388YE Autumn Equinox Senate sessions

Overview

The Imperial Senate governs the Empire, and its authority extends to all areas of Imperial life not already covered by the other houses of government. Each summit the senators meet several times to deliberate and vote on the motions they have raised.

After the summit, the civil service enacts those motions and ensures a public record of each is made available to the citizens of the Empire. This page lists all the motions raised during the summit, along with the announcements made by citizens with Imperial titles. In each case, the motion and its effects are summarised, including the wording, who proposed and seconded it, whether it passed or not, whether any funds were disbursed to support it, and what the outcome of the motion will be.

Many motions (especially the commissions) also have a Further Details section that provides a link to a wiki page dealing specifically with that motion in more detail, any commentary from the Constitutional Court, progress on commissions, or expanded information about the outcome of the motion.

Assign Bregasland

• Motion: To assign the territory of Bregasland
• Raised by: Speaker of the Senate at the Saturday afternoon session
• Outcome: Assigned to the Marches
• Further Details: The territory of Bregasland has been assigned to the Marches. The election for Senator of Bregasland will take place at the Winter Solstice 388YE.

Abrogate Vicente School and Orphanage

• Motion: To abrogate the construction of the Vicente School and Orphanage, abrogating the title Custodian of the Vicente School and Orphanage
• Raised by: Speaker of the Senate at the Friday session
• Passed
• Outcome: The Custodian of the Vicente School and Orphanage has been abrogated and is no longer available to be appointed by the senators of the League
• Further Details: Following the revelation of a lair under the dominion of the Whisper Gallery, and its subsequent disappearance, the Vicente School and Orphanage is no longer active. This motion would abrogate the Custodian of the Vicente School and Orphanage, preventing it from being appointed again.

Amend Knight of the Greenwood

• Motion: To amend the Knight of the Greenwood to become a Dawnish title appointed by the Vallornguard. This will open Greenwood Manor to citizens of every nation, allowing military units from across the Empire to take the quest against the vallorn venture

• Outcome: The Knight of the Greenwood has been amended to be elected by the Vallornguard. Military units from across the Empire will be able to undertake the Quest Against the Vallorn venture.
• Further Details: This motion follows the mandate enacted by Lord Reynard Griffinsong. If the motion is passed, then the Knight of the Greenwood will be appointed by the Vallornguard the next time it falls vacant after the Autumn Equinox 388YE.

Abrogate Marr's Mine

• Motion: Abrogate Marr's Mine, on the advice of the Senator of Kallavesa
• Raised by: Speaker of the Senate
• Passed
• Outcome: The motion to Construct Marr's Mine was abrogated
• Notes: This motion was raised to allow Senate to reconsider its commission options after civil service paperwork error. Any senator could propose one of the existing commission motions to abrogate. The senator of Kallavesa was the only senator to make a proposal.

Amend Appraisal of Virtue Fund

• Motion: Amend the appraisal for the virtue fund to instruct Lisane de Terresford instead of Rosemary Stockland.

• Outcome: Lisane de Terresford remains engaged in Sumaah until the start of the Winter Solstice 388YE. Gerard la Salle will select a prognosticator for the task.

Amend Judgement of Veto

• Motion: To amend the Synod's Judgement of Veto to a model of "indicative vote". To allow a Virtue Assembly or National Assembly to indicate a desire to veto before the General Assembly at the following summit on the basis of virtue, or on a national matter respectively. That after extended scrutiny by the Constitutional Court once they've worked out what the shit I'm on about, to bring forward their conclusion as an administrative motion next summit.

Amend Quartermaster General

• Motion: Amend the stipend for the Quartermaster General to 292T.

• Outcome: The stipend of the Quartermaster General has been changed to 292 thrones.

Amend Speaker of Highborn Assembly

• Motion: Amend the title of Speaker for the Highborn National Assembly to give them the power to announce a single commission or improvement for an appropriate edifice or inspirational location each season. This will not require a commission. The speaker will be responsible for commissioning buildings with a religious purpose.

Amend Tassatan Hills

• Motion: To increase the upkeep of the Tassatan Hills Ilium mine by 10 Thrones a season and direct the civil service to pass that 10 thrones to the Forge and Furnace Fellowship in Tassato. After 3 years we intend to reduce the upkeep to its usual level.

Amend Tender of Phoenix Flame

• Motion: Attach the Effervescent Brook to the Tender of the Phoenix Flame

Amend Warcaster

• Motion: To amend the responsibilities of the Warcaster to remove the responsibility to liaise with the Conclave and replace it with the responsibility to manage and co-ordinate with covens in Anvil to provide ritual magic for Military Council; to liaise between covens of the Military Council, ensuring the Military Council is aware of Imperial casting capabilities both in Anvil and through the Sentinel Gate.

Cede Palace of Orieb

• Motion: Cede the Palace of Orieb to the Night eternal Azoth. Azoth has sworn to return it once one year has passed. This will result in the destruction of six regios within the palace that enable the idolatrous worship of eternals. The benefit to Azoth will be to learn more about realmswoot. This wll not abrogate the associated title, who will instead receive 3 night viz and a unique arcane projection each season from Azoth.

Lease Saltstone

• Motion: To accept the lease of the Skouran artifact known as the Saltstone at a cost of 8 Thrones per season

Ratify Treaty with the Karass

This treaty lays out terms negotiated between the Casinean Empire and the Karass of the Barrens. The Casinean Empire will:

• Cede the Bleaks to the Karass sept.
• Provide military protection against threats.
• Entrust any black lotus plants that the Empire owns into their care.

The Karass sept will:

• Provide extensive scouting information on the Forest of Ulnak and Salt Flats of Sanath to the Empire.
• Commit to any ventures into the Mallum.
• Support the Empire in locating black lotus in perpetuity.
• Cultivate any black lotus the Empire entrusts to them at no costs - all produce will be provided to the Empire.

Ratify Treaty with the Iron Confederacy

• Notes: There was substantial discussion on whether this motion required a constitutional vote, due to the inclusion of the ban against preaching the Way to the Suranni within the borders of the Empire.

This Treaty is underwritten by the peer nations of the Casinean Empire and the Grand Duchies of the Iron Confederacy, as mutual partners for greater peace and prosperity. The following terms will apply for the initial term of three years, with an option for renewal at that time if mutually agreed upon.

• Mutual military peace between our nations
• Continuation of existing free trade
• Continuation of existing law against the sale of narcotics to the Iron Confederacy
• The Empire will outlaw the preaching of the way to the Suranni who visit Imperial Territory
• The Suranni will make available for purchase wains of ilium, white granite, mithril, and weirwood from their strategic stockpiles to the Empire.
• The Suranni will be ceded the Temple of the Black Bull to act as a Trade Enclave.
• The Suranni will contribute five wains towards the repair of the bridge over the Scorrero River.
• An appraisal will be performed before the end of 388YE to identify how the Empire can stop the Hand of Dumon illegal organisation from attacking the Iron Confederacy while taking shelter within the Empire. A Statement of Principle encouraging Imperial citizens to seek out and stop this organisation will be raised in an appropriate assembly by the same deadline.
• The Empire will immediately commit five armies to aiding the Suranni's conquest at Reinos, with the option to send additional armies of military units.

• Announcement: To commission a sinecure, the BAKERS' BOWL, a stadium in Holmauer, Holberg as part of the newly formed Casinean League. Sinecure to create the position SPONSOR OF THE HOLBERG HAMMERS, a lifetime League National position, to be appointed by League Senators. REVOCABLE by the Assembly of Nine, General Assembly and League National Assembly. POWERS: receives an income of at least 216 rings per season. Construct Effervescent Brook

• Announcement: Of the commission on behalf of Enchantress Areloe. The Effervescent Brook, a new ministry in Groves Yard, Astolat, available to the Tender of the Phoenix Flame. The cost of 4 Wains of Weirwood, 4 rings of Ilium and 12 crowns will be provided by the Tender and the Vallorn Guard. By diverting the Whitesmoke Brook to the Phoenix Flame it provides tonics to fight the vallorn in exchange for Tempest Jade. There is no upkeep cost.

Reappraise Irontooth Keep

• Outcome: The plans for Irontooth Keep were first offered shortly before the Winter Solstice 381YE, and were later revitalised in preparation for the war against the vallorn. The results of this announcement will be made available before the Winter Solstice 388YE

Light Market

• Announcement: I intend to have the miners continue to mine at their current level, choosing solid financial profit over potential resources at the whim of the Night Below.

• Outcome: The mine owners of Miekarova and Volodmartz will continue to receive 36 extra rings each season
