Judgement:''' The Grey Pilgrimage rose to challenge the greatest spiritual threat to the Empire. It would be an affront to Pride, Loyalty, Courage, and Wisdom if these pilgrims were restrained or dissuaded in their dedication to spreading doctrine and combating heresy. It is a tragic shame that any theological debate brought about by the pilgrimage has provoked such a combative response from our siblings from other national assemblies. It is in these drastic times that Loyalty to each other and the Empire must overcome these small differences. We urge the General Assembly not to spurn or reject the grey pilgrims. These are Highborn citizens following their very nature. We are better than this.

===Judgement 11===
===Judgement 21===
* '''Assembly:''' General
* '''Assembly:''' Dawn National
* '''Raised By:''' Jorma Steelhail
* '''Judgement:''' We are a Proud and Ambitious people. The Synod sought common ground with Sumaah last summit in the Ambition of working together to convert the world to the Way, to ending the savagery of ignorance of false Idols and Malign spiritual forces that prey upon us. The Sumaah have agreed to this course of action, but, we must resolve our differences. Pride is to be committed with words and actions, to despise the half-hearted, the uncommitted and the pretender. Ambition demands we aim high, and that consequences are the price of Ambition. We face those consequences with virtuous spirit unbowed by the first hurdle. We the General Assembly agree to the Sumaah's request of not changing Doctrine, or Recognising new Paragons and Exemplars until Way Summit at Autumn 383 or Spring 384 should these differences not be resolved. Let us grasp the opportunity and educate our cousins in the Sumaah and rise to greater heights.
* '''Outcome:''' Upheld (1035- 221).

* '''Judgement:''' Heilyn of Bronwen's Rest, the Imperial Warmage, should be added to the roll of benefactors. This is in recognition of his tireless and never-ending work in his position of Warmage. They are scrupulous in ensuring every ring spent gives the maximum impact for the Imperial war effort. They ensure all mages who assist are treated fairly and with prosperity in mind in every detail. They make certain that everyone who assists in gathering the materials required gives real value to the Imperial treasury, whilst also remaining prosperous. These qualities have created a strong network of trusted citizens he can call upon to drive bigger and better works of magic every season. As such it is only proper that he is correctly named and recognised by the Assembly of Prosperity.
* '''Judgement:''' When Empress Richilde stood for Queen of Dawn, none would take the field against her. No-one wanted their name or their house to be ranked as opposition, nor to question that she was a fit candidate. However, there were fourteen among them who understood that to win uncontested is less glorious than to best even the most meagre of challenges. Those fourteen knights were the first Black Knights, and by adopting anonymity as they stood against Richilde they sacrificed their personal glory, and one's life, to ensure that the tourney was held and that all others that took part had chance to demonstrate their worth and earn their legends. We will never know their identity, or that of any who continue the tradition. But we can acknowledge and applaud their sacrifices, and we can encourage others to put aside their own glory or histories if necessary; to ensure that hereafter no contest of any kind in Dawn is won without sufficiently glorious challenge. Long may the tradition of Black Knights continue, long may they provide us resplendent contests, long may we praise these anonymous examples of the spirit of Dawn.

* '''Outcome:''' Upheld with Greater Majority (110 - 0)

* '''Judgement:''' We believe the current use of Britta's Tomb is wasteful. We hold that this fine structure should be re-purposed as a "Tomb of the Lost Soldier", for those virtuous souls lost overseas and could not be given proper burial sites at home. We hold that this would be a proper tribute to these loyal souls, and the memory of Britta.
* '''Judgement:''' Reikos has finally been fully retaken, all Highborn territory is now in our hands again. Now is the time for rebuilding what was lost - we remember that wood burns but stone endures. This assembly calls for a great period of building - both to rebuild Reikos and to build a permanent legacy across all of Highguard. Architects, engineers, builders, benefactors, and labourers should come together to show the world the Pride and Prosperity of the Highborn.

* '''Judgement:''' It is the Highborn way to be proud of those who demonstrate virtue in the Autumn of 382YE, a momentous event occurred amongst the Highborn. A relic of the Thundering Tide, the first Highborn army to make landfall in what is now Necropolis was recovered from the clutches of the eternal Llofir and returned to the Empire. The Highborn national assembly recognises the virtue of Joshua and Levi of Zephaniah's Lament: Sela and Azhrukhal of the Suns of Couros;: Lev of the Unbound: Lina of Felix's Watch: Cuth, Solomon, and Sariel of the Shattered Tower - in uncovering the location of the banner: recovering it from Llofir: obtaining true liao and replacing the aura of Hate that permeated it with one of Loyalty. We recognise that, through their actions, they have demonstrated Ambition, Courage, and Pride. We encourage citizens to seek out their story and understand what can be accomplished through dedicated virtuous action.

As if joining the Jotun in battle in broad daylight in a clean shield wall is the ONLY way of our people. Have we forgotten the Wisdom of the Kallavesi? The Cunning of the Suaq? We must be cautious of this embrace of "Honour" and look to celebrate ALL the attributes of our people not just the Steinr.

Now is the time for any merchant or fleet captain who had previously refrained from dealing with Axos slavers to reverse their position and announce by their words and deeds "This is a change we wish to see in the world". In particular we call upon traders among the Imperial Orcs to demonstrate their prosperity and to show Axos an alternative to the false expectations they have developed as a result of interacting with the Grendel and Druj.
* '''Judgement:''' Jericho of the Suns of Couros - I seek approval from the Imperial Synod for my pilgrimage to visit the burial places of the Empire and to talk to those who have lost dear friends and family in service to the Empire's war effort. * '''Judgement:''' The rejection of the Grey Pilgrims by the Marcher assembly is an act of cowardice and disloyalty. The tenets of Courage tell us to despise cowardice that leads to inaction - as the Marchers have shown no attempt to learn and grow - and the tenets of Loyalty call upon us to build up our fellows.To help and aid them, the Highborn assembly calls upon the grey pilgrims, and all wayfarers of the faith, to look to the example of Permion - cowardice and corruption must be challenged when it is found no matter the opposition. We must help our Marcher cousins to find the Way once more. If their assembly is not up to the task, we will do it for them.

Mendicant Cassocks, Wayfarer's Pyxes, and Guided Paths aid our priests in performing their duties while allowing our resources to spread further. Virtuous artisans are encouraged to craft these items while priests should get into the habit of purchasing cassocks for a fair price and seeing that they are put to frequent use.
* '''Judgement:''' To recognise someone as an Exemplar is to submit them to the Synod as someone to be spoken highly of, whose Virtuous deeds should be extolled, and to use them as inspiration for others. This is '''exaltation'''. To recognise someone as an Exemplar is to submit them to the Synod as someone who should be regarded with great respect, to revere and admire them, and someone who should be held in high regard. This is '''veneration'''. To worship, exalt, or venerate an inhuman spirit is '''idolatry'''. The recognition of inhuman Exemplars and the idea that they should be taught to human congregations as equal to human exemplars is '''idolatry'''.

To preach in subversion of local leaders is to suggest that their spiritual counsel in the Way is amateur flies in the face of the principles of Pride. The Grey Pilgrims should reassess their methods and move forward as though with the affirmation of Pride, an anointing which teaches us not only to feel our own self-worth but to acknowledge the worth of others and to  treat them with respect. The virtues inspire others to greatness they do not demean them.

With Wisdom and Vigilance we look to the world around us, and by our own choices we take on lessons. That we may watch an enterprising bird toil and take from it a parable of Ambition speaks for the Ambition in ourselves, not the creature. So it is with the Krampus. A Hero chooses to take on a curse of the Krampus so they may be tested and learn through adversity. We make these choices with trust in ourselves, not at the whims of an inhuman entity. To subsume free will to the Krampus is idolatry. Any who wish guidance in seeking the tests should take a Stormcrow's advice. Through our Proud traditions of parables, symbols, tests, and mysteries we better comprehend ourselves and our path on the Way. To do so we must trust in our own cunning and Wisdom, and come together in Loyalty.

The use of torture and cruelty to elicit the false virtues of fear, hatred, and vengeance in our enemies is contrary to Dawnish values. Specifically, we do not recognise cruel armies as a tool that the Empire should be using against our enemies. The enemy who is afraid to face us in glorious battle because of the use of torture and cruelty is not an enemy against whom we can find pride in victory or defeat.

It is not automatically idolatrous to deal with eternals; the structures you list are not within cathedrals of the Way. But you may show your Courage by adapting your strategy. You will be glad to see the Senate act to refashion the truly idolatrous Asavean images of Oktístis. Bring your fervour to bear on this: a project which actively promotes and exalts the Way besides destroying idols. I commend your Courage; show it now. Franco i Erigo declined to enact his mandate as new knowledge reached him. This was Wisdom. While the Synod must change and adapt to knowledge, and priests not be unduly punished for acting in virtue, the vote of the Synod was still overruled. The Synod must be vigilant in its approach to foreigners and Foreign Affairs. I send Franco to collect a story from each Imperial Ambassador, whatever tale they choose of Vigilance in their work so he may learn. These must be written, with a foreword of explanation and lessons learnt by Franco, and by the end of Spring 384 place as a book in the Library, or in my hand for appropriate distribution, or with the Inquisitor of Pride in my absence. ===Judgement 3===
* '''Assembly:''' General Assembly
* '''Raised By:''' Starac Sijed
* '''Judgement:''' The Synod would reward those captains that came from all nations across the Empire, particularly Wintermark, Varushka, and Dawn to save the enslaved children of the Barrens from cruel and painful death at the hands of the Druj. Over 70 captains, at great sacrifice and cost, commited their units to selfless bloody toil, and Prosperity demands that virtue be recognised and celebrated and held as example, and the Synod will distribute 35 Thrones as thanks and reward for this great deed.
* '''Outcome:''' Upheld (1175 - 219); 35 Thrones provided by the Tribune.

===Judgement 13===

===Judgement 10===
* '''Assembly:''' General Assembly
* '''Raised By:''' Eska Crowspeaker
* '''Judgement:''' We request 20 Thrones from the virtue fund to be given to Bloodcrow Yargol who, acting on behalf of the Imperial Orcs, demonstrated their great loyalty to their fellow citizens with the prosperous donation of 5 wains of mithril which was used to liberate 100 Imperial Citizens and their descendants who were being held as slaves by the Thule. This is the second time they have made a similar donation and expected nothing in return.
* '''Outcome:''' Upheld (760 - 225); 20 Thrones provided by the Tribune.

===Judgement 15===
* '''Assembly:''' General Assembly
* '''Raised By:''' Benedict Pacelli von Holberg
* '''Judgement:''' The Ambition of Thomas and Eduard Dunlain was to create a team of runners from across the Empire to aid communication between nations travelling through the Sentinel Gate together. They believed this would save lives and improve our chances of victory. Though both have died in service to the Empire, the Synod awards twenty Thrones in recognition of their efforts and to support the creation of a sodality that will turn their Ambition into a lasting reality.
* '''Outcome:''' Upheld (666 - 0); 20 Thrones provided by the Tribune.

===Judgement 16===
* '''Assembly:''' General Assembly
* '''Assembly:''' General Assembly
* '''Raised By:''' Genoveva Barossa di Tassato
* '''Raised By:''' Alcuin, proxy [[Seer of the Gateway]]
* '''Judgement:''' The loyalty of the Generals Barossa in creating and executing the strategy which prevented Morrow from being over-run by the Druj has been recognised by the Synod (Judgement 41 Winter 383) and the commission of a School of War has been proposed by Nares of Urizen in gratitude for their work. We wish to celebrate these virtuous acts by rewarding General Gabriel Barossa with 30 Thrones from the virtue fund on behalf of myself and General Natalia Barossa in order that one of the options presented by Nares may be built.
* '''Judgement:''' To reward Alcuin the sum of 5 Thrones to continue Livia Cascade's work with past life visions.
* '''Outcome:''' Upheld (721 - 290). 30 Thrones provided by the Tribune.
* '''Outcome:''' Automatically upheld; 5 Thrones provided by the Tribune.

===Judgement 17===
===Judgement 17===
* '''Assembly:''' General Assembly
* '''Assembly:''' General Assembly
* '''Raised By:''' Chauntecleeer Words
* '''Raised By:''' Aureliana di Sarvos
* '''Judgement:''' Further to the successful Judgement 7 last summit, a further 40 Thrones is sought by Chauntecleer to purchase the remaining materials reqired to construct a brokerage for the purposes of establishing a supply of liao to Surrani followers of the Way. We believe we should be seeing to ai them, reiforce their faith, and bring Salvation to others in the Confederacy. However, we are not blind to the political situation with our neighbours, and have already made a commitment to the Throne not to attempt to commission this work through the Senate without their approval. We would however suggest that were the brokerages to be built now, an the appointment of their overseer be via the Throne then their functioning could still await the Throne's discetion - but allow for their immediate utilisation without the elay from construction; should the situation with our neighbours change; for better or worse. Although not currently illegal to operate these facilities, we acknowleddge the spirit of te treaty and the inflammatory possibility of flaunting it. We counsel to be patient, but not to forget.
* '''Judgement:''' As Imperial Chaplain Consular, I request 5 Thrones from the virtue fund, to put toward funding the integration of the Sand Fishers into the Empire.
* '''Outcome:''' Not Upheld (216 - 485).
* '''Outcome:''' Automatically upheld; 5 Thrones provided by the Tribune.

===Judgement 20===
* '''Assembly:''' General Assembly
* '''Raised By:''' Chauntecleer Words
* '''Judgement:''' Chauntecleer Words requests 50 Thrones, in order to realise a proposal from Fenoren - Grandmaster of the Sevenfold Path. The proposal is that the funds be set aside to purchase mithril, to then be used in the construction of a sinecure for the collection of mana entitles Sevenfold Virtue's Reward. The means to control said sinecure would be via Declaration of Candidacy within the Conclave. The Sevenfold Path would further ensure that each summit at least one mage was provided the mana to make a declaration, with the content of their speech containing the reasoning as to why their use of magic has been virtuous. In this manner the Sevenfold Path would seek to ensure not only are virtuous mages rewarded for their efforts, but done so visibly to inspire others; and perhaps most importantly that henceforth Conclave will each summit have at least one debate guaranteed to be focused on the virtuous use of magic.
* '''Outcome:''' Upheld (512 - 405); 4 Thrones, 6 Crowns, 15 rings provided by the Tribune.

===Judgement 32===
* '''Assembly:''' General Assembly
* '''Raised By:''' Brother Vashti
* '''Judgement:''' The General Assembly recognises the Ambition and Pride of Creed of the Shattered Tower. By his hand and his mastery of Summer magic alone over thirty fleets have been empowered in the recent raids on Grendel fleets and territories. In recognition of this achievement the General Assembly awards Creed of the Shattered Tower with 5 Thrones from the virtue fund.
* '''Outcome:''' Upheld (512 - 158); Insufficient funds

===Judgement 36===
* '''Assembly:''' General Assembly
* '''Raised By:''' Rafael Barossa di Tassato
* '''Judgement:''' Thomas of Upwold paid 93 Thrones of his own money to fund the reconstruction of the idols of Almodin Oktístis. This great prosperity deserves recognition and as such we reward him 30 Thrones from the virtue fund.
* '''Outcome:''' Upheld (674 - 305); Insufficient Funds.

===Judgement 60===
===Judgement 38===
* '''Assembly:''' General Assembly
* '''Raised By:''' Luis i Alamein i Guerra
* '''Judgement:''' The General Assembly would disburse 5 Thrones to reward Accalon of Felix's Watch in pursuit of reimbursing those who have travelled to Asavea to rescue the impoverished insurgents.
* '''Outcome:''' Upheld (761 - 210); Insufficient Funds

===Judgement 58===
* '''Assembly:''' General Assembly
* '''Raised By:''' Hembeneth i Guerra
* '''Judgement:''' Finna i Fyadoz i Guerra was instrumental in defending Feroz from the Grendel showing Courage and Wisdom in ensuring that all five of the Grendels "necromantic" pillars were destroyed. At great personal risk she led the charge to the fifth pillar, depleting her own personal liao in her efforts. The General Assembly rewards her with 10 Thrones for her virtuous actions on that day.
* '''Outcome:''' Upheld (788 - 240); 7 rings provided by the Tribune.

===Judgement 66===
* '''Assembly:''' General Assembly
* '''Raised By:''' Violante i Abasdo i Riqueza
* '''Judgement:''' Traders are now free to trade from the Bay without the penalties caused by the risk of Grendel piracy, because the fleet captains who dominated Catazar Bay have thrown the Grendel from our border for seasons to come. In their Loyalty to the Empire they set aside opportunities that would have increased their personal wealth, and set about damaging the Grendel shops instead. Their fleets are at half strength for two seasons hence keeping them from engaging in prosperous trade until Winter. I ask that their Loyalty and Courage be recognised with rewarding 50 Thrones to be split amongst all the captains.
* '''Outcome:''' Upheld (576 - 131); Insufficient funds.

===Judgement 75===
* '''Assembly:''' General Assembly
* '''Raised By:''' Iniska Ashwood
* '''Judgement:''' We the Synod recognise the prosperity and wisdom of Auric Horizon regarding the creation and sharing of rituals used to determine additional information about the content of a past life vision. We reward this coven with 5 Thrones.
* '''Outcome:''' Upheld (620 - 158); Insufficient funds

===Judgement 91===
* '''Assembly:''' General Assembly
* '''Assembly:''' General Assembly
* '''Raised By:''' Ain
* '''Raised By:''' Comus i Zemress
* '''Judgement:''' Civil war was averted and slavery was ended in Axos thanks, in part, to funds from the Synod virtue fund provided to the Overseer of the Cavabianca Docks. The Synod rewards 22 Thrones to the overseer to continue this work in other slaving nations.
* '''Judgement:''' The Synod recognises Nathrack of the League as an upstanding citizen for his actions in organising a Citizens Watch to patrol Anvil. Protecting the prosperity of the people and remaining vigilant against threats. In light of the Synod's tight budget this season we award Nathrach 1 ring along with the promise of further support should the Watch remain a virtuous enterprise.
* '''Outcome:''' Upheld (928 - 108). 22 Thrones provided by the Tribune.
* '''Outcome:''' Upheld (278 - 130); Insufficient funds.

* '''Assembly:''' General Assembly
* '''Assembly:''' General Assembly
* '''Raised By:''' Steve Hart
* '''Raised By:''' Aniera Exiles End
* '''Judgement:''' I would like it to be recognised how Abbott Thomas has shown his commitment to the virtues and how he has not used the Singing Caves for his own use and used it for the Marchers to enlarge the Drakes and the better of the Marches and upheld a deal with the orcs. I wish we can reward him with 4 Crowns.
* '''Judgement:''' Enis and Pod, through their work to raise the status of Seren to a city, have shown PRIDE in their nation and re awoken our PRIDE and AMBITION for our future. We raward each of them 2 Thrones (4 in total)
* '''Outcome:''' Upheld (409 - 92). 4 Crowns provided by the Tribune.

Summer Synod 383YE.jpg
A virtuous pilgrimage is a profound calling for many who follow the Way.

Overview

During the Summer Solstice 383YE Summit, the Imperial Synod raised 131 judgements.

Change of doctrine

No change of doctrine was proposed during the Summer Solstice summit.

Veto

The veto was not sought during the Summer Solstice 383YE.

Statement of principle

The following statements of principle were presented to the assemblies of the Imperial Synod. Thirty-five of these statements achieved a Greater Majority, meaning they will be distributed to appropriate assemblies.

Judgement 12

  • Assembly: Prosperity Virtue
  • Raised By: Bartimaeus
  • Judgement: The Sand Fishers have begun the slow recovery from the tortures inflicted on the Druj. The Prosperity assembly calls upon its priests, and all those who trade with these foreigners to set prosperous prices and trade fairly - to teach and demonstrate the first tenet of Prosperity. Strive, toil, and claim the just rewards of your labours.
  • Outcome: Upheld with a Greater Majority (226 - 10)

Judgement 14

  • Assembly: General Assembly
  • Raised By: Alderai
  • Judgement: Honour is a Jotun concept. Negotiating so-called honour duels with barbarians is not only treason (except where Ambassadorial privilege applies) it is also Idolatry.
  • Outcome: Not upheld (334 - 1066)

Judgement 18

  • Assembly: Varushka National
  • Raised By: Nisha Strascovich
  • Judgement: The Varushkan assembly recognises the virtues of the citizens of Varushka.
  • Outcome: Upheld with a Greater Majority (160 - 0)

Judgement 19

  • Assembly: General Assembly
  • Raised By: Vindictus
  • Judgement: The Grey Pilgrimage rose to challenge the greatest spiritual threat to the Empire.
  • Outcome: Upheld (960 -528)

Judgement 21

  • Assembly: Dawn National
  • Raised By: Darien Numbers
  • Judgement: When Empress Richilde stood for Queen of Dawn, none would take the field against her.
  • Outcome: Upheld with Greater Majority (110 - 0)

Judgement 26

  • Assembly: Highguard National
  • Raised By: Sister Tabitha
  • Judgement: Reikos has finally been fully retaken, all Highborn territory is now in our hands again.
  • Outcome: Upheld with a Greater Majority (501 - 0)

Judgement 29

  • Assembly: Dawn National
  • Raised By: Mordred
  • Judgement: Issuing the following poem: "Whose name should Troubadours resound? Across the waters and the land? The king beneath the stony ground of gold and gemstones, Adamant... Above the shining Semmerlak, an edifice of granite stands, unbreakable by foe's attack, the glorious work of Adamant. O king! Forgive our tardiness, in giving you your proper due, and let express we with this verse our gratitude and thanks to you."
  • Outcome: Upheld (66 - 0)

Judgement 33

  • Assembly: General Assembly
  • Raised By: Jericho
  • Judgement: Jericho of the Suns of Couros - I seek approval from the Imperial Synod for my pilgrimage to visit the burial places of the Empire and to talk to those who have lost dear friends and family in service to the Empire's war effort. I do this as custodian of the Imperial War Memorial and the holder of the Book of the Dead. I will do this as an old soldier and priest to support all nations in honouring our war dead and in service of the Empire.
  • Outcome: Upheld with a Greater Majority (1496 - 72)

Judgement 39

  • Assembly: Highguard National
  • Raised By: Able
  • Judgement: The rejection of the Grey Pilgrims by the Marcher assembly is an act of cowardice and disloyalty.
  • Outcome: Upheld (253 - 246)

Judgement 41

  • Assembly: Loyalty Virtue
  • Raised By: Jared of the Suns of Couros
  • Judgement: Pilgrims of Loyalty in the Empire hear the voice of your assembly! Know thy heart but always remember the examples of the Bolstering Bill and Cora Holdfast in helping those in need. The Empire has an influx of new citizens who are liberated former slaves. Help them find their place and their new start by offering what support you can give.
  • Outcome: Upheld with a Greater Majority (360 - 0)

Judgement 42

  • Assembly: Highguard National
  • Raised By: Cimeies of Felix's Watch
  • Judgement: To recognise someone as an Exemplar is to submit them to the Synod as someone to be spoken highly of, whose Virtuous deeds should be extolled, and to use them as inspiration for others. This is exaltation. To recognise someone as an Exemplar is to submit them to the Synod as someone who should be regarded with great respect, to revere and admire them, and someone who should be held in high regard. This is veneration. To worship, exalt, or venerate an inhuman spirit is idolatry. The recognition of inhuman Exemplars and the idea that they should be taught to human congregations as equal to human exemplars is idolatry.
  • Outcome: Upheld with a Greater Majority (313 - 112)

Judgement 43

  • Assembly: General Assembly
  • Raised By: Hazelelponi of the Shattered Tower
  • Judgement: Our Empire has Wisdom spread to it from all kinds of priests, whose role it is to travel our Empire and spread The Way. Guides, Wayfarers, Bishops, Questors, Troubadours, Stormcrows; all have their own unique ways of spreading the Way, and are vigilant in their teachings and questionings. The Grey Pilgrims are a new addition to our travelling priests and should still take inspiration from them. To act to impede any of them in their responsibility would be to subvert Human Destiny.
  • Outcome: Not upheld; withdrawn (834 - 424) Withdrawn at request of raising priest

Judgement 46

  • Assembly: Nine
  • Raised By: Empress Lisabetta von Holberg
  • Judgement: Pilgrimage takes us on a journey to the heart of our Imperial faith. I ask citizens of the Empire to consider whether they should undertake pilgrimage - in the understanding that this may take many forms whether of the body, mind, or spirit, unique to each person's path of virtue. I ask this, that we may, as an Enlightened Empire, find new insights to help us overcome our many challenges. As the Throne, I commit myself to undertake a pilgrimage of Wisdom.
  • Outcome: Upheld with a Greater Majority (6 - 0)

Judgement 48

  • Assembly: Brass Coast National
  • Raised By: Tiana i Zaydan i Riqueza
  • Judgement: Supporting the freedom to choose your own virtuous path is what it means to be Freeborn. We will not tell you what to do with your fleets, but let your virtue guide you. Both trading and privateering can be prosperous as long as we remember the teachings of Zemress. After raiding, she gave a share to those who worked hard with her. She offered opportunity to all willing to work. She claimed a righteous bounty from the enemies of the Empire. She invested her personal wealth in projects, in her community. Whether you raid or trade be like Zemress.

  • Outcome: Upheld (80 - 0)

Judgement 63

  • Assembly: General Assembly

Judgement 76

  • Assembly: Navarr National
  • Raised By: Raelyn Holdfast
  • Judgement: We the Navarr assembly recognise that the briars among us are human, capable of Virtue, and citizens of the Empire. To prevent them from standing for or holding Imperial Positions based on their lineage instead of their actions runs directly counter to the teachings of Pride, Ambition, and the Doctrine of Human Destiny.
  • Outcome: Upheld with a Greater Majority (150 - 8)

Judgement 77

  • Assembly: Wisdom Assembly
  • Raised By: Absalom
  • Judgement: Wisdom instructs us to act on the knowledge we have, to make the best choice with the information available. Judgement 85

  • Assembly: General Assembly
  • Raised By: Nira of Cantiarch's Hold
  • Judgement: I am a priest of Courage. I am also an artisan. It is my Ambition to craft a Litany of the Labyrinth using ilium for each nation so that there will be an enduring way for each nation to protect the souls of its citizens and ensure their passage to the Labyrinth. It will be left to each nation to select the appropriate sect and oath. I call upon the Synod and Empire to look to their Prosperity to support this virtuous project through the donation of ilium and coin to Nira of Cantiarch's Hold for the crafting of lasting Litany of the Labyrinth reliquaries for each nation. Orc priests have been consulted and an appropriate item will be made for the Imperial Orc nation to ensure their souls achieve the passage intended by their people.
  • Outcome: Upheld (809 - 126)

Judgement 87

  • Assembly: Navarr National

  • Outcome: Upheld (78 - 16)

Judgement 92

  • Assembly: Pride Virtue
  • Raised By: Josephine of Adina's Charge
  • Judgement: "Pride inspires others, it does not demean them." People all over the Empire judge and demean briars for what they are rather than what they do. This is a massive failing of Pride and we encourage everyone to challenge any who would demean briars based on their lineage alone.
  • Outcome: Upheld with a Greater Majority (227 - 0)

  • Raised By: Gaelen Embercast
  • Judgement: Torr Splitroot, Hero of the Empire, fell after battling the Jotun, upon his death, the armour he wore became wrapped in a spontaneous, permanent aura of Vigilance. We believe this miracle to be one of the signs of paragonhood, but we would invite followers of the Way from Sumaah to discuss this with us.
  • Outcome: Upheld (198 - 0)

Judgement 97

  • Assembly: Vigilance Virtue
  • Raised By: Ser Ancel Watcher
  • Judgement: Vigilance teaches us to seek out the blight in our neighbour's field lest our own be blighted. Whittle is a festering plague that needs action. My assembly make it clear with these words, if the Marchers are unable to cure it, then my assembly will do so. Vigilance thwarts malice.
  • Outcome: Upheld (180 - 10)

Judgement 106

  • Assembly: Marches National
  • Raised By: Sister Meredith
  • Judgement: Many years ago, the Marchers made the decision to join the Empire and follow Imperial doctrine. The victors of the Cousin's War lived with the seven virtues in their hearts. The Whittle folk must now decide whether they wish to stand with their fellow Marchers and reject Hate as a virtue, or choose to be declared heretics. The law must apply equally to all Marchers, but in respect of their past deeds against the Jotun, the Assembly wishes to give them that choice.
  • Outcome: Upheld with a Greater Majority (106 - 0)

Judgement 108

  • Assembly: Wintermark National
  • Raised By: Severi Jarlmarison

  • Outcome: Upheld (1362 - 0)

Judgement 110

  • Raised By: Bethany
  • Judgement: We keep hearing tales of lost dolmen. The wise act on what they know. We call on the beaters, landskeepers, and others that travel, especially along mana-courses and along the borders, particularly of Bregasland, to keep an eye out and report any findings to Bethany or Elke of King's Stoke, so we can bring them back into service for the Prosperity of the nation.
  • Outcome: Upheld with a Greater Majority (116 - 0)

Judgement 111

  • Assembly: Brass Coast National
  • Raised By: Iroh i Riqueza

Freeborn should look to the virtuous examples of the past to give them strength in this trying time; the sacrifice of the Burning Falcons and the Courageous actions of Zemress aginst numbers greater than their own as well as many others from our histories. We are and always have been brazen and free, we will never bow to any barbarian be they Jotun, Lasambrian, Grendel, or any other.

  • Outcome: Not Upheld (42 - 42)

Judgement 115

  • Assembly: Prosperity Virtue
  • Raised By: Onan of the Chantry
  • Judgement: The Bourse wields enormous power within the Empire. While many who use this system do so in virtue, many others engage in hoarding, and act to deny the Prosperity of others. If you believe a Bourse holder is engaged in hoarding and/or unprosperous activities you should report this to the Prosperity assembly for investigation. Failure to do so makes you complicit in their misdeeds!
  • Outcome: Upheld with a Greater Majority (182 - 24)

Judgement 116

  • Assembly: Highguard National
  • Raised By: Shiloh of the Dauntless Light
  • Judgement: The attack on Sarvos and Holberg by Zephaniah's Lament is a tragedy. We Highborn feel very keenly the affront to the Pride of an entire nation. We will not rest until this debt is erased. What was great will be greater still.
  • Outcome: Upheld with a Greater Majority (649 - 6)

Judgement 117

  • Assembly: Wintermark National
  • Raised By: Vauraus Korppitkotka
  • Judgement: The Ambition and Prosperity of Bron Maudssen led him to start his own hall, Hyrsthall, with a view of how they could share their Prosperity with Wintermark. Bron and Hyrsthall have provided all of the goods required to rebuild the Aviary of Ishal, demonstrating their Loyalty and Prosperity. We recognise their virtuous actions and hold them up as an example to Wintermark.
  • Outcome: Upheld (164 - 0)

Judgement 119

  • Assembly: Urizen National
  • Raised By: Alcuin
  • Judgement: Medea Ruth was not a universally liked individual - her uncompromising stance on the pursuit of virtue was not intended to win friends. Those who knew her should contemplate her path - both her moments of great Ambition, and where she struggled with finding the path of virture, and apply those lessons to their own life and aiding others along theirs.
  • Outcome: Upheld (44 - 8)

Judgement 122

  • Assembly: Varushka National
  • Raised By: Preceptor Yevanshka
  • Judgement: We are appalled at the Highborn assembly's implication that exemplars are to be worshipped provided they are human. The Way is not one of heathen practice. We subsume our human will and our path of virtue to no-one - inspiration is not idolatry.
  • Outcome: Upheld with a Greater Majority (132 - 0); Primacy

Judgement 123

  • Assembly: Varushka National
  • Raised By: Doubravka Nadjaovna Vanek

  • Outcome: Upheld with a Greater Majority (114 - 0); Primacy

Judgement 128

  • Assembly: Marches National
  • Raised By: Elspeth of Pickham
  • Judgement: Those who serve the Empire by providing food and drink for Prosperous rates are every bit as virtuous and valuable to the Empire as those who fight or shout. A full stomach is a sound foundation for virtue.

Mandate

The following mandates were passed during the Summer Solstice. Where there are competing mandates, the one that passes with the largest margin is successful and all other competing mandates are considered to have failed.

Judgement 4

  • Assembly: Highguard National
  • Raised By: Ain of the Shattered Tower
  • Judgement: A virtuous life leads the faithful to further righteous action but vile behaviour spreads just as easily if not checked. Blasphemy, idolatry, and heresy have been allowed to spread unchecked through the Empire for too long. We send Vashti of the Shattered Tower with 50 doses of liao to commit every citizen in Highguard to the struggle to eradicate the seeds of corruption from the Empire before they can flourish.
  • Outcome: Upheld with a Greater Majority (560 - 14). Enacted. The current reduction in attendance in Highborn congregations will cease; for the coming year statements of principle in the Highborn Assembly that do not directly address matters of orthodoxy and false beliefs in the Empire will be significantly less likely to result in a mandate.
  • Notes: The opportunity is detailed here

Judgement 5

  • Assembly: Loyalty Virtue
  • Raised By: Anastasiya Volkov
  • Judgement: We urge pilgrims to know their heart and what commands its devotion above all else. We send Anastasiya Volkov with 75 doses of liao to warn pilgrims against those who seek to compel their loyalty and urge them to keep faith with those they are loyal to, whatever it takes.
  • Outcome: Upheld with a Greater Majority (233- 18). Enacted. Has far-reaching implications for the Synod and the Loyalty assembly.
  • Notes: The opportunity is detailed here

Judgement 6

  • Assembly: General Assembly
  • Raised By: Kaspar Yakovitch von Holberg
  • Judgement: The Sand Fishers are entirely without Ambition, Courage or Pride. They lack the strength of character the virtues provide, they will never prosper without them. We send Kaspar Yakovitch von Holberg with 25 doses of liao to teach the Sand Fishers of Misericorde the Seven Virtues.
  • Outcome: Upheld (1299- 72). Enacted. Among other things, the benefits provided by the covered market to businesses that diversified would be permanently reduced to two random herbs per diversification. Any future benefits that might be gained by the people of the Holberg as a result of the presence of the Sand Fishers could potentially be less beneficial to the League, and would certainly be more expensive to capitalise on.
  • Notes: The opportunity is detailed here

Judgement 7

  • Assembly: General Assembly
  • Raised By: Ophelia Sanguineo Rezia di Tassato
  • Judgement: The essence of Dead Reckoning is an embodiment of prosperity, a system to ensure that people get the just rewards for their labours. We send Ophelia Sanguineo Rezia di Tassato with 50 doses of liao to encourage League citizens to remember that it is virtuous to despise the thieving bandit, the lazy wastrel, the grasping miser, and those who take without giving.
  • Outcome: Upheld (1247- 140). Enacted. The Synod agrees that the practice of Dead Reckoning is not against doctrine. The current penalty affecting congregations in that nation would end.
  • Notes: The opportunity is detailed here

Judgement 9

  • Assembly: League National
  • Raised By: Lieselotte Van Holberg
  • Judgement: The Sand Fishers are broken, they survived under the Druj, but now they are foreigners living in the Empire. It is our duty to show them that they can be more. We send Leonora Van Holberg with 50 doses of liao to urge every Citizen of Holberg to do what they can to support them.
  • Outcome: Upheld with a Greater Majority (214 - 0). Enacted. Every congregation, farm, business, herb garden, forest, mine, mana site, and fleet in Holberg will suffer a one rank penalty to its production following the Summer Solstice. This penalty will last until the start of the Winter Solstice 383YE. The Sand Fishers would gain significantly from this mandate - the support of their immediate neighbours in Holberg would further cement good relations between the new inhabitants of Misericorde and the people of the city.
  • Notes: The opportunity is detailed here

Judgement 11

  • Assembly: Wintermark National
  • Raised By: Rafe
  • Judgement: The Wintermark National Assembly applaud the cunning and guile of every brave Wintermark hero taking part in the raid on Ikka's Tears. • Outcome: Upheld with a Greater Majority (274 - 10). Enacted. Every Wintermark military unit that takes part in the expedition to Pride of Ikka's Tears will receive a boost in courage and morale equivalent to two additional ranks for the next two seasons.
  • Notes: The opportunity is detailed here.

Judgement 13

  • Assembly: Imperial Orc National

  • Outcome: Upheld with a Greater Majority (121 - 0, closed early). Enacted. Every congregation, farm, business, herb garden, forest, mine, mana site, and fleet owned by an Imperial Orc will suffer a one rank penalty to its production until the start of the Winter Solstice 383YE, as the Imperial Orc's loss becomes the Sand Fisher's gain.
  • Notes: The opportunity is detailed here.

Judgement 27

  • Assembly: General Assembly
  • Raised By: Maximillian
  • Judgement: The Axou have turned their back on slavery. The General Assembly urges every Imperial citizen to support the change we wish to see in the world by looking for new trading possibilities with the Axos. We send Tarquinius Ankarien with (amount) doses of liao to urge Imperial citizens to engage with the Axou traders and look for new opportunities to enrich us both by enhancing trade between us.
  • Outcome: Upheld (1333 - 10). Enacted. Inspires people in every nation in the Empire leading to at least three opportunities to create new wealth through improved trade next season.
  • Notes: The opportunity is detailed here

Judgement 28

  • Assembly: General Assembly
  • Raised By: Meredith Nighthaven
  • Judgement: The essence of the Great Dance is the belief that each person must find the time and the place where they can become their most virtuous self. We send Mael Donjeon of House Remys with 50 doses of liao to urge every troubadour to travel to Highguard and teach them about glory and love.
  • Outcome: Upheld with a Greater Majority (100 - 0). Enacted. Dawnish priests will travel through Highguard singing tales of adventure, of romance, of love and glory. This presents some significant potential for making the current situation worse.
  • Notes: The opportunity is detailed here

Judgement 34

  • Assembly: General Assembly
  • Raised By: Atushah i Fijadoz i Erigo
  • Judgement: The doctrine of the Way is not diminished by the parody of the Broken Wheel, precisely because it is a parody. What matters to the faithful is the beliefs people hold in the heart, not the practical jokes they play on their friends. We send Atushah i Fijadoz i Erigo with 50 doses of liao to reassure the Freeborn that there is no need for concern about the feast
  • Outcome: Not Upheld - Withdrawn (604 - 102). Withdrawn at the request of the raising priest.
  • Notes: The opportunity is detailed here

  • Outcome: Upheld (741 - 477). Enacted. The Synod agrees that the practice of shriving, and the belief that the soul can reincarnate as trees or animals is not against doctrine. The current penalty affecting congregations in that nation will end.
  • Notes: The opportunity is detailed here

Judgement 50

  • Assembly: General Assembly
  • Raised By: Constanza i Kalamar i Guerra

He acted to correct the previous failings of Senate and Synod and did so effectively and well. His pride in his actions is obvious and well-deserved. His ambition to defeat the treacherous Druj guides his decision-making and I find his actions regarding the idols of Almodin Oktístis to have been entirely virtuous and worthy of commendation.

Judgement 54

  • Assembly: General Assembly
  • Raised By: Genoveva Barossa, Inquisitor of Pride
  • Judgement: Excommunication. Following on from the inquisition of Alderai at Winter 382, letters were found in his possession which demonstrate he was working with Wendigo. That he destroyed the Winterfolk/Jotun meeting place at Wendigo's behest, to damage relations with the Jotun and additionally that he was recruited by Wendigo to kill everyone at Oakwood Monastery, a sacred place of the Marchers, and to "defile" it. This coupled with his admitted cannibalism, and the vision of him being directed by a beast-like figure with horns and a rictus grin who revelled in the destruction, clearly shows that he was both a traitor and an idolator and that even having been killed, he richly deserves excommunication.
  • Outcome: Upheld with a Greater Majority (1578 - 80)

  • Outcome: Upheld (427 - 42)

Judgement 89

  • Assembly: Brass Coast National

Judgement 95

  • Assembly: Dawn National
  • Raised By: Lady Laudine du Lac
  • Judgement: Sanction:Penance. (Escalation) Following the inquisition of Damien Thorne and Lord Scipio of House Minos, it was found that they were unvirtuous in Vigilance and Wisdom for accepting mercenary work in Asavea to suppress a slave rebellion. To cleanse their souls of the sin of supporting slavery we assign them the following penance: they must fight to the outmost of their abilities the greatest spiritual threat, the vallorn, and report their accomplishments to the vigilance assembly. Additionally, they must procure ships to help rescue Asavean refugees escaping slavery.
  • Outcome: Upheld (77 - 0)

Judgement 102

  • Assembly: General Assembly
  • Raised By: Veikko Bondforger
  • Judgement: Sanction: Castigation. (Escalation) Regarding the inquisition of Qusay i Kalamar i Guerra, I find the following. In failing to alert the Synod to their concerns, in assuming it was acceptable to employ idolators "If the Synod hasn't told the Senate not to" and in the assumption that employing the idolator "wouldn't matter so long as he wasn't building places of spiritual significance" I find Qusay i Kalamar i Guerrato be complicit by negligence to the actions of Almodin Oktístis and escalate to castigation.
  • Outcome: Upheld (675 - 24)

Judgement 103

Over 70 captains, at great sacrifice and cost, commited their units to selfless bloody toil, and Prosperity demands that virtue be recognised and celebrated and held as example, and the Synod will distribute 35 Thrones as thanks and reward for this great deed.

  • Assembly: General Assembly
  • Raised By: Eska Crowspeaker
  • Judgement: We request 20 Thrones from the virtue fund to be given to Bloodcrow Yargol who, acting on behalf of the Imperial Orcs, demonstrated their great loyalty to their fellow citizens with the prosperous donation of 5 wains of mithril which was used to liberate 100 Imperial Citizens and their descendants who were being held as slaves by the Thule. This is the second time they have made a similar donation and expected nothing in return.
  • Outcome: Upheld (760 - 225); 20 Thrones provided by the Tribune.

Judgement 15

  • Assembly: General Assembly
  • Raised By: Benedict Pacelli von Holberg
  • Judgement: The Ambition of Thomas and Eduard Dunlain was to create a team of runners from across the Empire to aid communication between nations travelling through the Sentinel Gate together. They believed this would save lives and improve our chances of victory. Though both have died in service to the Empire, the Synod awards twenty Thrones in recognition of their efforts and to support the creation of a sodality that will turn their Ambition into a lasting reality.

  • Assembly: General Assembly
  • Raised By: Alcuin, proxy Seer of the Gateway

Judgement 20

  • Assembly: General Assembly
  • Raised By: Chauntecleer Words
  • Judgement: Chauntecleer Words requests 50 Thrones, in order to realise a proposal from Fenoren - Grandmaster of the Sevenfold Path.
  • Outcome: Upheld (512 - 405); 4 Thrones, 6 Crowns, 15 rings provided by the Tribune.

Judgement 32

  • Assembly: General Assembly
  • Raised By: Brother Vashti
  • Judgement: The General Assembly recognises the Ambition and Pride of Creed of the Shattered Tower. By his hand and his mastery of Summer magic alone over thirty fleets have been empowered in the recent raids on Grendel fleets and territories. Judgement 36

  • Assembly: General Assembly
  • Raised By: Rafael Barossa di Tassato
  • Judgement: Thomas of Upwold paid 93 Thrones of his own money to fund the reconstruction of the idols of Almodin Oktístis. This great prosperity deserves recognition and as such we reward him 30 Thrones from the virtue fund.

  • Raised By: Hembeneth i Guerra
  • Judgement: Finna i Fyadoz i Guerra was instrumental in defending Feroz from the Grendel showing Courage and Wisdom in ensuring that all five of the Grendels "necromantic" pillars were destroyed. At great personal risk she led the charge to the fifth pillar, depleting her own personal liao in her efforts. The General Assembly rewards her with 10 Thrones for her virtuous actions on that day.
  • Outcome: Upheld (788 - 240); 7 rings provided by the Tribune.

Judgement 66

  • Assembly: General Assembly
  • Raised By: Violante i Abasdo i Riqueza
  • Judgement: Traders are now free to trade from the Bay without the penalties caused by the risk of Grendel piracy, because the fleet captains who dominated Catazar Bay have thrown the Grendel from our border for seasons to come.
